Three people who were being held at the Izalco Penitentiary Center, in the department of Sonsonate, have died in recent hours while admitted to Jorge Mazzini Hospital.
One of the inmates was identified as Danilo Ernesto Andrés López, who was from Olocuilta, according to a source who spoke to El Diario de Hoy.
His death was reported on Thursday; meanwhile, on Friday night, the source indicated that another inmate at the prison had died at the same medical facility. He was identified as Edemir Quintanilla Lemus, originally from the department of La Unión.
On Saturday morning, it also became known that José Miguel Duarte Zetino had died, with his passing reported at the same medical facility. The inmate was from Tonacatepeque, San Salvador.
The remains of the three individuals were transferred to the morgue of the Instituto de Medicina Legal (IML) (Legal Medicine Institute) for their respective autopsies, after which they are to be retrieved by their relatives.
In all three cases, no preliminary cause of death was provided, although the source indicated it was likely due to “natural causes.”
Furthermore, due to the secrecy of the authorities in these cases, it was not possible to determine the offenses for which the three deceased had been imprisoned. Nor was it disclosed whether they had been detained under the state of exception, or how long they had been hospitalized.
Socorro Jurídico Humanitario (Humanitarian Legal Aid) stated on its X account that “we regret to inform that death number 368 has been confirmed during the state of exception measure,” without specifying details of the case in question.
In the post, they add that “368 Salvadorans have lost their lives under the custody of the State.”
They also reported that most of the deaths come from the prisons in Izalco, Mariona, and Apanteos.
Meanwhile, the Movimiento de Víctimas del Régimen (MOVIR) (Movement of Regime Victims) reported the death of Amílcar Mejía, an inmate at the Mariona prison, who died on Thursday, February 13, 2025. According to the organization, he was one of the victims of arbitrary arrests, as the young man, a resident of Lourdes, Colón, had no connections to gangs.
The 35th extension of the state of exception, approved at the end of January in the Legislative Assembly, is in effect from February 5 to March 6, 2025. It has been in force since March 27, 2022, despite criticism from human rights organizations.
The state of exception suspends the right to be immediately informed upon arrest and the right to legal defense, and it extends administrative detention to 15 days.
Cesia Rivas, lawmaker of Vamos, indicated, when the measure’s extension was approved, that human rights organizations report over 300 deaths in penitentiaries and thousands of arbitrary arrests.
Tres reos del penal de Izalco han muerto en 48 horas, mientras estaban ingresados en hospital
Tres personas que se encontraban recluidas en el Centro penitenciario de Izalco, en el departamento de Sonsonate, han fallecido en las últimas horas mientras se encontraban ingresados en el Hospital Jorge Mazzini.
Uno de los reos fue identificado como Danilo Ernesto Andrés López, quien era originario de Olocuilta, según explicó una fuente a El Diario de Hoy.
Dicha muerte se reportó el jueves; mientras que el viernes en la noche la fuente señaló que otro interno del penal había fallecido en el mismo centro asistencial. Fue identificado como Edemir Quintanilla Lemus, quien era originario del departamento de La Unión.
Mientras que el sábado en la mañana también se conoció sobre la muerte de José Miguel Duarte Zetino, cuyo deceso se reportó en el mismo centro asistencial. El reo era originario de Tonacatepeque, San Salvador.
Los restos de las tres personas fueron trasladados hacia la morgue del Instituto de Medicina Legal (IML) para su respectiva autopsia y que luego sean retirados por sus familiares.
En los tres casos no se señaló una causa preliminar de la muerte aunque se dijo que probablemente fue por “muerte natural”, indicó la fuente.
Además, debido al hermetismo de las autoridades en estos casos no se logró conocer por cuáles delitos guardaban prisión los tres fallecidos. Tampoco si estaban detenidos en el marco del Régimen de Excepción y desde cuándo se encontraban ingresados en el centro asistencial.
Socorro Jurídico Humanitario informó, en su cuenta de X, que “lamentamos informar que se confirma la muerte número 368 durante la medida de Régimen de Excepción”, sin especificar detalles del caso al que hacía referencia.
En la publicación agrega que “368 salvadoreños han perdido la vida bajo la tutela del Estado”.
También consignaron que la mayoría de muertes provienen de los penales de Izalco, Mariona y Apanteos.
Por su parte, el Movimiento de Víctimas del Régimen (MOVIR) informó de la muerte de Amílcar Mejia, preso en penal de Mariona, quien falleció ayer jueves 13 de febrero de 2025. Según el Movimiento, es una de las víctimas de capturas arbitrarias porque el joven, residente de Lourdes, Colón, no tenía relación con pandillas.
La prórroga número 35 del Régimen de Excepción, aprobado a finales de enero en la Asamblea Legislativa, tiene vigencia del 5 de febrero al 6 de marzo de 2025. El mismo está vigente desde el 27 de marzo de 2022 a pesar de las críticas que ha recibido de organizaciones pro derechos humanos.
El régimen suspende el derecho a ser informado de forma inmediata al ser detenido, el derecho de la defensa técnica y amplía a 15 días la detención administrativa.
Cesia Rivas, diputada de Vamos, indicó, cuando fue aprobada la prórroga de la medida, que organizaciones de derechos humanos reportan más de 300 muertes en centros penitenciarios y miles de capturas arbitrarias.
