Organizations of families of detainees with no ties to criminal groups announced that the Office of the Human Rights Ombudsman (Procuraduría para la Defensa de Derechos Humanos, PDDH) informed them that the institution “does not have the authority to deliver letters to their loved ones in detention” under the state of exception, and therefore returned the letters.
On March 20 of this year, these organizations delivered to the PDDH more than 500 letters that relatives had written to give a message of hope to their loved ones in detention.
However, Deputy Ombudswoman Ana Ruth Lara told them that, as an institution, they are not authorized to deliver communications to detainees.
Sonia Vásquez, from the Movimiento de Víctimas del Régimen (MOVIR) (Movement of Victims of the Regime), said that Lara assured them that the PDDH can help create these communication mechanisms, so they hope to soon have a specific channel to deliver these messages to their loved ones. For now, the letters will be returned to the families.
“They told us they are not authorized to carry out this action. We have committed to a future meeting to see how the mediation progresses in finding those mechanisms to achieve communication, which is a right of every person deprived of liberty that has so far been denied,” she mentioned.
Vásquez indicated that the PDDH is empowered to ensure respect for and guarantee human rights, so she asks that it carry out its work in support of the families and victims of the state of exception.
“It still evades support for direct victims and families. We ask for support, we do everything possible to have communication (with the families), it’s not ill-intentioned, but rather we do everything possible to engage the institutions that are responsible for providing support,” Vásquez added.
Also involved in this letter delivery activity is the Comité de Familiares de Presos y Perseguidos Políticos de El Salvador (Cofappes) (Committee of Relatives of Political Prisoners and Persecuted Persons in El Salvador) and other organizations of families of victims of the regime.

Organizaciones de familias de privados de libertad que no tienen vínculo con grupos criminales dieron a conocer que la Procuraduría para la Defensa de Derechos Humanos (PDDH) les informó que la institución “no tiene facultad para entregar cartas a sus seres queridos que están en detención”, en el marco del régimen de excepción, por lo que devolvió la documentación.
El 20 de marzo de este año estas organizaciones entregaron a la PDDH más de 500 cartas que familiares habían escrito para darle un mensaje de esperanza a sus seres queridos que están en detención.
Sin embargo, la procuradora adjunta, Ana Ruth Lara, les mencionó que como institución no están facultados para llevar comunicación a los privados de libertad.
Sonia Vásquez, del Movimiento de Víctimas del Régimen (MOVIR), dijo que Lara les aseguró que la PDDH puede ayudar a crear esos mecanismos de comunicación, por lo que esperan que próximamente puedan tener algún canal en concreto para entregar esos mensajes a sus seres queridos. De momento serán devueltas las cartas a las familias.
Nos dijeron que no están facultados para realizar esta acción. Nos hemos comprometido para una próxima reunión para ver cómo va el avance de la mediación para buscar esos mecanismos de lograr una comunicación, que es un derecho de toda persona privada de libertad que por ahora se ha negado”, mencionó.
Vásquez indicó que la PDDH está facultada para velar por el respeto y garantía de los derechos humanos, por lo que pide que realice la labor en apoyo a las familias y víctimas del régimen de excepción.
Todavía evade el apoyo a las víctimas directas y familias. Pedimos apoyo, hacemos todo lo posible para tener comunicación (con las familias), no es ninguna mala intención, sino que hacemos todo lo posible para activar a las instituciones que tienen competencia de apoyar”, agregó Vásquez.
En esta actividad de entrega de cartas también está el Comité de Familiares de Presos y Perseguidos Políticos de El Salvador (Cofappes) y otras organizaciones de familiares de víctimas del régimen.
