This Friday, January 24, the verdict is set to be handed down for more than thirty members of the extermination group “Paz o muerte (Peace or Death),” composed of police officers, soldiers, and civilians, almost all of whom lived in the same area where they operated outside of the law and sometimes in collusion with local police, according to court documents obtained by El Diario de Hoy.
The group operated in the southern area of San Miguel and Usulután, where they killed at least 70 people, including gang members, collaborators of these groups, and individuals not connected to those terrorist organizations—people they murdered in order to rob them or because they refused to be extorted, as happened with a teacher from San Rafael Oriente and an engineer from Usulután.
Among the group consisting of police officers, soldiers, and civilians, many have already been convicted of certain crimes, others remain fugitives, and some of them are subject to Interpol red notices.
According to relatives of some of the victims, that “extermination group” was also a band of hitmen, thieves, and extortionists—indistinguishable from the gangs in terms of the crimes it committed and the viciousness with which it killed. Some considered them even more dangerous, because they claim it is very likely the group acted in complicity with members of the National Civil Police (PNC) stationed in areas where they carried out many of their killings.
Salvadorans still recall images of an 18th Street gang member using a machete to kill one of the 11 people murdered on March 3, 2016, in a rural area of San Juan Opico, La Libertad, or the videos that often surfaced on social media showing gang members dismembering their victims.
But gang members were not the only ones who killed in that way. Police officers and soldiers did so too—claiming to be part of an extermination group hunting gang members, but in reality killing innocent people or individuals accused of belonging to those criminal structures. In many cases, such accusations were fabricated to justify the crime before the group and thus collect payment for the homicide, or to break into and rob the victims’ homes during the act itself.
In the Primavera canton, in the district of El Tránsito, in southern San Miguel, there are several cases in which victims were murdered with the same brutality the gangs used.
The case of Limpia Mundo*
One such crime was committed on May 14, 2019, against a 14-year-old teenager known as Limpia Mundo. This minor lived with his mother in the Meangulo hamlet, in the Primavera canton. According to his relatives, he did any job he could find: farming, trimming trees, construction helper, and so on.
Some neighbors say that although Limpia Mundo was not truly a gang member, he often hung out with one, identified by local residents as Bryan Murillo, another young man they described as being part of a gang in the area.
At a meeting that members of the extermination group held three days before May 14, 2019, according to a cooperating criminal witness—someone who informed on his accomplices—Salvador de Jesús Villalobos López, known as Salva, mentioned that in the Primavera canton there was a person nicknamed Limpia Mundo, who was extorting people and collecting money from inhabitants of the area on the gangs’ behalf. Salva said that several locals, who were his informants, had asked him to help them get rid of Limpia Mundo because they could no longer put up with him.
All those at the meeting “agreed” to carry out the plan. Salva himself offered to provide the money to rent the vehicle they would use to remove Limpia Mundo from his home.
Around 7:30 p.m. on May 14, eight members of the extermination group gathered at the house of Juan Zapata, in the Anchila canton of Concepción Batres, the same place they had agreed to kill the teenager. There, Salva told them he had information that Limpia Mundo was at home, and that they would go to take him around 10:00 p.m.
By 9:30 p.m., the killers changed clothes, putting on police uniforms, bulletproof vests, and balaclavas. They armed themselves with AK-47 and M-16 rifles, semi-automatic shotguns, pistols, and revolvers. Once equipped, they headed toward the Primavera canton, arriving there around 10:30 p.m.
When they reached the dirt lane leading to Limpia Mundo’s house, they got out and ordered the cooperating witness to stay in the pickup, turn it around, and be ready for their escape. In just a few minutes, they “got the job done,” taking even less time than it took the driver to maneuver the truck on the narrow road.
They put Limpia Mundo into the cabin, and the entire group left in the same pickup toward the San Ildefonso canton, where they went into a sugarcane field in search of a well they had used before. There, they removed Limpia Mundo from the vehicle, and then Josué Enmanuel Machado Martínez, known as Joche, threw the minor to the ground and began to strike his head and back with the sledgehammer the group carried to break down doors.
The rest of the group stood just a few meters away, watching Joche kill Limpia Mundo. They then grabbed his limbs and threw him head-first into the well. Several shone a light inside to see where he ended up. The cooperating witness, África, says he saw him upside down with his feet sticking up against the well’s wall.
After that, the group returned to Juan Zapata’s house, where they removed their uniforms and stored their weapons and other items. Everyone went home as though nothing had happened.
But three days later, in the middle of the afternoon, another member of the extermination group, identified as Víctor Manuel Romero, called África to say that an emergency meeting would be held at Salva’s house to discuss something important.
Once at the meeting, Salva told them he was scared because Limpia Mundo had climbed out of the well. The others, incredulous, asked how that was possible, but Salva showed them a photo he had been sent of Limpia Mundo, back in the rusted metal shack where he lived with his mother.
According to the information Salva had received, the minor could no longer speak and only drew pictures, one of which showed a well with angels pulling him out. During that same meeting, Salva said they should leave Limpia Mundo alone because if God had given him a second chance, they had to respect his life.
On May 14, 2019, Limpia Mundo had been left for dead. The group was certain he could not survive the many sledgehammer blows Joche had dealt to his head and neck.
Yet for some reason, three days later, the boy’s family received word from a friend that Limpia Mundo had been seen in the Pradera canton, still in El Tránsito. He appeared “disconnected” from reality and could not speak.
When the boy’s relatives went to confirm this, they found him disoriented and mute, barefoot, and dressed in women’s clothing—a brown skirt and a blouse whose color the sources for this newspaper could not recall.
He had a hole in his skull and multiple blows to his head, back, and the base of his neck. They immediately took him to a hospital.
Limpia Mundo left the hospital still unable to speak, but suddenly he began saying the name of an aunt, and little by little he started to talk. Sources say that one of the few things he remembered was that the extermination group had killed another young man with a machete and thrown him into the same well. These sources do not recall Limpia Mundo saying he knew that other young man, and they never pressed him further for details.
After that ordeal, according to the sources, Limpia Mundo rarely left his home. Nor did he talk about his experience; his mother did not like people bringing it up.
He did not get a third chance
After Limpia Mundo recovered, his relatives told him not to hang around certain youths from the community, or so they say. Apparently, he followed their advice, as he barely left the small rusted-metal shack he called home.
Several months—maybe one or two years—went by; the sources are not sure. One night, the teenager asked someone to buy him a phone top-up card, and when he could find no one to do him the favor, he went out to the main road of the Primavera canton.
It was around 7:30 p.m. The sources don’t recall the exact date. Moments later, rumors spread that Limpia Mundo and Bryan Ariel Murillo had been taken away in a pickup truck. From that moment on, nothing was heard from him again.
Apparently, the order Salva had given that day in May 2019, as a member of the extermination group—telling everyone to leave Limpia Mundo alone because God had given him a second chance—was either canceled or forgotten.
Around three months later, the family was informed that two bodies had been found buried in a sugarcane field in the Llano del Coyol canton. Authorities asked the family to undergo a DNA test to determine if one of the bodies belonged to their son. One of them was indeed Limpia Mundo. He was buried in a cemetery in the Primavera canton. The other young man’s relatives declined the genetic tests, and he was buried as an unknown person in a common grave.
According to sources from this newspaper, Limpia Mundo was murdered by the Paz o muerte (Peace or Death) criminal group, alongside Bryan Ariel. Both were killed with bladed weapons. One of Limpia Mundo’s relatives said that this time, the killers cut the body into pieces no larger than about eight inches.
Documents accessed by this newspaper indicate that the authorities investigated and prosecuted the responsible parties for the case in which Limpia Mundo was thrown into the well—based on cooperating witness accounts—though not in the case in which he was ultimately killed.

Policías mataban con el mismo salvajismo que las pandillas
Para este viernes 24 de enero, está previsto que lean la sentencia contra más de una treintena de miembros del grupo de exterminio “Paz o muerte”, conformado por policías, militares y civiles, casi todos domiciliados en la misma zona donde operaban al margen de la ley y a veces en contubernio con policías locales, de acuerdo con documentos judiciales a los que El Diario de Hoy ha tenido acceso.
El grupo operaba en la zona sur de San Miguel y Usulután, donde asesinaron a por lo menos 70 personas entre miembros de pandillas, colaboradores de esos grupos y personas ajenas a esas agrupaciones terroristas, a quienes mataron para robarles o por no dejarse extorsionar, como ocurrió con un profesor de San Rafael Oriente y un ingeniero de Usulután.
Del grupo formado por policías, soldados y civiles, muchos ya han sido condenados por algunos crímenes, otros son reos ausentes y algunos de éstos tienen difusión roja de la Policía Internacional (Interpol).
De acuerdo con familiares de algunas de las víctimas, ese “grupo de exterminio” también era una banda de sicarios, de ladrones y extorsionistas y no se diferenciaban en nada de las pandillas en cuanto a los crímenes que cometía y la saña con que asesinaba, aunque para algunos eran más peligrosos, porque señalan que es muy posible que en algunos casos actuaran con la complicidad de miembros de la Policía Nacional Civil (PNC) asignados en lugares donde ejecutaron a muchos.
En la memoria de salvadoreños quedaron grabadas las imágenes de un pandillero de la 18 matando con un machete a una de las 11 personas que fueron asesinadas el 3 de marzo de 2016 en una zona rural de San Juan Opico, La Libertad. O de videos que en redes sociales solían circular, de pandilleros descuartizando a sus víctimas.
Pero no solo los pandilleros mataban de esa forma. También lo hacían policías y soldados que bajo la fachada de grupo de exterminio de pandilleros, mataban a gente inocente o a personas que eran señaladas como miembros de esas estructuras criminales, aunque en muchos casos solo eran señalamientos falsos para justificar el crimen ante todos los miembros del grupo y así cobrar por el homicidio, o meterse a robar a las viviendas de quienes en el mismo acto eran asesinados.
En el cantón Primavera, del distrito de El Tránsito, al sur de San Miguel, existen varios casos en los que las víctimas fueron asesinadas con la misma saña con que mataban los pandilleros.
El caso del Limpia Mundo*
Uno de esos crímenes fue cometido el 14 de mayo de 2019, contra un adolescente de 14 años, quien era conocido con el apodo de Limpia Mundo. Este menor vivía con su madre en el caserío Meangulo, cantón Primavera. Según sus familiares, se dedicaba a trabajar en lo que fuera: agricultura, poda de árboles, ayudante de albañil, etc.
Según algunos vecinos, si bien el Limpia Mundo no era un pandillero hecho y derecho, sí solía juntarse con uno de ellos, identificado por vecinos como Bryan Murillo, otro joven al que señalaban como pandillero del sector.
En una reunión que miembros del grupo de exterminio sostuvieron tres días antes del 14 de mayo de 2019, según relata un delincuente criteriado, es decir, que delató al resto de sus compinches, Salvador de Jesús Villalobos López, alias Salva, comentó que en el cantón Primavera había un sujeto apodado Limpia Mundo, quien se dedicaba a extorsionar y recoger el dinero que habitantes del lugar pagaban como extorsión a los pandilleros, y que varios lugareños que eran informantes de él, es decir, de Salva, le habían solicitado que les ayudara a encargarse de él, porque ya no lo aguantaban.
En la reunión estuvieron “de acuerdo” en realizar el trabajo. Fue el mismo Salva quien se ofreció a proporcionar el dinero para rentar el vehículo en que llegarían a sacar de su casa a Limpia Mundo.
Eran las 7:30 de la noche de ese 14 de mayo cuando ocho miembros del grupo de exterminio se reunieron en la casa de Juan Zapata, cantón Anchila, de Concepción Batres, misma donde se había tomado el acuerdo de matar al menor. Allí Salva les dijo que tenía información de que Limpia Mundo estaba en su casa y que llegarían a sacarlo a eso de las 10:00 p.m.
A las 9:30 p.m., los asesinos se cambiaron de ropa poniéndose los uniformes policiales, chalecos antibalas y gorros navarone. Se armaron con fusiles AK-47, M-16, escopetas semiautomáticas, pistolas y revólveres. Una vez equipados, salieron para el cantón Primavera, llegando al lugar aproximadamente a las 10:30 p.m.
Al llegar al callejón de tierra que lleva a la casa de Limpia Mundo, se bajan, ordenan al testigo criteriado que se quede en el pick up y que le de vuelta y quedara en posición de salida. Fue en cuestión de pocos minutos que hicieron “el trabajo”, tardaron menos de lo que el testigo tardó en hacer la maniobra, en una calle angosta, de dar vuelta al carro.
Lo subieron en la cabina y todo el grupo se retiró en el mismo pick up rumbo al cantón San Ildefonso, donde se introdujeron a un cañal buscando un pozo que ya habían usado con anterioridad. Allí bajaron a Limpia Mundo y es entonces cuando Josué Enmanuel Machado Martínez, alias Joche, tiró al suelo al menor y comenzó a pegarle en la cabeza y en la espalda con la almádana que el grupo cargaba para derribar puertas.
El resto del grupo observaba a pocos metros la forma cómo el Joche mataba a Limpia Mundo, a quien luego tomaron de las extremidades y lo lanzaron de cabeza al pozo. Varios alumbraron dentro del mismo para ver cómo había quedado. El testigo criteriado, África, afirma que lo vio que estaba cabeza abajo, con los pies hacia arriba pegados a la pared del pozo.
Luego de eso, el grupo se marchó a la casa de Juan Zapata, donde se quitaron los uniformes, guardaron las armas y los demás objetos. Cada quien se fue a sus casas, como si nada hubieran hecho.
Pero tres días después, a media tarde, otro del grupo de exterminio, identificado como Víctor Manuel Romero, le llamó a África para decirle que harían una reunión de emergencia en la casa de Salva, para hablar de algo importante.
Ya en la reunión, Salva les manifiesta que está asustado porque Limpia Mundo se había salido del pozo. Los demás, incrédulos, le preguntaron cómo había sido posible eso, pero Salva les mostró una foto que le habían mandado del Limpia Mundo, donde estaba en la champa de lámina oxidada donde vivía con su madre.
La información que le habían dado a Salva es que el menor no podía hablar y que sólo hacía dibujos, donde ilustraba un pozo con unos ángeles sacándolo. En esa misma reunión, Salva dijo que había que dejar tranquilo a Limpia Mundo, porque si Dios le había dado una segunda oportunidad, había que respetarle la vida.
Aquel 14 de mayo de 2019, Limpia Mundo fue dejado por muerto. El grupo estaba seguro de que no podría sobrevivir con tantos almadanazos que Joche le dio en la cabeza y cuello.
Pero por alguna razón, tres días después, la familia del menor recibió aviso de un conocido, que Limpia Mundo estaba en el cantón Pradera, siempre de El Tránsito, parecía “desconectado” de la realidad y no podía hablar.
Cuando los parientes del joven fueron a corroborar, hallaron al menor como desorientado, estaba mudo, descalzo y vestido con ropa de mujer; tenía puesto una falda ocre y una blusa cuyo color no recuerdan las fuentes de este Diario.
Tenía un hoyo en el cráneo y varios golpes en la cabeza, en la espalda y en la nuca. De inmediato lo llevaron a un hospital.
Limpia Mundo salió del hospital sin recuperar el habla, pero de repente comenzó a pronunciar el nombre de una tía, y así poco a poco fue comenzando a hablar. Una de las pocas cosas que, según las fuentes, el menor recordaba era que el grupo de exterminio había matado con machete a otro joven y que lo habían echado al mismo pozo que a él. No recuerdan que Limpia Mundo haya dicho que conocía al joven asesinado junto a él. Las fuentes nunca le insistieron.
Después de aquella experiencia, las fuentes aseguran que Limpia Mundo salía poco de su casa. Tampoco hablaba de aquella experiencia que tuvo; a su madre no le gustaba que le sacaran plática sobre eso.
No tuvo tercera oportunidad
Después de que Limpia Mundo se recuperó, sus familiares le recomendaron, aseguran, que no se juntara con algunos jóvenes de la comunidad. Aparentemente acató las sugerencias porque casi no salía de la pequeña champa de lámina oxidada que le servía de casa.
Así transcurrieron varios meses, tal vez un año o dos, las fuentes no recuerdan bien. Pero una noche, el menor pidió que le fueran a comprar una tarjeta de recarga para su teléfono y al no hallar quién le hiciera el favor, salió a la calle principal del cantón Primavera.
Eran como las 7:30 de la noche. Las fuentes no recuerdan la fecha. Momentos después se corrió el rumor que a Limpia Mundo y a Bryan Ariel Murillo se los habían llevado en un pick up. Desde entonces no supieron más de él.
Al parecer, la orden que dio Salva aquella tarde de mayo de 2019, como miembro del grupo de exterminio, referente a que se dejara tranquilo a Limpia Mundo porque por algo Dios le había dado una segunda oportunidad, quedó anulada o en el olvido.
Aproximadamente tres meses después, la familia fue informada de dos cuerpos enterrados en un cañal del cantón Llano del Coyol y le pidieron que se sometiera a un examen genético para determinar si uno de los cuerpos correspondía al de su hijo. Uno era Limpia Mundo. Él fue enterrado en un cementerio del cantón Primavera. Del otro joven, la familia no quiso someterse a las pruebas genéticas y fue sepultado como desconocido en una fosa común.
De acuerdo con fuentes de este Diario, Limpia Mundo fue asesinado por el grupo delincuencial Paz o Muerte, junto a Bryan Ariel. A los dos los mataron con arma blanca. Un familiar de Limpia Mundo dijo que, esta vez, los asesinos cortaron el cuerpo en pedazos no más grandes de 20 centímetros.
Documentos a los que se ha tenido acceso indican que las autoridades investigaron y procesan a los responsables por el caso de Limpia Mundo, cuando lo dieron por muerto y lo lanzaron al pozo, según relatos del testigo criteriado, pero no del caso donde realmente terminaron asesinándolo.
