Stephen Miller, one of Donald Trump’s closest advisers, said that the President of El Salvador, Nayib Bukele, has offered “tremendous levels of cooperation” to the United States on several migration issues.
Miller made these remarks to the press at the White House after a journalist asked him about the trip that Secretary of State Marco Rubio plans to begin this week to Central America—which will include a stop in El Salvador—as well as the possibility that this country might receive criminals from the Venezuelan gang Tren de Aragua.
“All I can say on that, because I don’t want to get ahead of Secretary Rubio, is that President Bukele has kindly offered tremendous levels of cooperation to the United States on everything related to migration, and we hope this will provide a framework for migration cooperation throughout the region,” Miller said.
The adviser, who serves as deputy chief of staff at the White House, insisted that it is “very clear” that Bukele will be a “great and strong partner” for the Trump Administration.
Miller, however, did not go so far as to confirm that Trump is negotiating an agreement with El Salvador that would allow the U.S. to deport migrants to that country even if they are not originally from there, something that, according to CBS, is under discussion.
Regarding the deportation of Venezuelan criminals from Tren de Aragua, the official stated that they “expect Maduro to accept all the flights” with members of that criminal gang that the U.S. sends.
The agreement, known as the Acuerdo de Tercer País Seguro (Safe Third Country Agreement), would allow U.S. immigration agents to deport non-Salvadoran migrants to El Salvador, blocking them from applying for asylum in the U.S.
Thus, migrants would be sent to El Salvador with instructions to request asylum in that nation, which would be designated as a “safe third country.”
The agreement would emulate another similar one that the White House negotiated with El Salvador during Trump’s first term (2017–2021), but which was never implemented and was later overturned by the Joe Biden administration.

«Todo lo que puedo decir al respecto, porque no quiero adelantarme al secretario Rubio, es que el presidente Bukele ha ofrecido amablemente tremendos niveles de cooperación a Estados Unidos en todo lo relacionado con la migración, y esperamos que esto proporcione un marco de cooperación migratoria en toda la región», afirmó Miller.
El asesor, quien ocupa el cargo de subjefe de gabinete de la Casa Blanca, aseguró que está «muy claro» que Bukele será un «gran y fuerte socio» para el Gobierno de Trump.
Miller, sin embargo, no llegó a confirmar que Trump esté negociando un acuerdo con El Salvador que permita a EE.UU. deportar a migrantes a este país aunque no sean originarios de allí, algo que, según informó la cadena CBS, está siendo discutido.
En cuanto a la deportación de delincuentes venezolanos del”Tren de Aragua”, el funcionario dijo que “esperan que Maduro acepte todos los vuelos” con miembros de esa banda criminal que le envíen.
El acuerdo, conocido como «Acuerdo de Tercer País Seguro», permitiría a los agentes migratorios de EE.UU. deportar a migrantes no salvadoreños a El Salvador, bloqueándoles la posibilidad de solicitar asilo en Estados Unidos.
De esa forma, los migrantes serían deportados a El Salvador con la instrucción de solicitar asilo en esa nación, que sería designada como un «tercer país seguro».
El acuerdo emularía otro similar que la Casa Blanca negoció con El Salvador durante el primer mandato de Trump (2017-2021), pero que nunca se implementó y que el Gobierno de Joe Biden anuló.
