With 57 votes, the Legislative Assembly on Friday approved a budget reform to transfer $15 million in unused funds from the Ministry of Finance to the Presidency of the Republic.
The Council of Ministers agreed to the budget reform on July 28, 2025, to “strengthen the budget allocations for the Presidency of the Republic.”
Minister of Finance Jerson Posada Molina argued that the Presidency “currently faces priority and urgent needs that must be addressed, with the aim of strengthening the design of public policies, plans, and programs that contribute to the country’s economic and sustainable development and ensure the well-being of Salvadoran families.”
According to a notification from Legal Secretary Adolfo Muñoz, these funds “will not be used for the remainder of the current fiscal year” and “can be used to bolster the Presidency’s budget.”
The reform bill does not specify the line item or budget unit within the Presidency of the Republic to which the $15 million will be transferred. Its only two articles state that the funds will be allocated to “Expenditures,” will reinforce “current allocations for the Presidency of the Republic,” and will be “drawn from available allocations in the current budget of the Ministry of Finance, charged to the General Fund.”
The Presidency of the Republic began the year 2025 with a budget of $139.7 million approved by the Legislative Assembly, which has increased to $140.5 million as of June, of which $74.7 million has been expended.
Diputados avalan $15 millones a Presidencia para necesidades “prioritarias y urgentes”
Con 57 votos, la Asamblea aprobó este viernes una reforma presupuestaria para transferir $15 millones que no se utilizarán en el Ministerio de Hacienda a la Presidencia de la República.
La reforma presupuestaria fue acordada por el Consejo de Ministros el 28 de julio de 2025 “para reforzar asignaciones presupuestarias de la Presidencia de la República”.
El ministro de Hacienda, Jerson Posada Molina, argumentó que la Presidencia “en la actualidad presenta necesidades prioritarias y urgentes que atender, con la finalidad de fortalecer el diseño de políticas públicas, planes y programas que contribuyan al desarrollo económico y sostenible del país y que garanticen el bienestar de las familias salvadoreñas”.
Según la notificación del secretario jurídico, Adolfo Muñoz, estos fondos “no se van a utilizar en lo que resta del presente ejercicio fiscal” y “pueden utilizarse para reforzar el presupuesto” de la Presidencia.
El proyecto de reforma no detalla la línea de trabajo y la unidad presupuestaria de la Presidencia de la República a la que serían transferidos los $15 millones. Sus únicos dos artículos indican que ingresarán a “Gastos”, que refuerzan “asignaciones vigentes de la Presidencia de la República” y que serán “tomados de las asignaciones disponibles del presupuesto vigente del Ramo de Hacienda con cargo al Fondo General”.
La Presidencia de la República inició el año 2025 con un presupuesto de $139.7 millones aprobado por la Asamblea Legislativa, que ha aumentado a $140.5 millones hasta junio, de los cuales ha devengado $74.7 millones.
