In the first half of 2025, the Chivo Pets veterinary hospital spent its entire budget allotted for the year.
This is reflected in the latest budget execution update on the government’s Transparencia Fiscal (Fiscal Transparency Portal), corresponding to the use of budgetary funds in June, which closes out the first half of 2025.
The appropriation for Chivo Pets is included in the budget received by the Instituto de Bienestar Animal (Animal Welfare Institute), or IBA, which transfers the funds to the hospital for its operations.
According to the approved budget, the $10 million allotted to Chivo Pets is used entirely for the procurement of goods and services; the IBA has never explained how salaries for the veterinary hospital’s staff are paid, as this line item does not appear in its budget.
This outlet emailed the address listed for Guillermo Hasbún, who was appointed director of the IBA after the institution’s first director resigned, requesting an interview to resolve questions related to the operation and budget execution of Chivo Pets.
However, as of press time, there had been no response from the institution.
According to Transparencia Fiscal, Chivo Pets spent: $2 million in January, $3 million in March, and $5 million in June.
With its entire budget exhausted in June, it is unclear which funds the institution relied on in July and August. Nor is there information on how it will operate through year-end, since no supplemental funding has been announced for the Ministerio de Agricultura (Ministry of Agriculture), to which the IBA is attached and where funds must be appropriated for transfer to the Chivo Pets hospital.
With the $10 million spent by Chivo Pets, the veterinary hospital has used a larger budget than 23 of the 31 hospitals in the public hospital network.
Only eight hospitals used a larger budget in the first half of the year than Chivo Pets, among them Hospital Rosales (Rosales Hospital), Hospital para Niños y Niñas Benjamín Bloom (Benjamín Bloom National Children’s Hospital), and Hospital El Salvador (El Salvador Hospital).
Meanwhile, the five hospitals that used the least amount of funds in the first half of the year (located in Suchitoto, Ciudad Barrios, Nueva Concepción, Santa Rosa de Lima, and Cabañas) spent a combined $9.9 million.
Chivo Pets ya gastó todo su presupuesto de 2025
El hospital veterinario Chivo Pets utilizó en el primer semestre del 2025 todo el presupuesto que tenía asignado para el año completo.
Así lo consigna la última actualización de ejecución presupuestaria en el portal de Transparencia Fiscal del Gobierno, correspondiente al uso de fondos presupuestarios del mes de junio, con la que se completa el primer semestre del año 2025.
La asignación a Chivo Pets está incluida en el presupuesto que recibe el Instituto de Bienestar Animal (IBA), que transfiere los fondos al hospital para su funcionamiento.
De acuerdo con el presupuesto aprobado, los $10 millones asignados a Chivo Pets se utilizan por completo en la adquisición de bienes y servicios; el IBA nunca ha explicado cómo se realiza el pago de salarios al personal del hospital veterinario, ya que este rubro no aparece contemplado en su presupuesto.
Este medio escribió al correo electrónico asignado a Guillermo Hasbún, quien fue nombrado director del IBA tras la renuncia del primer director de la institución. Se solicitó un espacio de consulta para resolver las dudas relacionadas con el funcionamiento y la ejecución del presupuesto de Chivo Pets.
Sin embargo, hasta el cierre de esta nota, no había ninguna respuesta de parte de la institución.
De acuerdo con Transparencia Fiscal, Chivo Pets utilizó: $2 millones en enero, $3 millones en marzo, y $5 millones en el mes de junio.
Con la totalidad de su presupuesto utilizado en junio pasado, no está claro con qué fondos funcionó la institución en los meses de julio y agosto. Tampoco hay información sobre cómo operará hasta el cierre del año, ya que no se ha anunciado ningún tipo de refuerzo al Ministerio de Agricultura , al cual está adscrito el IBA, que es donde deben asignarse los fondos para que sean transferidos al hospital Chivo Pets.
Con los $10 millones devengados en Chivo Pets, dicho hospital veterinario ha utilizado un presupuesto mayor a 23 hospitales de los 31 de la red pública.
Solo hay ocho hospitales que usaron en el primer semestre del año un presupuesto mayor al de Chivo Pets, incluyendo entre ellos al hospital Rosales, el hospital para niños y niñas Benjamín Bloom, y el hospital El Salvador.
Mientras, los cinco hospitales que menos presupuesto usaron en el primer semestre (ubicados en Suchitoto, Ciudad Barríos, Nueva Concepción, Santa Rosa de Lima y Cabañas) devengaron $9.9 millones entre todos.
