Internal sources from the Office of the Human Rights Ombudsman (Procuraduría para la Defensa de los Derechos Humanos, PDDH) confirmed to LA PRENSA GRÁFICA the dismissal of the head of the Financial Unit, the head of the Payroll Department, the head of the Human Resources Department, and the head of the Notifications and Correspondence Department, all in San Salvador.
The dismissal of the head of Human Resources occurred on Monday, and the head of Notifications was dismissed today, the sources stated.
Several former employees of the Office of the Human Rights Ombudsman who were dismissed in December, consulted by this news outlet, stated that the dismissals of the heads of the Financial Unit and Payroll Department could be an attempt to eliminate “traces of those involved in the withholding of union dues, a matter reported to the Fiscalía General de la República (Attorney General’s Office, FGR).”
They maintain that another reason could be because these department heads refused to “lend themselves to compromising measures.”
Along with these dismissals, the dismissal of a social worker in Chalatenango was also reported.
LA PRENSA GRÁFICA contacted the communications department of the Office of the Human Rights Ombudsman to inquire about the reason for the dismissals and if they could confirm them, but by the time of this report, there had been no response.
Mass Dismissals in December
On December 16, 2024, more than 50 employees of the Office of the Human Rights Ombudsman were notified of the elimination of their positions. They were informed that their duties would end on December 31 and their contracts would not be renewed.
Among the more than 100 dismissals recorded at the Office of the Human Rights Ombudsman by February 2025 were seven leaders of the Sindicato de Empleadas y Empleados de la Procuraduría para la Defensa de los Derechos Humanos de El Salvador (Union of Employees of the Office of the Human Rights Ombudsman of El Salvador, SEPRODEHES).
For these actions, union members filed two complaints at the end of February against the Human Rights Ombudswoman, Raquel Caballero: the first for dereliction of duty and the second for withholding union dues. The complainants were summoned in March, but so far, there has been no progress.
Despiden a varias jefaturas de la Procuraduría para la Defensa de Derechos Humanos en El Salvador
Fuentes internas de la Procuraduría para la Defensa de los Derechos Humanos (PDDH) confirmaron a LA PRENSA GRÁFICA el despido del jefe de la Unidad Financiera, la jefa del Departamento de Pagaduría, la jefa del Departamento de Recursos Humanos y la jefa del Departamento de Notificaciones y Correspondencia, todos en San Salvador.
El despido de la jefa de Recursos Humanos fue el lunes y el de la jefa de Notificaciones se hizo efectiva este día, aseguraron las fuentes.
Varios exempleados de la PDDH que fueron despedidos en diciembre, consultados por este medio, manifestaron que los despidos de la jefatura de la Unidad Financiera y de Pagaduría podrían responder a la intención de eliminar los “rastros de quienes estuvieron involucrados con la retención de cuotas sindicales y por la cual se denunció en la FGR”.
Sostienen que otra razón podría ser porque estas jefaturas no quisieron “prestarse a medidas comprometedoras”.
Junto a estos despidos también se conoció del despido de un trabajador social en Chalatenango.
LA PRENSA GRÁFICA consultó con el área de comunicaciones de la PDDH para informar sobre la razón de los despidos y si podían confirmarlos, pero al cierre de esta nota no hubo respuesta.
Despidos masivos en diciembre
El 16 de diciembre de 2024, más de 50 empleados de la PDDH fueron notificados sobre la supresión de sus plazas. Se les detallaba que sus funciones terminarían el 31 de diciembre y que no se les renovaría el contrato.
Entre los más de 100 despidos que se contabilizaron en la PDDH hasta febrero de 2025 se encuentran los de siete directivos del Sindicato de Empleadas y Empleados de la Procuraduría para la Defensa de los Derechos Humanos de El Salvador (SEPRODEHES).
Por estas acciones, los sindicalistas interpusieron a finales de febrero dos denuncias contra la procuradora de derechos humanos, Raquel Caballero, la primera por incumplimiento de deberes y la segunda por la retención de las cuotas sindicales. Los denunciantes fueron citados en marzo, pero hasta el momento no hay avances.
