As of July 29, Casa Presidencial (Office of the President) has a new secretariat in its organizational chart: the Secretaría de Valores (Secretariat for Values). Pursuant to a reform of the internal regulations of the Executive Branch (RIOE) establishing this entity, the new department joins the existing secretariats: the Private Secretariat, the Secretariat of Communications, the Legal Secretariat, the Secretariat of Trade and Investment, the Secretariat of Innovation, the Press Secretariat, and the Secretariat of Compliance and Continuous Improvement.
The amending agreement was published in the July 29 edition of the Diario Oficial (Official Gazette). It adds a chapter enumerating the powers assigned to the new secretariat.
Among these are “to serve as the authority on ethical, moral, or spiritual counseling for the Presidency of the Republic,” as well as “to assist and advise the various institutions that make up the public administration on matters of values and integrity, and to coordinate the development of an institutional culture grounded in the ethical ethos of public service, through ongoing training programs in principles and virtues applied to public management.”
Those are only two of the twelve powers entrusted to the new secretariat. Another notable one is to provide assistance and collaborate, regardless of creed, with the country’s various religions, expressions of faith, and philosophies, “in order to contribute to strengthening the values and ethical conduct of the inhabitants of the Republic.”
The executive agreement creating the secretariat states that it will have at its disposal a sufficient budget and personnel to fulfill its responsibilities.
The latest update from Fiscal Transparency, corresponding to June, does not include the creation date of the Secretariat for Values, making it impossible to determine the initial budget allocated for its operations.
Furthermore, as of the latest publicly released edition of the Official Gazette, no executive agreement had been published appointing the person who will hold the post of Secretary for Values.
That said, the government already had a National Commissioner for Values: Pastor Edgardo Cardoza. On November 12, 2024, at the commemoration of the National Day of Prayer held in the Legislative Assembly, that body introduced Cardoza with that title. “Also in attendance was the National Commissioner for Values, Pastor Edgardo Cardoza,” the Legislative Assembly stated, thereby attributing that title to the aforementioned pastor, who in November 2022 also served as Nuevas Ideas’ national secretary for values.
Crean secretaría para consejería “ética, moral y espiritual” de la Presidencia
Desde el pasado 29 de julio, Casa Presidencial tiene una nueva secretaría en su organigrama: la Secretaría de Valores. De acuerdo con una reforma al reglamento interno del órgano Ejecutivo (RIOE) para crear dicha entidad, esta dependencia se sumará a las otras secretarías ya existentes: la Secretaria Privada, de Comunicaciones, Jurídica, de Comercio e Inversiones, de Innovación, de Prensa y de Cumplimiento y Mejora Contínua.
El acuerdo de reforma fue publicado en la edición del Diario Oficial del pasado 29 de julio. En esta se agrega un capítulo con las facultades que la nueva secretaría tendrá a su cargo.
Entre estas se destacan el “ser autoridad en materia de consejería ética, moral o espiritual de la presidencia de la república”, así como también “asistir y asesorar a las distintas instituciones que conforman la administración pública en temas de valores e integridad, y coordinar la construcción de una cultura institucional basada en el sentido ético del servicio público, mediante programas de formación permanente en principios y virtudes aplicadas a la gestión pública”.
Las anteriores son solo dos de las 12 facultades que la nueva secretaría tendrá a su cargo. Entre las otras también destaca el brindar asistencia y colaborar, sin distinción de creencia, con las distintas religiones, expresiones de fe y filosofía en el país, “a fin de contribuir al fortalecimiento de los valores y comportamiento ético de los habitantes de la república”.
El acuerdo ejecutivo que crea la secretaría en mención señala que esta tendrá a su disposición presupuesto o personal suficiente para el cumplimiento de sus atribuciones.
La última actualización de Transparencia Fiscal, correspondiente a junio, no incluye la fecha en que se creó la secretaría de valores, por lo que aún no es posible conocer con cuánto presupuesto ha comenzado a funcionar la misma.
Asimismo, hasta la última edición pública del Diario Oficial no se había publicado acuerdo ejecutivo con el nombramiento de quién detentará el cargo de secretario de valores.
El gobierno, eso sí, ya contaba con un comisionado nacional de valores: el pastor Edgardo Cardoza. El pasado 12 de noviembre de 2024, en la conmemoración del Día Nacional de la Oración realizada en la Asamblea, dicho órgano presentó a Cardoza con dicho cargo. “También asistió el Comisionado Nacional de Valores, pastor Edgardo Cardoza”, atribuyó la Asamblea el cargo al mencionado pastor, quien, en noviembre de 2022, también fungía como secretario nacional de valores de Nuevas Ideas.
