Juan Alberto Ortiz Hernández is no longer president of the Instituto Administrador de los Beneficios de los Veteranos y Excombatientes (Institute for the Administration of Benefits for Veterans and Former Combatants, or INABVE), and his post has been filled since Friday, July 11, by Daniel Platero, the institution’s former general manager.
Sources on the INABVE board of directors confirmed to LA PRENSA GRÁFICA on July 12 that Ortiz Hernández submitted his resignation during a meeting held on Friday, July 11. They detailed that he had initially stated he would remain at the helm of the organization, but later reversed course and stepped down.
“He simply told us, ‘I’m leaving, and I wish you well.’ We had even requested a report on what happened (regarding his arrest in Honduras), but he provided no further details,” declared one director present at the July 11 session.
Juan Alberto Ortiz Hernández was arrested on July 3, 2025, at the El Amatillo border crossing while attempting to enter Honduras with $60,000 in undeclared cash hidden in his vehicle. He was released two days later after posting a $137,000 bond, which allows him to remain free pending trial on charges of alleged money laundering.
The next hearing against Ortiz Hernández in Honduras is scheduled for July 31, but for now, he remains in El Salvador, where he also serves as departmental secretary and governor of La Unión for the Nuevas Ideas party.
New INABVE President
LA PRENSA GRÁFICA reached out by phone to Daniel Platero on Saturday, July 12, to delve into his appointment as head of INABVE. However, he stated that any statements must be requested from the Presidential Press Secretariat.
A request was also made to the Press Secretariat, but no response had been received by press time.
INABVE directors said that Platero’s appointment was a direct decision by the Office of the President, as the Institute’s founding law grants these powers to the Executive Branch.
Platero previously served as general manager, and that role will now be filled by the head of the INABVE’s legal department.
“She has been appointed to that position on an ad honorem basis for one month, while the new board of directors selects the new general manager, as that is a function that does fall to the board,” explained another source.
When asked about Platero’s appointment as president of the Institute, the directors stated that while he has good professional references, they remain wary. “He has been professional in his role, but it must be clear that he also toes a political line handed down from the central government,” explained one of the individuals consulted.
The sources explained that the board of directors currently holds 21 votes, of which 11 belong to the INABVE president and representatives of government institutions appointed by the Executive, giving them a majority. The other ten votes belong to sectors representing veterans from the Armed Forces and former guerrilla combatants.

Juan Alberto Ortiz Hernández ya no es más el presidente del Instituto Administrador de los Beneficios de los Veteranos y Excombatientes (INABVE) y su puesto lo ocupa desde el viernes 11 de julio Daniel Platero, ex gerente de la institución.
Fuentes de la junta directiva del INABVE confirmaron este 12 de julio a LA PRENSA GRÁFICA que Ortiz Hernández puso su renuncia al cargo en una reunión realizada el viernes 11. Detallaron que en un inicio él había dicho que continuaría al frente del organismo, pero que luego se recractó y renunció.
Solo nos dijo ‘me voy y que les vaya bien’. Incluso le habíamos pedido un informe de lo sucedido (sobre su arresto en Honduras), pero no dio mayor información”, declaró un directivo presente en la sesión del 11 de julio.
Juan Alberto Ortiz Hernández fue arrestado el 3 de julio de 2025 en la frontera El Amatillo, cuando intentó ingresar a Honduras con $60,000 en efectivo que iban escondidos en su auto y que no había declarado. Dos días después recuperó su libertad tras ofrecer una garantía de $137,000 para continuar el proceso en su contra, por presunto lavado de dinero, con medidas alternas a la detención.
La próxima audiencia contra Ortiz Hernández en Honduras es el 31 de julio, pero por ahora se mantiene en territorio salvadoreño, pues actualmente también es secretario departamental y gobernador de La Unión por el partido Nuevas Ideas.
Nuevo presidente del INABVE
LA PRENSA GRÁFICA contactó vía telefónica a David Platero este sábado 12 de julio, para ahondar en su nombramiento al frente del INABVE. Sin embargo dijo que las declaraciones debían ser pedidas a la Secretaría de Prensa de la Prensidencia de la República.
También se hizo la gestión con la Secretaría de Prensa, pero al cierre de esta nota no hubo respuesta.
Directivos del INABVE dijeron que el nombramiento de Platero fue una decisión directa de la Presidencia de la República, pues la Ley del Instituto le da esas facultades al Ejecutivo.
Platero fungía previamente como gerente general y ese puesto lo ocupara por ahora la jefa del departamento jurídico del INABVE.
Se le ha nombrado de forma ad honorem en ese puesto por un mes, mientras la nueva junta directiva elige al nuevo gerente general, pues esa es una función que sí le corresponde a la directiva”, explicó otra fuente.
Consultados sobre la llegada de Platero a la presidencia del Instituto, los directivos expresaron que tiene buenas referencias de su trabajo en la institución, aunque no se confían. “Ha sido un profesional en su cargo, aunque hay que tener claro que también obedecen a una línea política emanada desde el gobierno central”, explicó uno de los consultados.
Las fuentes explicaron que en la junta directiva hay actualmente 21 votos, de los cuales 11 pertenecen al presidente del INABVE y representantes de instituciones gubernamentales nombrados por el Ejecutivo, por lo que cuentan con mayoría. Los otros diez votos son de los sectores de veteranos de la Fuerza Armada y excombatientes de la guerrilla.
