Several complaints on social media from parents and high school students indicated that in 2025, the school kits only included between four and six thin notebooks, without pencils or other items that had been included in previous years. In response, the teacher unions explained that they received instructions to distribute them under these conditions.
“The contracts have been signed, but it’s the supplier companies that have fallen short. We’ve never had this happen where they deliver only notebooks,” explained David Rodríguez, secretary of the organization Bases Magisteriales (Teachers’ Union).
Rodríguez added that the principals of different schools did not agree to accept the packages until they arrived complete; however, they received instructions from the Ministerio de Educación (Ministry of Education) to accept and distribute them in those conditions.
“It was the Ministry of Education that gave the instructions for the packages to be accepted as is. I wasn’t going to accept them, but when I called the department office, they told me that the large companies were having problems and that at least the notebooks should be delivered. We really don’t know the reason why they weren’t delivered on time,” Rodríguez noted.
Each set of school supplies must include pencils, pens, markers, sharpeners, erasers, a geometry set, among other items.
Preschool students receive tempera paint, modeling clay, a puppet, among other materials.
The “Programa de Paquetes Escolares (School Supplies Program)” began in 2010 and was framed under the Ley General de Educación (General Education Law) as a strategy to improve students’ access to and retention in the educational system.
In this school year, students received incomplete packages starting the second week of February, even though classes began on January 20.
Bases Magisteriales maintains that the vast majority of schools have experienced problems, though not all received incomplete notebook packages. At the preschool level, the distribution of the packages is still pending.
Disorder and confusion
El Diario de Hoy consulted with Bases Magisteriales and the Sindicato de Maestras y Maestros de la Educación Pública de El Salvador (SIMEDUCO) (Union of Public School Teachers in El Salvador), who reported that this year there has been more “disorder” in package distribution because the quantities were sent based on the pre-enrollment figures from November 2024.
The process of meeting excessive demand to deliver supplies can vary, depending on how long it takes to modify the contract and for the authorities to secure the missing packages.
“We have noticed disorder in the delivery of school packages. The books have been delivered under irregular conditions, in which principals could not inspect the materials they received, and later they realize they have received materials that do not match what the school actually needs,” said SIMEDUCO Secretary General, Francisco Zelada.
One of the situations they have encountered is that in classes of 30 or more students, some schools only received 50% of the textbooks needed.
“Another issue is that some schools have received textbooks intended for high school even though they do not offer that level. Principals are making extra efforts, contacting other schools facing the same problem to exchange materials,” Zelada added.
According to the unions, in the sealed boxes sent by the Ministry of Education, they found textbooks corresponding to different grades.
“This has caused more problems in schools because classes are already underway. It has meant that some schools have decided to suspend certain hours in order to organize the materials that they will provide to students,” a teacher said.
Uniforms kept in storage
SIMEDUCO pointed out that as for the second school uniform corresponding to 2024, it was delivered only at the beginning of this school year, which caused coordination problems because not all students were enrolled. In these cases, the uniforms went to the new students.
“This will lead to other problems related to the settlement of the school packages. The disorder is becoming more widespread. As an organization, we believe that this situation stems from the Ministry of Education’s need to deliver the materials in a timely manner, even if it’s done chaotically,” Zelada concluded.
Budget cuts
The Ministry of Education received $31 million less in its 2025 operating budget compared to the previous year. This austerity measure has been labeled a mistake by teacher unions due to the complications it has generated in the first two months of the year.
“School closures are also happening because we have an incomplete budget, which is why we are asking for reinforcements for the educational system,” said Idalia Zuniga, secretary of the Frente Magisterial Salvadoreño (Salvadoran Teachers’ Front).
Zuniga stressed that the school packages, which include supplies, shoes, and uniforms, are provided for in the law, so the authorities must allocate a sufficient budget and ensure their complete delivery within the stipulated time.
Escuelas reciben kits con solo cuadernos, sin lápices ni otros útiles
Varias denuncias en redes sociales de padres de familia y alumnos de bachillerato señalaron que en 2025 los kits escolares solo incluían entre cuatro y seis cuadernos delgados, sin lápices ni otros implementos que sí estuvieron incluidos en años anteriores. Ante esto, los gremios docentes explicaron que recibieron instrucciones para entregarlos en esas condiciones.
“Los contratos están firmados, pero son las empresas proveedoras las que han quedado mal. Nunca nos había sucedido que entregaran solo cuadernos”, explicó David Rodríguez, secretario de la organización Bases Magisteriales.
Rodríguez agregó que los directores de diferentes centros escolares no estaban de acuerdo en aceptar los paquetes hasta que llegaran completos; sin embargo, recibieron indicaciones del Ministerio de Educación para recibirlos y entregarlos en dichas condiciones.
“Fue el Ministerio de Educación quien giró las instrucciones para que se recibieran así los paquetes. Yo no los iba a recibir, pero al llamar a la departamental me dijeron que las empresas grandes tenían problemas y que al menos entregaran los cuadernos. Desconocemos realmente la causa por la que no se entregó a tiempo”, señaló Rodríguez.
Cada paquete de útiles escolares debe incluir lápices, lapiceros, plumones, sacapuntas, borradores, un juego de geometría, entre otros artículos.
Los alumnos de parvularia reciben témperas, plastilinas, un títere, entre otros materiales.
El “Programa de Paquetes Escolares” inició en 2010 y se enmarcó dentro de la Ley General de Educación como una estrategia para mejorar el acceso y la permanencia de los estudiantes en el sistema educativo.
En este año lectivo, los estudiantes recibieron los paquetes incompletos a partir de la segunda semana de febrero, a pesar de haber iniciado clases el pasado 20 de enero.
Bases Magisteriales sostiene que la gran mayoría de centros escolares ha experimentado problemas, aunque no todos recibieron paquetes de cuadernos incompletos.
En el nivel de parvularia se sigue esperando la entrega de los paquetes.
Desorden y confusión
El Diario de Hoy consultó con Bases Magisteriales y el Sindicato de Maestras y Maestros de la Educación Pública de El Salvador (SIMEDUCO), quienes denunciaron que este año se ha presentado más “desorden” en la entrega de paquetes debido a que las cantidades fueron enviadas con base en la prematrícula de noviembre 2024.
El proceso de sobredemanda para hacer la entrega de útiles puede variar dependiendo del tiempo en que se logre modificar el contrato y las autoridades gestionen los paquetes faltantes.
“Hemos percibido un desorden en la entrega de los paquetes escolares. Los libros han sido entregados en condiciones irregulares, donde los directores no pudieron revisar los materiales que recibieron y después se dan cuenta de que han recibido materiales que no corresponden a la realidad del centro escolar”, señaló el secretario general de SIMEDUCO, Francisco Zelada.
Una de las situaciones experimentadas es que en secciones de 30 alumnos o más, algunos centros escolares solo recibieron el 50% de los libros necesarios.
“Otra situación es que algunos centros educativos han recibido libros para bachillerato sin impartir ese nivel. Los directores están haciendo sobreesfuerzos, comunicándose con otros centros que tengan el mismo problema para intercambiar el material”, agregó Zelada.
Según los sindicatos, en las cajas selladas enviadas por el Ministerio de Educación se encontraron libros que correspondían a diferentes grados.
“Esto ha ocasionado más problemas en las escuelas porque ya estamos en clases. Esto ha implicado que algunos centros decidan suspender algunas horas para ordenar el material que van a entregar a los estudiantes”, dijo un docente.
Uniformes resguardados
SIMEDUCO señaló que en el caso del segundo uniforme escolar correspondiente a 2024, este fue entregado hasta inicios de este año lectivo, lo que generó problemas de coordinación debido a que no todos los alumnos se encontraban activos. En estos casos, los uniformes pasaron a los estudiantes nuevos.
“Esto va a traer otros problemas relacionados con la liquidación de los paquetes escolares. El desorden se está haciendo más generalizado. Como organización, creemos que esta situación responde a una necesidad del Ministerio de Educación de entregar los materiales de forma oportuna, aunque sea de manera desordenada”, concluyó Zelada.
Recortes al presupuesto
El Ministerio de Educación recibió $31 millones menos en su presupuesto para funcionar en 2025 en comparación con el año anterior. Esta medida de austeridad ha sido catalogada como errónea por los sindicatos docentes debido a las complicaciones que ha generado en los primeros dos meses del año.
“Los cierres de las escuelas también se están dando porque tenemos un presupuesto incompleto, por lo que pedimos refuerzos para el sistema educativo”, dijo Idalia Zuniga, secretaria del Frente Magisterial Salvadoreño.
Zuniga recalcó que los paquetes escolares, que incluyen útiles, zapatos y uniformes, están contemplados en la Ley, por lo que las autoridades deben asignar un presupuesto adecuado y asegurar su entrega completa en el tiempo estipulado.
