The Presidency of the Republic maintains that it does not possess the agreements signed between the presidential delegation, led by President Nayib Bukele, and the Argentine authorities, including President Javier Milei, during the state visit that the official made to the South American country last September.
Through a public information access request, this outlet requested the signed agreements from the Presidential House, which responded that it “does not have the required information.”
In its response, the Presidential House does not explain why it does not have the agreements, only stating that they were requested from the “corresponding unit,” whose name is not specified, and this unit indicated that the documents could not be forwarded.
Bukele was in Buenos Aires for a visit that lasted five days and included a meeting at the Casa Rosada with Javier Milei, behind closed doors and without statements to the media.
From this, it was only known that the foreign ministers Alexandra Hill and Diana Mondino signed a joint declaration to strengthen commitment and strategic cooperation in economy, security, culture, and nuclear energy.
The meeting also included the Argentine ministers of Economy and Security, among others. From El Salvador, authorities from Foreign Relations, Security and Justice, Culture, among others, attended.
Meanwhile, in El Salvador, the visit was promoted even on national radio and television broadcasts, social media, YouTube, and government-friendly media outlets.
Opacity
Regarding the refusal to deliver the information, Jessica Estrada from the National Foundation for Development (FUNDE) argues that “in an ideal world, citizens should have the ability to access information about meetings held by public officials,” but that this is a practice that is currently no longer possible in El Salvador.
The opacity regarding public information in the current government has been strongly criticized by organizations and various media outlets.
An investigation by the organization Cristosal revealed, at the beginning of 2024, that most of the information denied by the Institute for Access to Public Information (IAIP) relates to the use of public funds and government contracts.
Other topics included in the investigation for being omitted are security, health, information about officials, audits, and trips.

La presidencia de la República sostiene que no cuenta con los acuerdos firmados entre la comitiva presidencial, encabezada por el presidente Nayib Bukele; y las autoridades de Argentina, entre ellas el presidente Javier Milei, en la visita de Estado que el funcionario realizó al país sudamericano en septiembre pasado.
A través de una solicitud de acceso a la información pública, este medio requirió los acuerdos firmados a Casa Presidencial y esta respondió que “no cuenta con la información requerida”.
En su respuesta, Casa Presidencial no argumenta por qué motivos no cuenta con los acuerdos, solo refiere que fueron solicitados a la “unidad correspondiente”, de la cual tampoco específica su nombre, y esta indicó que no podía ser remitida.
Bukele estuvo en Buenos Aires en una visita que duró cinco días y que incluyó una reunión en la Casa Rosada con Javier Milei, a puertas cerradas y sin declaraciones a los medios.
De esta solo se conoció que las cancilleres Alexandra Hill y Diana Mondino firmaron una declaración conjunta para fortalecer el compromiso y la cooperación estratégica en economía, seguridad, cultura y energía nuclear.
En la reunión, también estuvieron presentes los ministros argentinos de Economía, Seguridad, entre otros. De El Salvador acudieron autoridades de Relaciones Exteriores, Seguridad y Justicia, Cultura, entre otras.
Mientras que en El Salvador, la visita fue promocionada incluso en cadena nacional de radio y televisión, redes sociales, YouTube y medios afines al Gobierno.

Respecto a la negativa de entregar la información, Jessica Estrada, de la Fundación Nacional para el Desarrollo (FUNDE) argumenta que “en un mundo ideal, la ciudadanía debería tener la posibilidad de acceder a información sobre las reuniones que sostienen los funcionarios públicos”, pero que que esta es una práctica que actualmente ya no es posible en El Salvador.
La opacidad respecto de la información pública en el actual Gobierno ha sido fuertemente criticada por organizaciones y diferentes medios.
Una investigación de la organización Cristosal reveló, a inicios de 2024, que la mayor parte de información negada por el Instituto de Acceso a la Información Pública (IAIP) tiene que ver con el uso de fondos públicos y contrataciones en el Gobierno.
Otros temas que estaban incluidos en la investigación por ser omitidos son seguridad, salud, información sobre funcionarios, auditorías y viajes.
