Following the recent visit of the President of the Republic, Nayib Bukele, to the United States, economist Rafael Lemus considered that this opportunity should have been used to obtain some benefit for Salvadorans facing irregular status issues in the North American country, such as those covered by TPS, DACA, and other programs.

Lemus noted that from an economic standpoint, asking President Donald Trump for greater export openness was difficult because he is pursuing a protectionist policy and it wasn’t the right time; however, it was critically important to request concessions on migration.

“Something should have been done for the Salvadorans there, to stem this migration, because deported Salvadorans keep arriving here, not just those deportation flights carrying detainees; the President of El Salvador is in a very advantageous position compared to most countries because he has aligned himself with Trump on some ideas or projects,” he expressed.

According to Lemus, President Trump has clear interests in immigration, trade, exploiting conflicts for business, and a direct problem with China due to the trade war. El Salvador, meanwhile, cannot complain too much, because amid all the negativity, it faces only the minimum 10% tariff rate applied to almost all nations.

The United States has free trade agreements with numerous nations, including the Central America Free Trade Agreement (CAFTA) in the region. However, the Trump administration, since its inception, has taken a stance of disrespecting international treaties; it did not respect the Paris Agreement, NATO treaties, or the free trade agreement with Mexico and the Northern Triangle, which is the most important.

“He is defining a new tariff policy that overrides treaties. Countries whose treaty rights are being disrespected must resort to the UN or use dispute mechanisms within the treaty, if available. But challenging actions or legally refuting them would lead down a path of conflict, it means picking a fight,” he stated.

The economist explained that there is a 60% probability of an economic recession in the United States this year, which occurs when production decreases and unemployment increases, because as less is produced, people are laid off, leading to loss of income and well-being.

“It’s slowing down trade and investment, creating paralysis. What’s coming in the next few days are price increases, because the 10% tariffs and other percentages are already being applied as of April 9th. We are living through the first days of imports under the new tariffs,” he detailed during the program Encuentro con Julio Villagrán.

He reiterated that currently, there is no interest from foreign investors in establishing companies in the country due to the government’s authoritarianism and disrespect for laws, which creates legal uncertainty, because if citizens’ rights are not respected, no one will protect foreigners.

Ante la reciente visita del presidente de la República, Nayib Bukele, a Estados Unidos, el economista Rafael Lemus consideró que ese espacio debió haberse aprovechado para obtener algún beneficio en favor de los salvadoreños con problemas por situación irregular en el país norteamericano, como los amparados en el TPS, DACA, entre otros programas

Lemus señaló que desde un punto de vista económico era difícil pedirle al presidente Donald Trump más apertura de exportaciones, porque está en una política de cerrarse y no era el momento adecuado, sin embargo, lo menos importante era solicitar concesiones en la parte migratoria.

“Era de hacer algo por los salvadoreños que están allá, detener esa migración, porque aquí siguen llegando salvadoreños deportados, no sólo esos aviones del servicio de cárcel; el presidente de El Salvador está en una posición muy ventajosa respecto de la mayoría de países, porque él se ha identificado con Trump en algunas ideas o proyectos”, expresó.

Según Lemus, el presidente Trump tiene intereses claros de inmigración, comercio, explotar los conflictos como negocios, y un problema directo con China debido a la guerra comercial; El Salvador tampoco se puede quejar, porque dentro de todo lo negativo, le ha puesto la tasa mínima del 10% de arancel que tienen casi todas las naciones.

Estados Unidos tiene tratado de libre comercio con un grupo numeroso de naciones, en la región, el Tratado de Libre Comercio en Centroamérica (CAFTA por sus siglas en inglés), pero el gobierno de Trump desde su inicio ha tomado una posición de irrespetar los tratados internacionales, no respetó el tratado del club de París, los tratados de la OTAN, el tratado de Libre Comercio con México y el Triángulo del Norte, que es el más importante.

“Él está definiendo una nueva política de aranceles que se sobrepone a los tratados, los países que están siendo irrespetados en esos cumplimientos del tratado, tienen que recurrir a la ONU o si hay un mecanismo de diferendo en el tratado, pero impugnar acciones o refutar legalmente, se entraría en un callejón de disputa, es ir a pelearse”, manifestó.

El economista explicó que existe para este año un 60% de probabilidades de una recesión económica en Estados Unidos, la cual se da cuando disminuye la producción y aumenta el desempleo, porque en la medida que se produce menos se quita gente, generando pérdida de ingresos y bienestar.

“Está frenando el comercio e inversiones, está creando una parálisis, lo que le va a venir en los próximos días son los aumentos de precios, porque los aranceles ya se están aplicando el 10% y otros porcentajes a partir del 9 de abril, estamos viviendo los primeros días de importaciones con los nuevos aranceles”, detalló durante el espacio Encuentro con Julio Villagrán.

Reiteró que en este momento no hay interés de inversionistas extranjeros para instalar empresas en el país, debido al autoritarismo del gobierno y el irrespeto a las leyes, lo cual crea inseguridad jurídica, porque si no se respetan los derechos de los ciudadanos, nadie protegerá a los extranjeros.
