In Reyes’s view, the current management of the PNC is designed to force its collapse or weaken it to the point of dissolution, in order to assign public security duties to another government body, such as the army.
He made these statements on August 21, 2025, in an interview with Radio YSUCA, where he also addressed the opaque financial management of the police force and the appointment of Minister of Justice and Public Security Gustavo Villatoro as director of the PNC.
Reyes maintains that the Ley Orgánica de la PNC (PNC Organic Law) already establishes, in Article 7, that to serve as PNC director one must be a commissioner or general commissioner, and that the post is incompatible with holding another public office.
“This means that the director cannot be in two places at once; he cannot be serving as director and also as minister. Why? Because the police need a leader who is 100% dedicated to overseeing the functions of the force. As it stands, he may do neither job well,” Reyes opined.
He added that this decision has damaged the morale of many officers within the PNC, as it gives the impression that no one within the institution is trusted to hold the position and that their work is not being properly valued.
Weakening of the PNC
The MTP spokesperson further stated that the current state of the PNC sends a clear message that the incumbent president of the Republic “is no fan of the PNC” and that “he has his sights set on the armed forces.”
“The message is that he dislikes the institution, and it shows when the Fuerza Armada (Armed Forces) are given good equipment while the police are given crumbs. As proof, he noted that for 2025, the defense budget increased by $53 million, while the public security budget was cut by $15 million,” he stated.
Reyes also considers it inappropriate for any official to hold dual roles, as it can lend itself to “abuses of power.”
“The director of the police is also a political appointment, but when the director is a career police officer there is greater focus on operations. In this case, with Mr. Villatoro, the role lends itself to more political directives, something the PNC should not be doing, because the Acuerdos de Paz (Peace Accords) establish that the police must be apolitical,” he added.
Reyes also pointed out that there is currently opacity in the management of the police’s funds and that the institution’s future is unclear.
“There is much speculation that the police could disappear, that it is being deliberately deprived of support. The perception is that it is being weakened to engineer its own collapse,” Reyes criticized.

Para Marvin Reyes, vocero del Movimiento de Trabajadores de la Policía (MTP), el manejo actual que se hace de la Policía Nacional Civil (PNC) tiene por objetivo hacerla colapsar o debilitarla hasta que desaparezca, con el fin de asignar las tareas de seguridad pública a otra instancia gubernamental, como el ejército.
Las declaraciones las brindó este 21 de agosto de 2025 en una entrevista con Radio YSUCA, donde se refirió además al manejo financiero poco transparente de la corporación policial y al nombramiento del ministro de Justicia y Seguridad Pública, Gustavo Villatoro, como director de la PNC.
Reyes sostiene que la Ley Orgánica de la PNC ya establece, en su artículo siete, que para ser director de la PNC se requiere ser comisionado o comisionado general y que además el cargo es incompatible con el de otro funcionario.
“Eso significa que el director no puede estar en dos lugares a la vez, no puede estar fungiendo como director y también como ministro. ¿Por qué razón? Porque la Policía necesita un líder que esté al 100 % dedicado a ver las funciones de la corporación. Tal como está puede que no haga buena ni una cosa ni la otra”, opinó Reyes.
Agregó que esta decisión ha impactado anímicamente a muchos elementos dentro de la PNC, pues da la impresión que no se confía en nadie dentro de la institución para ostentar el cargo y que además no se está valorando como se debe su labor.
Debilitamiento de la PNC
El vocero del MTP agregó además que la actual situación de la PNC manda un mensaje claro que el actual presidente de la República “no es fan de la PNC” y que “tiene puestos sus ojos en el ejército”.
El mensaje es que no es de su agrado y se nota cuando se le da un buen equipo a la Fuerza Armada y a la Policía le dan migajas. Muestra de ello es que para 2025 el presupuesto para Defensa subió en $53 millones, mientras que el de Seguridad Pública se redujo en $15 millones”, expuso.
Reyes también considera que ostentar un doble cargo no es adecuado para ningún funcionario porque puede prestarse a “abusos de poder”.
“El director de la Policía también es un cargo político, pero cuando es un policía de carrera se pone más atención a la parte operativa. En este caso, con el señor Villatoro, se presta para lineamientos más políticos, algo que la PNC no debería hacer, porque los Acuerdos de Paz establecen que la Policía debe ser apolítica”, añadió.
Reyes también señaló que actualmente hay opacidad en el manejo de los fondos de la Policía y que no hay claridad en el futuro que tendrá la institución.
“Mucho se especula que la PNC podría desaparecer, que se le está dejando sin apoyo de manera deliberada. Se percibe que está siendo debilitada para que colapse por sí sola”, criticó Reyes.
