The reduction in the number of lawmakers in the Legislative Assembly, from 84 to 60, resulted in overall budget savings for the institution; however, these savings have not been effectively applied to the section where personnel directly working with legislators are situated, according to budget execution reports shared by the Ministry of Finance on the Fiscal Transparency portal.
The cutback has been minimal not only in the area of legislative factions but, on average, the Assembly has spent more per lawmaker in 2024 than in 2023.
According to the Fiscal Transparency records, between January and October 2024, the Assembly spent $36.4 million. In the same period in 2023, $42.3 million was spent. This represents savings of $5.9 million.
These savings are distributed across two main areas: the institutional area of the Assembly and the legislative factions. The former saved $5.3 million, while the latter saved only $564,000.
Considering only the budgetary unit that involves personnel assigned to the parties within the Assembly: between January and October 2023, $10.8 million was spent, including wages, procurement of goods and services, employer contributions, severance payments, and other expenses.
Thus, on average, between January and October 2023, the Assembly spent $129,735 per each of the 84 lawmakers. Meanwhile, between January and October 2024, $10.3 million was spent in the legislation unit. On average, this amounts to $172,216 per each of the 60 lawmakers currently comprising the Assembly.
The context
It’s worth noting, however, that the reduction in lawmakers only took effect starting in May. As of now, only six months of implementation, up until October, are recorded in the Fiscal Transparency data.
Based on this timeframe, even with this context, the figures still show that the Assembly is spending more per lawmaker after reducing the number of legislators.
Between May and October 2024, the legislative budget unit spent $6.2 million, which averages $104,013 per each of the 60 legislators in the current Assembly. Meanwhile, referring to the same period, from May to October 2023, the Assembly spent $6.7 million on legislation. On average, this amounted to $80,632 per each of the 84 lawmakers.
Another factor supporting the increase in spending within the Assembly’s factions is the amount allocated to the procurement of goods and services in the legislation budget unit.
Between January and October 2023, $478,657 was spent. During the same period in 2024, despite the reduction in lawmakers and thus their assigned staff, the Assembly spent $491,589 on goods and services for the legislative factions.
Given the above figures, economist Tatiana Marroquín indicated that the promised financial efficiency from reducing lawmakers did not materialize.
“The strongest argument for reducing lawmakers was financial, and it doesn’t appear to be yielding the promised results. Adjustments have been more in the context of institutional dynamics. What was expected with the adjustment of lawmakers was that all budget lines would drop substantially, mirroring the decrease in the number of parliamentarians,” Marroquín explained.
Looking ahead to 2025, Assembly President Ernesto Castro announced that a second reduction in funds allocated per lawmaker for hiring staff would be implemented.
However, at least as of last week, no legislative faction had been officially notified of this second reduction. Additionally, Castro has been avoiding journalists for the past three weeks, preventing him from clarifying whether the agreement supporting this decision has been issued.
Moreover, although the Assembly was included in the list of institutions set to explain their budget to the finance committee, it was the only institution that did not attend the committee, a situation that was overlooked by the lawmakers within the committee.
Asamblea aumentó su gasto promedio por diputado en 2024
La reducción de diputados que conforman la Asamblea Legislativa, de 84 a 60, significó un ahorro en el monto global del presupuesto de la institución; pero el mismo no se ha ejecutado en el área donde se ubica el personal que trabaja directamente con los legisladores, según los informes de ejecución presupuestaria que el Ministerio de Hacienda comparte en el portal de Transparencia Fiscal.
El recorte no solo ha sido mínimo en el área de las fracciones legislativas; sino que, en el cálculo promedio, la Asamblea ha gastado más por cada diputado en 2024 que en 2023.
Según los registros de Transparencia Fiscal, entre enero y octubre de 2024, la Asamblea ha devengado $36.4 millones. En 2023, en el mismo período, se ejecutaron $42.3 millones. Es un ahorro de $5.9 millones.
Ese ahorro se reparte en dos orígenes: el del área institucional de la Asamblea, y el del área de las fracciones. En el primero se han ahorrado $5.3 millones. Mientras, en el área de fracciones se han ahorrado sólo $564 mil.
Vistas únicamente las cifras de la unidad presupuestaria que involucra al personal asignado a los partidos de la Asamblea: entre enero y octubre de 2023, se habían devengado $10.8 millones, incluyendo remuneraciones, adquisición de bienes y servicios, contribuciones patronales, indemnizaciones, entre otros.
Así, en promedio, entre enero y octubre de 2023, la Asamblea gastó $129,735 por cada uno de los 84 diputados.
Mientras, entre enero y octubre de 2024, se devengaron $10.3 millones en la unidad de legislación. En promedio, serían $172,216 por cada uno de los 60 diputados que conforman actualmente la Asamblea.
El matiz
A esa valoración, eso sí, se le puede poner un matiz, y es que la reducción de diputados se comenzó a ejecutar a partir de mayo. De momento, hay registro de sus primeros seis meses de ejecución, hasta octubre, según Transparencia Fiscal.
Partiendo de lo anterior, y pese al matiz, las cifras también revelan que la Asamblea está gastando más por diputado tras haber recortado la cantidad de legisladores.
Así, entre mayo y octubre de 2024, la unidad presupuestaria de legislación ha devengado $6.2 millones. En promedio, lo que refleja $104,013 por cada uno de los 60 legisladores de la actual Asamblea.
Mientras, tomando como referencia el mismo período, de mayo a octubre de 2023, la Asamblea devengó $6.7 millones en legislación. En promedio, fueron $80,632 por cada uno de los 84 diputados.
Otro dato que sustenta el incremento en el gasto en las fracciones de la Asamblea es el monto destinado a la adquisición de bienes y servicios de la unidad presupuestaria de legislación.
Así, en 2023, entre enero y octubre se habían gastado $478,657. Mientras, en el mismo período de 2024, pese a la reducción de legisladores y por tanto de su personal asignado, la Asamblea ha gastado $491,589 en bienes y servicios destinados a las fracciones legislativas.
Dadas las cifras anteriores, la economista Tatiana Marroquín señaló que no ocurrió la eficiencia en el gasto con que se justificó la reducción de legisladores.
“El argumento más fuerte para la reducción de parlamentarios era el financiero y no parece estar teniendo el efecto prometido. Los ajustes han estado más bien en el ámbito de dinámica más institucional. Lo esperado con el ajuste de parlamentarios es que todas las líneas de presupuesto cayeran de forma sustancial, así como lo hizo el número de parlamentarios”, indicó Marroquín.
De cara al 2025, el presidente de la Asamblea, Ernesto Castro, anunció que se realizaría un segundo recorte a los fondos asignados por diputado para contratación de personal.
Sin embargo, al menos hasta la semana pasada, ninguna fracción había sido notificada de forma oficial de dicho segundo recorte. Además, Castro lleva tres semanas eludiendo periodistas, lo que ha impedido que aclare si ya se emitió el acuerdo que respalde dicha decisión.
Además, pese a incluir a la Asamblea en el listado de instituciones que explicarían su presupuesto a la comisión de hacienda, esta fue la única institución que no asistió a comisión, lo que fue pasado por alto por los legisladores de la misma.
