Information on the Salón Azul remodel is a secret even for lawmakers in the Asamblea Legislativa (Legislative Assembly) and members of its Junta Directiva (Board of Directors). The body’s president, Ernesto Castro, has not answered journalists’ questions on the matter.
The Legislative Assembly evaded providing information on the Salón Azul remodel in its response to an information request submitted by LA PRENSA GRÁFICA. Opposition lawmakers stated that this information has also been denied to them by the institution’s Board of Directors, which is controlled by members of the ruling party and its allies.
On July 16, this news outlet requested information from the Assembly regarding the “budget expended by the Legislative Assembly between January 2025 and June 2025 for the remodeling of the Salón Azul; detailing the amounts expended, goods acquired, and the cost of those goods.”
The response to the request was received on August 14. In it, the Assembly’s Unidad de Acceso a la Información (Information Access Unit, UAIP) stated that “for the requested period, there is no budget allocation available for the project in question.”
The Assembly’s UAIP recommended consulting the institution’s budget execution on its transparency portal, where the requested data was also not found, despite this being information that should be proactively published on the site.
On that portal, the Assembly’s budget execution, updated through June, shows that the Assembly has already used $19.4 million of the $46.9 million allocated to the institution. Of this total, $58,047 appears as expended under the infrastructure category, but it is not possible to identify the specific project in which this amount was invested. The Assembly’s website also fails to disclose the contracting process for the company that performed the remodel.
New Facilities
Between January and June of this year, the Assembly held its plenary sessions in the ceremonial hall of the Cancillería (Foreign Ministry), due to the Salón Azul remodel. Unlike previous renovation work, which only involved rearranging the seats, this year’s project entailed replacing the seats, changing the Board of Directors’ desk, modifying the walls, replacing the flooring, and updating the fingerprint system that lawmakers use to register their presence in the chamber.
The legislators returned to the legislative headquarters for the plenary session held on July 16. Since then, they have held seven sessions in the remodeled Salón Azul, without any lawmaker addressing the issue or any Board of Directors member providing figures on the remodel’s cost.
A transparency expert, who spoke on the condition of anonymity for fear of government reprisals, opined that the Assembly’s response is baseless and may be an attempt to conceal the amount spent on remodeling its facilities.
“It is truly regrettable to use the Ley de Acceso a la Información Pública (Access to Public Information Law, LAIP) as a shield, citing provisions to conclude that access is granted while the response actually withholds it. It is evident they do not want to release this information. I say this because what you are requesting is crystal clear. They may not have a formal report with the exact specifications you mentioned, but this is information that the Assembly must, one way or another, possess. So they refuse to provide it, yet the resolution is crafted to make it appear they are complying with the law,” the expert indicated.
Furthermore, the academic noted that the information available on the Assembly’s transparency portal regarding budget execution is inadequate to answer the request: “If you follow the link they provide to review the budget expended in the first semester, it is less than $60,000. With all the remodeling they have done, the infrastructure budget falls woefully short—and I assume that is the best category for this type of work. Therefore, the amount allocated for infrastructure may also be outdated, which implies another violation of the access law.”
Opacity
Due to the Assembly’s lack of response, it is not possible to know the amount expended on the Salón Azul remodel, nor the process followed. An internal source with knowledge of the institution’s administrative management, who shared details on the condition of anonymity, told this news outlet that the remodel of the Salón Azul was a matter that was not discussed by the institution’s Board of Directors and that its members received no information about it. The board includes legislators not only from Nuevas Ideas but also from PCN and PDC.
Since January of this year, the President of the Assembly, Ernesto Castro (Nuevas Ideas), has evaded questions from journalists. Although the Assembly’s communications team customarily asks journalists to submit their questions for the official before plenary sessions, Castro never answers them. Consequently, he has yet to explain the expenditure on the Salón Azul, despite being asked on more than one occasion.
The cost of the Salón Azul remodel is a secret even to the lawmakers. This was confirmed by opposition lawmaker Marcela Villatoro (ARENA), who stated that upon returning to the Legislative Palace for plenary sessions, she requested information from the Board of Directors about the expenditure.
Villatoro recounted that the institution refused to provide her with the information, assuring her they would do so when a citizen requested it through an access to information request.
Villatoratoro called the expenditure “unnecessary” and warns that among the unknown details of the project is the fate of the furnishings removed from the Salón Azul, which included items such as the old seats, wooden doors, paintings of national heroes, and two lion sculptures.
The Assembly’s response to the access to information request submitted by this news outlet was also criticized by lawmaker Claudia Ortiz of Vamos: “It is notorious and evident that the Salón Azul has been remodeled; it is in plain sight for everyone. The response is absurd, because even if there was no specific budget line, the resources had to have come from somewhere.”
“They are grasping at straws, refusing to answer and failing to guarantee the right of access to public information. It is not confidential, it is not personal, and it is not under seal. Claiming ‘it does not exist’ is the typical excuse,” added the lawmaker from Vamos.
Likewise, lawmaker Francisco Lira (ARENA) questioned the institution’s response, noting:
“The question is what happened to the IMF’s request to ensure transparency in the public funds of the Executive, the Assembly, and the Judiciary; because the Salvadoran people have a right, as we pay taxes, to know how public funds are being spent,” said the lawmaker.
Asamblea evita dar información sobre remodelación del Salón Azul
La Asamblea Legislativa evadió dar información sobre la remodelación del Salón Azul en su respuesta a una solicitud de información planteada por LA PRENSA GRÁFICA. Diputados de oposición aseguraron que la información también les ha sido negada por la Junta Directiva del organismo, controlada por miembros del oficialismo y aliados.
El pasado 16 de julio este medio solicitó a la Asamblea información sobre el “presupuesto devengado por la Asamblea Legislativa entre enero de 2025 y junio de 2025 para la remodelación del Salón Azul; detallando montos devengados, bienes adquiridos y costo de los bienes adquiridos”.
La respuesta a la solicitud se recibió el 14 de agosto pasado. En esta, la Unidad de Acceso a la Informaciónn (UAIP) de la Asamblea declaró que: “para el período solicitado, no se dispone de asignación presupuestaria para el proyecto en mención”.
La UAIP de la Asamblea recomendó consultar la ejecución presupuestaria de la Asamblea en el portal de transparencia de la institución, donde tampoco se encontraron los datos solicitados, a pesar de que es información que debería ser publicada de oficio en ese espacio.
En dicho portal, la ejecución presupuestaria de la Asamblea, actualizada hasta junio, permite identificar que la Asamblea ya utilizó $19.4 millones de los $46.9 millones asignados a la institución. De estos, $58,047 aparecen devengados en el rubro de infraestructura, pero no es posible identificar en qué proyecto específico se invirtió dicho monto. La web de la Asamblea tampoco trasnparenta el proceso de contratación de la empresa que llevó a cabo la remodelación.
Nuevas instalaciones
Entre enero y junio de este año, la Asamblea desarrolló sus sesiones plenarias en el salón de honor de Cancillería, debido a la remodelación del Salón Azul. A diferencia de los trabajos de renovación realizados anteriormente, en los que únicamente se llevó a cabo reacomodo de los curules, este año el proyecto implicó cambio de los curules, cambio del escritorio de junta directiva, modificaciones en paredes, cambio de suelo, y cambio del sistema de huella digital con el que los diputados registran su presencia en el pleno.
Los legisladores regresaron a la sede legislativa para la plenaria que tuvo lugar el 16 de julio pasado. Desde entonces, han realizado siete sesiones en el remodelado Salón Azul, sin que ningún diputado se refiera al tema o algún integrante de junta directiva brinde cifras sobre cuánto fue el costo de la remodelación.
Una experta en temas de transparencia, quien brindó su respuesta bajo condición de anonimato por temor a represalias del Gobierno, opinó que la respuesta de la Asamblea no tiene fundamento y que puede ser un intento de esconder el monto utilizado para la remodelación de sus instalaciones.
“Es lamentable, la verdad, que se use como escudo a la LAIP, citando artículos para resolver que se da acceso a la información, pero la respuesta es para no dar acceso. Es evidente que no quieren dar esta información. Lo digo porque es súper claro lo que ustedes están pidiendo. Posiblemente no tienen un informe tal cual de lo que se gastó, con las especificaciones que usted dijo, pero es información que, sí o sí, la Asamblea tiene que conocer. Entonces, no quieren brindarla, pero en la resolución hacen parecer como que sí están cumpliendo con la ley”, indicó la experta.
Además, la académica señaló que la información disponible en el portal de transparencia de la Asamblea, relacionada con la ejecución presupuestaria, no es idónea para responder la solicitud planteada: “Si uno se va al enlace que le brindan para revisar el presupuesto devengado en el primer semestre, son menos de $60 mil, y con todas las remodelaciones que han hecho, se queda súper corto el presupuesto de infraestructura, que asumo que es donde mejor cabe este tipo de obras, y por tanto puede que tampoco esté actualizado el monto asignado para infraestructura, lo que implica otro incumplimiento de la ley de acceso”.
Opacidad
Debido a la falta de respuesta de la Asamblea no es posible conocer el monto devengado en la remodelación del Salón Azul, ni el proceso seguido para el mismo. Una fuente interna, que tiene conocimiento del manejo administrativo de la institución, y que compartió detalles bajo condición de anonimato, dijo a este medio que la remodelación del Salón Azul es un asunto que no se discutió en la junta directiva del organismo y que sus integrantes tampoco recibieron información al respecto. En la junta participan legisladores no solo de Nuevas Ideas sino también de PCN y PDC.
Desde enero de este año, el presidente de la Asamblea, Ernesto Castro (Nuevas Ideas), ha evadido contestar preguntas de periodistas. Si bien el equipo de comunicaciones de la Asamblea acostumbra pedir a los periodistas de la fuente que envíen sus preguntas para el funcionario antes de las plenarias, Castro nunca las responde; por lo cual, hasta la fecha, no ha explicado el gasto realizado en el Salón Azul, a pesar de que se ha consultado en más de una ocasión.
El monto que costó la remodelación del Salón Azul es un secreto incluso para los diputados. Así lo explicó la diputada de oposición Marcela Villatoro (ARENA), quien afirmó que, al regresar las plenarias al Palacio Legislativo, solicitó a la junta directiva información sobre el gasto realizado.
Villatoro relató que la institución se negó a entregarle la información y le aseguró que lo harían cuando un ciudadano la solicitara vía acceso a la información.
Villatoro calificó el gasto como “innecesario” y advierte que, entre los detalles que se desconocen del proyecto, también está el destino que tuvo el inmobiliario que fue removido del Salón Azul, el cual incluye cosas como los antiguos curules, las puertas de madera, pinturas de próceres y dos esculturas de leones.
La respuesta de la Asamblea a la solicitud de acceso a la información planteada por este medio también fue criticada por la diputada Claudia Ortiz, de Vamos: “Es notorio y evidente que el Salón Azul ha sido remodelado, está a la vista de todo el mundo; la respuesta es absurda, porque aunque no haya una partida específica, de algún lado tuvo que haber salido el recurso”.
“Son patadas de ahogado, no querer responder y no garantizar el derecho de acceso a información que es pública. No es confidencial, no es personal, no es reservada. Es la típica excusa decir ‘no existe’”, agregó la legisladora de Vamos.
Asimismo, el diputado Francisco Lira (ARENA) cuestionó la respuesta brindada por la institución, y señaló:
“La pregunta es dónde está la solicitud que hizo el FMI de transparentar los fondos públicos del Ejecutivo, la Asamblea y el órgano judicial; porque es un derecho que tiene el pueblo salvadoreño, porque pagamos impuestos, saber cómo se están ejecutando fondos públicos”, dijo el diputado.
