In her testimony at “The State of Exception in El Salvador: Taking Stock” hearing before the Tom Lantos Human Rights Commission of the U.S. House of Representatives Committee on Foreign Affairs, WOLA’s Director for Central America, Ana María Méndez Dardón, addressed the state of the judicial system in El Salvador and the lack of justice for victims of human rights violations. She discussed the erosion of the system of checks and balances under President Nayib Bukele, and the threat to democracy posed by the concentration of power and control over the judiciary and legislative branch held by President Bukele and his party, Nuevas Ideas.
Furthermore, she highlighted the lack of justice in historic cases of human rights violations, such as the the 1989 murder of 6 Jesuit priests, their housekeeper, and her daughter, and the El Mozote case, in which over a thousand people, including hundreds of children, were executed by Salvadoran troops in December 1981. She called on the U.S. government to work to continue to declassify U.S. documents from the Salvadoran civil war, such as U.S. military, diplomatic, and intelligence records. She also urged the U.S. government to place greater emphasis on strengthening democratic institutions in its bilateral relationship with El Salvador, and call on the Bukele government to make available public information about the state of human rights, women’s rights, citizen security measures and the reality of gang-related violence.
Testimonio en el Congreso: WOLA Destaca Amenazas a la Justicia y Democracia Bajo el Régimen de Excepción en El Salvador
En su testimonio durante la audiencia “El Régimen de Excepción en El Salvador: Evaluando su Impacto” ante la Comisión de Derechos Humanos Tom Lantos del Comité de Asuntos Exteriores de la Cámara de Representantes de los EE.UU., la directora para Centroamérica de WOLA, Ana María Méndez Dardón, abordó el estado del sistema judicial en El Salvador y la falta de justicia para las víctimas de violaciones de derechos humanos. Discutió sobre la erosión del sistema de pesos y contrapesos bajo la presidencia de Nayib Bukele y la amenaza para la democracia que representa la concentración de poder y el control sobre el poder judicial y legislativo ejercido por el presidente Bukele y su partido, Nuevas Ideas.
Además, destacó la falta de justicia en casos históricos de violaciones de derechos humanos, como el asesinato de 1989 de 6 sacerdotes jesuitas, su empleada doméstica y su hija, y el caso de El Mozote, en el cual más de mil personas, incluidos cientos de niños, fueron ejecutadas por tropas salvadoreñas en diciembre de 1981. Hizo un llamado al gobierno de EE.UU. para continuar desclasificando documentos de la guerra civil salvadoreña, tales como registros militares, diplomáticos e inteligencia de EE.UU. También instó al gobierno de EE.UU. a dar mayor énfasis al fortalecimiento de las instituciones democráticas en su relación bilateral con El Salvador, y a exigir al gobierno de Bukele que disponga de información pública sobre el estado de los derechos humanos, los derechos de las mujeres, las medidas de seguridad ciudadana y la realidad de la violencia relacionada con las pandillas.
