According to Silvia Navarrete, general secretary of the Sindicato de Trabajadores de Salud (SITRASALUD) (Health Workers Union), the Ministerio de Salud (MINSAL) (Ministry of Health) has not provided “valid justifications” for the closure of at least 29 Equipos Comunitarios de Salud Familiar (ECOS familiares) (Family Health Community Teams) and the mobile units of the Fondo Solidario para la Salud (FOSALUD) (Health Solidarity Fund).
“No valid justification has been given for the closure of the (FOSALUD) mobile units. What they have said is that they no longer have sufficient funding for this program because fine revenue has decreased, which seems laughable to us (…), but we must remember that FOSALUD’s funding comes not only from those sources but also from the general health budget,” Navarrete said.
Regarding the closure of the ECOS familiares, the union leader mentioned they have been informed that the government no longer has the resources to pay the rent for the properties where these centers operated, and also cited low demand.
“We have been told that they no longer have the resources to pay for the premises where the ECOS have operated. This strikes us as odd because many centers have operated in community centers or places where the government does not make major infrastructure investments,” she said.
“We have also been told that the ECOS have closed due to lack of demand, but this is because of the complete lack of medicines and medical supplies, so the population chooses to seek other ways to obtain healthcare,” Navarrete added.
SITRASALUD: no hay justificación para cierre de ECOS familiares y clínicas móviles FOSALUD
Para Silvia Navarrete, secretaria general del Sindicato de Trabajadores de Salud (SITRASALUD), el Ministerio de Salud (MINSAL) no ha dado “justificaciones válidas” para el cierre de al menos 29 Equipos Comunitarios de Salud Familiar (ECOS familiares) y de las unidades móviles del Fondo Solidario para la Salud (FOSALUD).
“No se ha dado ninguna justificación válida del cierre de las unidades móviles (de FOSALUD). Lo que han dicho es que ya no cuentan con suficiente financiamiento para este programa debido a que ha disminuido el ingreso de las multas, lo cual a nosotros nos parece risible (…), pero hay que recordar que el financiamiento de FOSALUD no solo viene de esas fuentes, sino también del presupuesto general de salud”, dijo Navarrete.
En cuanto al cierre de los ECOS familiares, la lideresa sindical mencionó que se les ha informado que el Gobierno ya no tiene recursos para pagar el alquiler de los inmuebles en donde funcionaban esos centros y también por baja demanda.
“Se nos ha dicho que ya no cuentan con los recursos para pagar los locales donde han funcionado lo ECOS. Nos llama la atención porque muchos centros han funcionado en casas comunales o en donde el Gobierno no hace mayor inversión en infraestructura”, dijo.
“También se nos ha dicho que los ECOS han cerrado por falta de demandas, pero es por el desabastecimiento total de medicamentos e insumos médicos, entonces la población opta por buscar otra forma para obtener su atención en salud”, añadió Navarrete.
