When President Nayib Bukele ordered the closure of the Institute of Animal Welfare (IBA) on Saturday, March 8, and the transfer of municipal shelter administration to specialized organizations, there were many positive expectations about the measure.
In the same context, the president said in a statement addressing the crisis at the Ilopango municipal shelter that the government was allocating three million dollars annually to citizen organizations that would take over the management of the shelters from the mayoralties.
But more than a month after the announcement, it has been confirmed that some of these shelters were handed over to civil organizations, even before the president made it public, and in a rushed manner.
Most concerningly, explain rescuers who have assumed this responsibility, is that after delegating the shelters, many have been left completely abandoned, as they have received no help from the authorities, neither the central government nor the mayoralties.
This situation is occurring in at least 12 shelters, according to information provided to this newspaper.
“They were told they had to submit a budget and that based on that budget, they would receive a monthly payment. In practice, none of that has happened. There are even some shelters that were handed over without even having access to potable water; also shelters that have been handed over without security regarding land tenure, because they are on rented land and people don’t know how to keep paying for it,” explained Tania Grande of Animal Citizenry, an organization that, although not directly managing shelters, denounces the problem and recognizes the importance of bringing it to light.
One of the rescuers who has spoken out to denounce the institutional abandonment is Giovany Martínez, who took charge of the Zacatecoluca municipal shelter.
“They handed it over to me on March 8, the same day the IBA closure was announced. I received it with half a bag of food, and many of the animals were sick. The mayoralty withdrew its help from day one,” he told El Diario de Hoy on April 10.
The interviewee highlights that the shelter faces precarious conditions with outbreaks of distemper, flea infestations, and dogs with serious illnesses, and that before his arrival, they had not received adequate veterinary attention.
He emphasizes that, despite promises of economic and logistical support made by IBA representatives, who even convened private meetings to avoid being identified, he has not received “a single cent” of that aid. Calls and messages have also gone unanswered, he adds.
“I don’t know why the other rescuers don’t speak up, maybe out of fear. I fear too, they have defamed me, on social media they have tried to tarnish my name all because I have been denouncing the situation these critters (dogs) are in,” he expressed.
The interviewee asserts that through his own means and donations from altruistic individuals, he has managed to cover food and veterinary care expenses.
“We are fighting for them as much as we can because at Chivo Pets they only talk about putting them to sleep; they already wanted to put her to sleep,” he recounts, pointing to “Tigrita,” one of the dogs with distemper who has had high fevers.
Another critical case is Bruno, who has high creatinine levels and suffers seizures; Rocko has also undergone surgery for a TVT tumor and receives chemotherapy, each session costing $35.
Martínez states that every day he must take one of the dogs for medical attention, sometimes to Chivo Pets and often to private veterinary clinics, which costs him at least $50 in transportation for each trip.
The Zacatecoluca shelter operates in the former municipal slaughterhouse, a place with dark rooms where a small window allows natural light in; the animals were kept locked in these enclosures day and night without electricity, explains one of the workers he has hired for daytime care of the facility.
Neighbors in the area point out that the animal shelter has not been operating there for long.
“They brought them a few months ago, since December if I remember correctly, or one of the last months of last year,” commented María Carranza, 68. Other locals also confirmed this information.
Chalchuapa Municipal Shelter
A similar situation is occurring at the Chalchuapa shelter, Santa Ana Oeste, a facility that lacks water service. On April 9, its administrator, Griselda Constantino, reported critical infrastructure conditions and total abandonment by local authorities following the dissolution of the IBA.
According to her explanation, the space, operating in a former health unit, also lacks electricity, bathrooms, and adequate divisions for the 86 dogs it houses.
“They handed it over to us in deplorable conditions, without doors, without basic services, and with the animals malnourished, infested with ticks, and some with venereal tumors,” stated the rescuer, who says she has invested her own resources and used recycled materials to improvise divisions and cover urgent needs.
“From the second day they handed over the shelter, they abandoned the dogs, and to date, they have not returned, nor sent support,” she asserted.
She received the shelter on March 9, and starting March 10, the mayoralty withdrew its personnel from the site.
“I have a shelter, and from the little that is donated to me, I cover the costs here, but really, I can’t anymore, I can’t, I don’t have money to pay the people who take care of them, they are even left alone at night because there’s no one else to pay. I travel by bus, I come from Santa Ana here to Chalchuapa to do the cleaning,” she explains.
She notes that one of the greatest needs at the shelter right now is veterinary care and some repairs, as the animals have gotten wet during the first rains.
Griselda also received the Santa Ana Centro shelter, with 87 dogs, where the outlook is completely different; the municipality continues to provide support, which has been offered while awaiting aid from the central government, she explains.
“There isn’t much space there, but they have their food, they have people who care for them, clean up after them, and they have veterinary attention, they continue with their treatments and everything,” explains the rescuer.
Izalco Shelter
Margarita de García, who took over the administration of the Izalco municipal shelter on March 10, speaks about the challenges she faces after assuming leadership from the local government.
She alleges that the government promised financial support but has not provided funds.
The lack of veterinary care, inadequate facilities, and insufficient resources to pay staff are among the problems she is facing.
She points out the need to adapt the spaces to separate the animals and offer them better conditions.
She received 35 dogs and estimates that at least $2,000 per month is needed to operate decently, including food, medication, and basic services like electricity, which she also had to reinstall herself.
Of the 35, three puppies have died from mange, and two more from the same litter are fighting to recover.
The interviewee adds that one of the main needs they face is adequate veterinary care, including treatment for mange, parasites, and other diseases.
“The situation is getting complicated for us because each of us (rescuers) has our own shelter, and we have managed them well with our own funds,” she explains.
She also refers to the 12 municipal shelters that are reportedly in the same scenario. These include those in Ilopango, La Libertad, Izalco, and Acajutla.
“A month has passed and we have no response about anything; we have to pay salaries, food, veterinary bills, as we all know the municipal shelters weren’t in very good condition,” she exclaims.
The shelter now houses 32 dogs, including sick puppies and pregnant dogs that need regular veterinary care.
The structural conditions of the place are acceptable, she says, but urgent adaptations are needed to ensure the safety and well-being of the animals, such as separate spaces for males and females.
“The community thinks the government is helping us, but it’s not true. They left us with this burden, without support. We are not God, we cannot handle everything without help,” she laments.
Despite everything, she is grateful for the donations, although few, that have arrived, and the support among other shelters, which are also facing similar situations in different parts of the country.
In her opinion, the closure of the Institute of Animal Welfare (IBA) was a mistake, as it represented important support for those who truly work day in and day out for animal welfare.
The rescuer made an appeal: “We need the president’s support. We took this on with the best intentions, but we can’t do it alone. It’s for them, for the animals, that we continue fighting.”
Attempts were made to seek comment from the La Paz Este and Santa Ana Oeste mayoralties regarding this issue; however, at the time of this report’s closing, there was no response.
To develop this report, comment was sought from the La Paz Oeste mayoralty regarding the condition of the shelter in Zacatecoluca; however, reception informed that the communications staff was not present and that they did not know the location of the Animal Welfare Unit. Subsequently, the Territorial Development area confirmed that this unit was no longer operational. A request was made to forward the inquiry to Communications, and contact details were left. The Santa Ana Oeste mayoralty was also called, but at the time of this report’s closing, there were no responses.
Tras cierre del IBA, promesa de apoyar refugios de animales y $3 millones está en el olvido
Cuando el sábado 8 de marzo, el presidente de la República, Nayib Bukele, ordenó el cierre del Instituto de Bienestar Animal (IBA) y el traslado de la administración de los refugios municipales a manos de organizaciones especializadas hubo muchas expectativas positivas sobre la medida.
En el mismo contexto, el mandatario dijo en un comunicado, en el que se refirió a la crisis del albergue municipal de Ilopango, que el Gobierno destinaba tres millones de dólares anuales a las organizaciones ciudadanas que asumieran la gestión de los centros de resguardo en reemplazo a las alcaldías.
Pero a más de un mes del anuncio se ha constatado que algunos de estos refugios fueron entregados a las organizaciones civiles, incluso antes de que el presidente lo hiciera público, y en un entorno apresurado.
Lo más delicado, explican rescatistas que han asumido esta responsabilidad, es que tras delegar los centros de resguardo, muchos han quedado en completo abandono, pues no han recibido ningún tipo de ayuda por parte de las autoridades, ni del gobierno central ni de las alcaldías.
Esta situación está pasando en al menos 12 albergues, según información proporcionada a este medio.
“Se les dijo que se tenía que presentar un presupuesto y que en base a ese presupuesto iban a estar haciendo el pago mensual. Ya en la práctica, no ha sucedido nada de eso, incluso hay algunos refugios que se entregaron sin ni siquiera tener acceso a agua potable; también refugios que se han entregado sin tener seguridad sobre la tenencia del terreno, porque son terrenos arrendados y la gente no sabe cómo hacer para seguirlos pagando”, expuso Tania Grande, de Ciudadanía Animalista, organización que aunque no administra refugios directamente denuncia la problemática y reconoce la importancia de visibilizarla.
Uno de los rescatista que ha alzado la voz para denunciar el abandono institucional es Giovany Martínez, quien asumió a su cargo el centro de resguardo municipal de Zacatecoluca.
“Me lo entregaron el 8 de marzo, el mismo día que se anunció el cierre del IBA. Lo recibí con medio saco de comida, y muchos de los animales enfermos. La alcaldía desde el primer día me retiró la ayuda”, dijo el 10 de abril a El Diario de Hoy.
El entrevistado resalta que el refugio enfrenta condiciones precarias con brotes de moquillo, plagas de pulgas y perros con enfermedades graves, y que antes de su llegada, no habían recibido atención veterinaria adecuada.
Resalta que, a pesar de las promesas de apoyo económico y logístico que le hicieron representantes del IBA, que incluso convocaron a reuniones privadas para evitar ser identificados, no ha recibido “ni un solo centavo” de esa ayuda. Las llamadas y mensajes tampoco han sido respondidos, añade.
“No sé por qué los demás rescatistas no alzan la voz, quizás por miedo, yo también temo, me han difamado, en redes sociales han tratado de manchar mi nombre todo porque he estado denunciando la situación en la que están estos bichos (perros)”, expresó.
El entrevistado asegura que por sus propios medios y las donaciones de personas altruistas ha logrado cubrir gastos de alimentación y atención veterinaria.
“Estamos luchando con ellos hasta donde podamos porque en la Chivo Pets solo de dormirlos nos hablan, a ella ya la querían dormir”, relata mientras señala a “Tigrita”, una de las perritas con moquillo que ha presentado altas temperaturas.
Otro de los más delicados es Bruno, presenta la creatinina alta y convulsiona; Rocko también ha sido operado por un tumor TVT y recibe quimioterapias, cada una de estas con un costo de $35.
Martínez asegura que todos los días debe llevar a alguno de los canes a atención médica, en ocasiones a la Chivo Pets y muchas otras a veterinarias particulares, lo que le implica un costo de al menos $50 de transporte por cada viaje.
El refugio de Zacatecoluca funciona en el exrastro municipal, un lugar con cuartos oscuros donde una pequeña ventana permite la entrada de luz natural, los animales permanecían encerrados en estos recintos día y noche y sin energía eléctrica, explica una de las trabajadoras que ha contratado para el cuidado del lugar durante el día.
Vecinos en el lugar señalan que el albergue de animales no tiene mucho tiempo de funcionar ahí.
“Los trajeron hace unos meses, desde diciembre si mal no recuerdo o alguno de los últimos meses del año pasado”, comentó María Carranza, de 68 años. Otros de los lugareños también confirmaron este dato.
Albergue municipal de Chalchuapa
Similar situación ocurre en el albergue de Chalchuapa, Santa Ana Oeste, recinto que no cuenta con servicio de agua. El 9 de abril, su administradora, Griselda Constantino denunció condiciones críticas de infraestructura y total abandono por parte de las autoridades locales tras la disolución del IBA.
Según explica, el espacio que funciona en una antigua unidad de salud, carece también de energía eléctrica, baños y divisiones adecuadas para los 86 perros que alberga.
“Nos lo entregaron en condiciones deplorables, sin puertas, sin servicios básicos, y con los animales en estado de desnutrición, plagados de garrapatas y algunos con tumores venéreos”, afirmó la rescatista, quien dice que ha invertido recursos propios y materiales reciclados para improvisar divisiones y cubrir necesidades urgentes.
“Desde el segundo día que nos entregaron el refugio dejaron a los perros abandonados y a la fecha no han regresado, ni enviado apoyo”, aseguró.
Recibió el albergue el 9 de marzo y a partir del día 10 la alcaldía retiró del lugar a su personal.
“Yo tengo un albergue y de lo poquito que me van donando, voy cubriendo el costo de acá, pero realmente yo ya no puedo, no puedo, no tengo para pagarle a las personas que van a cuidar, incluso en la noche se quedan solos porque no hay a quien más pagarle. Yo me movilizo en bus, de Santa Ana me vengo para acá a Chalchuapa para venir a hacer la limpieza”, expone.
Señala que una de las mayores necesidades que tiene el albergue en este momento es en atenciones veterinarias y algunas reparaciones, pues ante las primeras lluvias los animalitos se han mojado.
Griselda también recibió el albergue de Santa Ana Centro, con 87 perros, donde el panorama es completamente distinto, la comuna continúa dando apoyo, el cual se ha ofrecido mientras llega la ayuda desde el gobierno central, explica.
“Ahí no hay mucho espacio, pero tienen su comida, tienen personas que los cuidan, les limpian y tienen atención veterinaria, siguen con sus tratamientos y todo”, explica la rescatista.
Albergue de Izalco
Margarita de García, quien asumió la administración del albergue municipal de Izalco el 10 de marzo, habla sobre los desafíos que enfrenta tras asumir la dirección de manos del gobierno local.
Alega que el gobierno prometió apoyo financiero, pero no ha proporcionado fondos.
La falta de atención veterinaria, instalaciones inadecuadas y recursos insuficientes para pagar al personal están entre los problemas que está enfrentando.
Señala que hace falta adecuar los espacios para separar a los animales y para ofrecerles mejores condiciones.
Ella recibió 35 perros y estima que se necesitan al menos $2,000 mensuales para operar dignamente, incluyendo alimentación, medicamentos, y servicios básicos como electricidad, que también ha tenido que reinstalar por su cuenta.
De los 35, tres cachorros han fallecido por sarna y dos más de la misma camada luchan por recuperarse.
La entrevistada agrega que una de las principales necesidades que enfrentan es la atención veterinaria adecuada incluido el tratamiento para la sarna, parásitos y otras enfermedades.
“Se nos está complicando la situación porque cada uno de nosotros (rescatistas) tiene su propio refugio, y los hemos llevado bien con nuestros propios fondos”, explica.
También se refiere a los 12 albergues municipales que según denuncias están en este mismo escenario.Dentro de estos se incluye el de Ilopango, La Libertad, Izalco y Acajutla.
“Ya pasó un mes y no tenemos respuesta de nada, tenemos que pagar salarios, comida, veterinaria, pues todos sabemos que los resguardos municipales no estaban en muy buenas condiciones”, exclama.
El refugio ahira alberga 32 perros, entre ellos cachorros enfermos y perritas embarazadas, que necesitan atención veterinaria regular.
Las condiciones estructurales del lugar son aceptables, dice, pero se necesitan adecuaciones urgentes para garantizar la seguridad y bienestar de los animales, como espacios separados para machos y hembras.
“La comunidad piensa que el gobierno nos está ayudando, pero no es cierto. Nos dejaron con esta carga, sin apoyo. No somos Dios, no podemos con todo sin ayuda”, lamenta.
A pesar de todo, agradece las donaciones, aunque pocas, que han llegado, y el respaldo entre otros centros de recuerdo, quienes también enfrentan situaciones similares en distintas zonas del país.
A su juicio el cierre del Instituto de Bienestar Animal (IVA) fue un error, pues representaba un apoyo importante para quienes realmente trabajan día a día por el bienestar animal.
La rescatista hizo el llamado: “Necesitamos el respaldo del presidente. Nosotros asumimos esto con la mejor voluntad, pero no podemos solos. Es por ellos, por los animales, que seguimos luchando”.
Se buscó portura de la alcaldía de La Paz Este y de la alcaldía de Santa Ana Oeste respecto a este tema, no obstante al cierre de esta nota no hubo respuesta.
Para el desarrollo de esta nota se buscó postura en la alcaldía de La Paz Oeste respecto a la condición del refugio en Zacatecoluca, no obstante en la recepción se informó que no se encontraba el personal de comunucaciones, y que no se tenía conocimiento dónde se ubicaba la Unidad de Bienestar animal, posteriormente en el área de Desarrollo Territorial se confirmó que ésta unidad ya no estaba en funcionamiento, se pidió trasladar la solicitud a Comunicaciones, y se dejó los datos de contacto. También se llamó a la alcaldía de Santa Ana Oeste, pero al cierre de esta nota no hubo respuestas.
