The organization Foro del Agua El Salvador (El Salvador Water Forum) called out on Friday, June 20, that its spokespeople and people participating in protests are victims of surveillance and harassment at their homes by agents of the National Civil Police (PNC). They are asking authorities to cease this type of intimidation.
“We demand that Nayib Bukele immediately cease the persecution of human rights defenders. We make an urgent call to the international community to monitor this grave situation,” reads the statement released on the organization’s social media on Thursday, June 29.
According to one of its spokespeople, Carlos Flores, since the day of the initial hearing against fellow Water Forum member Alejandro Henríquez and Pastor José Ángel Pérez in the El Bosque Cooperative case, police have photographed and detained the drivers who transported people participating in a support activity outside the Santa Tecla Courthouse.
“They held their documentation for more than three hours, and when they returned it, they threatened them, saying that if they saw them in those kinds of activities again, they would regret it because they would have their vehicles impounded,” he indicated.
According to the Water Forum, there are at least five cases of organization members who received constant visits from police and military personnel who asked neighbors about them. This situation continued for two or three days, and in other cases, the threat and intimidation have been maintained for the last two weeks.
Some of these individuals had to leave their homes for fear of being arrested, and on Thursday, June 19, some of these victims called the organization to ask for help because the police would not stop coming to their homes to intimidate them.
“This is behavior that seeks to instill fear in the people who have been mobilizing and demanding freedom for Alejandro and José Ángel, but also in those who have mobilized for the defense of water and land, which are the central issues we address. This is what we are facing. It is a process of generalized intimidation, of fear among the population. People are afraid to mobilize to demand their right to water and land,” he added.
On May 13 of this year, a spokesperson for the El Salvador Water Forum, Alejandro Henríquez, was arrested and later charged by the Attorney General’s Office (FGR) with the crimes of public disorder and aggressive resistance after participating in a peaceful gathering with residents of the El Bosque Cooperative who were seeking a solution to a judicial eviction order from their homes.
Regarding this, the First Peace Court of Santa Tecla ordered pretrial detention for Alejandro and the other defendant, José Ángel Pérez, a resident and the president of the El Bosque Cooperative. The Water Forum has called out that community ties were not taken into account to order alternative measures to detention.

Foro del Agua denuncia seguimiento policial a sus voceros
La organización Foro del Agua El Salvador denunció este viernes 20 de junio, que sus voceros y personas que participan en protestas están siendo víctimas de seguimiento y hostigamiento en sus casas, por parte de agentes de la Policía Nacional Civil (PNC). Piden a las autoridades que cese este tipo de amedrentamiento.
Exigimos a Nayib Bukele el cese inmediato de la persecución hacia personas defensoras de derechos humanos. Hacemos un llamado urgente a la comunidad internacional para que monitoree esta grave situación”, cita el comunicado dado a conocer en las redes sociales de la organización el jueves 29 de junio.
Según mencionó uno de sus voceros, Carlos Flores, desde el día de la audiencia inicial en contra del también miembro del foro del Agua, Alejandro Henríquez, como el pastor José Ángel Pérez, en el caso de la Cooperativa El Bosque, a personas que participaron en actividad de apoyo fuera del Juzgado de Santa Tecla, policías tomaron fotografía y retuvieron a los transportistas que los llevaron.
Le retuvieron la documentación por más de 3 horas y cuando se las entregaron los amenazaron diciéndoles que si los volvían a ver en actividades de esas se iban arrepentir porque les iban a remitir los vehículos”, indicó.
De acuerdo con el Foro del Agua, son al menos 5 casos de miembros de la organización que recibieron visitas constantes de policías y militares quienes preguntaron a los vecinos por ellos, situación que se mantuvo por 2 o 3 días y en otros casos han mantenido esa amenaza e intimidación por las últimas dos semanas.
Algunas de estas personas tuvieron que salir de sus casas por temor a capturas y el jueves 19 de junio, algunas de estas víctimas llamaron a la organización para pedirles ayuda porque la policía no dejaba llegar a sus viviendas a intimidar.
Es una conducta que lo que busca es meter miedo a la gente que ha estado movilizándose y ha estado exigiendo la libertad de Alejandro y José Ángel, pero también a los que han movilizado por la defensa del agua y la tierra, que son los temas centrales que abordamos, esto estamos enfrentando. Es un proceso de intimidación generalizado, de temor en la población. La gente tiene miedo a movilizarse a exigir su derecho al agua, la tierra”, agregó.
El 13 de mayo de este año, un vocero del Foro del Agua El Salvador, Alejandro Henríquez, fue capturado y posteriormente acusado por la Fiscalía General de la República (FGR) por los delitos de desórdenes públicos y resistencia agresiva, luego de participar en una concentración pacífica con habitantes de la Cooperativa El Bosque quienes buscaban una solución ante una orden judicial de desalojo de sus viviendas.
Sobre esto, el Juzgado Primero de Paz de Santa Tecla decretó instrucción con detención para Alejandro y para el otro imputado, José Ángel Pérez, habitante y presidente de la Cooperativa El Bosque. El Foro del Agua ha denunciado que no se tomaron en cuenta arraigos para decretar medidas alternas a la detención.
