Salvadoran President Nayib Bukele accepted that the United States may deport undocumented migrants who have committed serious crimes to his country, and he also offered to house in Salvadoran prisons dangerous criminals of American nationality who are currently incarcerated.
This was reported by U.S. Secretary of State Marco Rubio after a nearly three-hour meeting with Bukele at the Salvadoran president’s estate, located on Lake Coatepeque.
According to Rubio, the agreement will allow El Salvador to receive undocumented migrants who have committed crimes in the U.S., regardless of their nationality.
“Whether they’re from M-13 or Tren de Aragua, they will be deported and housed in Salvadoran prisons,” he stated.
The U.S. official also noted that Bukele offered to accept dangerous criminals of American nationality who are currently serving sentences in the United States, including both citizens and lawful residents.
“No country has ever made an offer of friendship like this,” Rubio declared to the press at a hotel in San Salvador, where he is staying.
The Secretary of State said he already discussed the proposal with U.S. President Donald Trump and described the initiative as “a sign of the incredible friend” that Bukele is for his country.
During the meeting with Rubio, Bukele had hinted that both would finalize an unprecedented immigration agreement between the United States and El Salvador.
“They are finalizing — I believe the Secretary will announce it — a much more important agreement on the same topic and with a much greater scope than the agreements made in 2019,” Bukele said at the time.
“In fact, it is a much larger agreement that has no precedent in the history of the relations not only between the United States and El Salvador, but I believe in all of Latin America,” he added.
One of the objectives of the U.S. Secretary of State’s visit to this Central American country was to secure a Safe Third Country agreement, like the one signed during Donald Trump’s first term but later revoked by the Biden Administration.
Maximum-security prison
Bukele has implemented a security policy that has reduced homicides in El Salvador, although it is criticized by human rights organizations due to mass arrests without judicial warrants.
Since the introduction of the state of exception in 2022, around 83,000 people have been arrested, many of them without evidence of their ties to gangs.
One emblem of this strategy is the Centro de Confinamiento del Terrorismo (Cecot) (Terrorism Confinement Center), inaugurated in 2023 in Tecoluca, 75 kilometers southeast of San Salvador.
The prison, considered the largest in Latin America, has capacity for 40,000 inmates, although it currently houses about 15,000 members of MS-13 and the Barrio 18.
Bukele is one of Trump’s closest allies in Latin America and the first president in the region to receive a phone call from the Republican after his return to the White House.
The Salvadoran president told the press that the United States is El Salvador’s “most important partner” and stressed that “being on the list of U.S. allies is better” for the country.
Bukele also highlighted his close alignment with the U.S. president: “We do not hide our sympathy (with Trump),” he said.
The Salvadoran president has sought to align himself with influential figures in Trump’s circle, including his son Donald Trump Jr. and journalist Tucker Carlson, who both attended his second inauguration.
Additionally, Bukele has publicly supported Trump’s efforts to reduce U.S. foreign assistance, arguing on X that much of these funds end up financing opposition groups and NGOs.
According to official data, in 2023 El Salvador received 138 million dollars in U.S. aid, primarily aimed at basic education and support for civil society.

El presidente salvadoreño, Nayib Bukele, aceptó que Estados Unidos deporte a su país a migrantes indocumentados que hayan cometido crímenes graves y, además, ofreció albergar en cárceles salvadoreñas a delincuentes peligrosos de nacionalidad estadounidense que estén presos.
Así lo informó el secretario de Estado estadounidense, Marco Rubio, tras una reunión de casi tres horas con Bukele en la finca del mandatario salvadoreño, ubicada en el lago de Coatepeque.
Según Rubio, el acuerdo permitirá que El Salvador reciba a migrantes indocumentados que hayan cometido delitos en EEUU, sin importar su nacionalidad.
“Ya sean del M-13 o del Tren de Aragua, serán deportados y alojados en cárceles salvadoreñas”, afirmó.
El funcionario estadounidense también señaló que Bukele se ofreció a recibir a criminales peligrosos de nacionalidad estadounidense que actualmente cumplen condenas en EEUU, incluyendo tanto ciudadanos como residentes legales.
“Ningún país ha hecho jamás una oferta de amistad como esta”, declaró Rubio ante la prensa en un hotel de San Salvador, donde se encuentra hospedado.
El secretario de Estado aseguró que ya discutió la propuesta con el presidente de EEUU, Donald Trump, y calificó la iniciativa como “una señal del increíble amigo” que Bukele representa para su país.
Durante el encuentro con Rubio, Bukele había anticipado que ambos cerrarían un acuerdo migratorio sin precedentes entre Estados Unidos y El Salvador.
“Se está finalizando, creo que lo va a anunciar el secretario, un acuerdo mucho más importante en el mismo tema y con un alcance mucho mayor que los acuerdos que se hicieron en 2019”, dijo entonces Bukele.
“El caso es que es un acuerdo muchísimo mayor que no tiene precedentes en la historia de las relaciones, no solo de Estados Unidos con El Salvador, sino creo que con toda América Latina”, agregó.
Uno de los objetivos de la visita a este país centroamericano del jefe de la diplomacia estadounidense era lograr un acuerdo de Tercer País Seguro, como el que se firmó durante el primer mandato de Donald Trump, pero que fue revocado por la Administración de Joe Biden.
Cárcel de máxima seguridad

El mandatario salvadoreño declaró ante la prensa que Estados Unidos es el “socio más importante” de El Salvador y reivindicó que “estar en la casilla de aliados de Estados Unidos es mejor” para el país.
Bukele destacó además su estrecha sintonía con el presidente estadounidense: “No ocultamos nuestra simpatía (con Trump)”, dijo.
El mandatario salvadoreño ha buscado alinearse con figuras influyentes del entorno de Trump, incluyendo a su hijo Donald Trump Jr. y al periodista Tucker Carlson, quienes asistieron a su segunda toma de posesión.
Además, Bukele ha respaldado públicamente los esfuerzos de Trump para reducir la asistencia exterior de EEUU, argumentando en X que gran parte de estos fondos terminan financiando grupos de oposición y ONG.
