The faction leaders of the Legislative Assembly will discuss, this Thursday, whether to receive the President of El Salvador, Nayib Bukele Ortez, in the legislative chamber during his official visit to Costa Rica this November.
Despite the fact that the discussion among the faction leaders will take place this Thursday in their weekly meeting, the head of the Partido Liberación Nacional (PLN), Óscar Izquierdo Sandí, already announced that he “doesn’t see a favorable atmosphere” for the Salvadoran president’s visit to take place in the legislative chamber.
Bukele will be on an official visit to the country between November 7 and 12, according to official information accessed by this media source last week.
The president of Congress, Rodrigo Arias Sánchez, said that between Wednesday and Thursday of this week he will hold a meeting with the Salvadoran ambassador in the country, Oscar Armando Toledo Soriano, to discuss Bukele’s visit and the protocol acts that would take place in Congress.
Arias preferred not to comment in advance on the discussion he will have with the diplomat or with the faction leaders next Thursday.
PLN: “Costa Rica is a lover of democracy, I don’t see a favorable atmosphere to receive him in the chamber.”
This Tuesday, when consulted by this media outlet, PLN faction leader Óscar Izquierdo Sandí said he “doesn’t see a favorable atmosphere” for Bukele to be received in the Legislative Assembly chamber. “Costa Rica has been a country that cherishes democracy. We have made an effort to ensure democracy prevails in the country and to maintain respect for democratic institutions. It seems to us that respect for the Constitution and the branches of government must be upheld. We believe there isn’t a favorable atmosphere in the chamber for the visit,” Izquierdo said.
Last week, it was reported that justices of the Supreme Court of Justice refused to receive Bukele during his tour in Costa Rica. The newspaper La Nación noted that, following consultations with justices, it was determined that there is no willingness to hold an event with the Salvadoran president because he “attacked the independence of the Judicial Power in his country, which clashes with the values of the Costa Rican system.”
It seems only one justice was willing to receive Bukele. Moreover, Bukele has been questioned for violating human rights, freedom of expression, and press freedom, as well as for breaching the separation of powers in his country.

The Salvadoran president has been on Costa Rican soil on other occasions, but these visits were not official, rather personal. The most recent of these visits was last February.
Bukele began his second term in El Salvador on June 1, after being reelected on February 4 with 85% of the votes. His party, Nuevas Ideas, controls 54 of the 60 seats in the Legislative Assembly.

Diputados dudan de recibir a Bukele en el plenario: jefes de fracción discutirán el tema
Los jefes de fracción de la Asamblea Legislativa discutirán, este jueves, si reciben en el plenario legislativo al presidente de El Salvador, Nayi Bukele Ortez, en el plenario legislativo, esto durante su visita oficial a Costa Rica en noviembre entrante.
A pesar de que la discusión entre los jefes de bancada se dará este jueves en su reunión semanal, el jefe del Partido Liberación Nacional (PLN), Óscar Izquierdo Sandí, ya anunció que “no ve ambiente” para que la visita del mandatario salvadoreño se realice en el plenario legislativo propiamente.
Bukele estará de visita oficial en el país entre el 7 y 12 de noviembre, según información oficial a la que tuvo acceso este medio la semana anterior.
El presidente del Congreso, Rodrigo Arias Sánchez, dijo que entre el miércoles y jueves de esta semana sostendrá una reunión con el embajador salvadoreño en el país, Oscar Armando Toledo Soriano, para conversar sobre la visita de Bukele y los actos protocolarios que habrían en el Congreso.
Arias prefirió no adelantar criterio sobre la discusión que tendrá con el diplomático ni con los jefes de fracción el jueves entrante.
PLN: “Costa Rica es amante de la democracia, no veo ambiente para recibirlo en el plenario”
Este martes, consultado por este medio, el jefe de fracción del PLN, Óscar Izquierdo Sandí, dijo que “no ve ambiente” para que Bukele sea recibido en el plenario de la Asamblea Legislativa.
“Costa Rica ha sido un país amante de la democracia. Hemos hecho un esfuerzo para que la democracia impere en el país y se mantenga el respeto a las instituciones democráticas. Nos parece que el respeto a la Constitución y a los Poderes del Estado se debe mantener. Nos parece que el plenario no hay ambiente para la visita”, dijo Izquierdo.
La semana anterior trascendió que los magistrados de la Corte Suprema de Justicia rechazaron recibir a Bukele durante su gira a Costa Rica. El diario La Nación señaló que, tras consultas hechas a magistrados, se determinó que no hay disposición de celebrar un acto con el salvadoreño debido a que este “atacó la independencia del Poder Judicial de su país, lo cual choca con los valores del sistema costarricense”.
Al parecer, solo un magistrado estaba en disposición de recibir a Bukele. Bukele ha sido cuestionado, además, por violación de derechos humanos, libertad de expresión y de prensa. Además, por violar la división de poderes en su país.

El presidente salvadoreño ha estado en suelo costarricense en otras oportunidades, pero estas visitas no fueron oficiales, sino personales. La más reciente de estas visitas fue en febrero anterior.

Yo tuve el placer de conocer al presidente del hermano pueblo salvadoreño en la segunda toma de posesión, yo le dije: Don Nayib, tenemos temas muy importantes en común”.
