Idalia Zúniga, a teacher and general secretary of the Frente Magisterial Salvadoreño (FMS) (Salvadoran Teachers Front), who reported on Monday that she was dismissed by the Ministry of Education from her position as a teacher at the Republic of Peru Public School, confirmed that the arbitrary actions against union members in the Education sector have continued. “This morning (Tuesday), four union members from the Salvadoran Institute of Teachers’ Welfare (Instituto Salvadoreño de Bienestar Magisterial) have been laid off,” Zúniga told El Diario de Hoy.
“More details about these cases will be disclosed since the dismissals continue,” added the teacher, who on Monday afternoon received a visit from representatives of the San Salvador Departmental Directorate of the Ministry of Education, who informed her that her “position as teacher 2 is no longer necessary.”
“During the restructuring process of the Ministry of Education, Science and Technology, it has been evaluated that the teacher level two position (…) you hold is no longer necessary for public service, thus it has been decided to abolish it starting this October twenty-first of this year,” reads the document.
“It is yet another abuse by Mr. Ronal Josibe Monterrosa (Departmental Director) under orders from the Minister of Education (José Mauricio Pineda) and the Presidential Commissioner (Carolina Recinos). This is how this government acts, in an overbearing manner when we raise our voices; just for asking that the budget for Education not be cut,” the teacher denounced.
On October 18, the union representative participated in a meeting with the authorities of this state department, a meeting that—as she points out—was intended to halt the march on October 19. However, the FMS did not agree to desist from this action organized in defense of the rights of the working class, she explained.
The union representative said on Tuesday that she has already begun proceedings to report her case to the appropriate authorities and does not rule out escalating the case to international bodies.
During the interview on Diálogo 21, Bases Magisteriales and Andes 21 de Junio condemned Zúniga’s dismissal and demanded that the authorities act according to the law regarding any decision affecting teachers.
“As professors, as colleagues, we condemn this act (…). With this act, a rather harsh message has been sent to the population that dissent will not be allowed in this country. And this act is laden with violations of constitutional principles such as freedom of expression and freedom of organization,” said Paz Zetino from Bases Magisteriales.
“Andes 21 de Junio demands that all actions against any teacher be in compliance with the law and constitutional principles, such as the principle of legality, due process, and the principle of being heard and the presumption of innocence, which is being violated,” stated Israel Montano, the general secretary.
“Union Persecution”
Zúniga has been denouncing persecution by the government. In August, the teacher was suspended from her position as director of the same educational complex, accused of failing to fulfill her duties as director.
The teacher has maintained that these accusations are false and points out that due process has not been followed, as the case should first have gone through the Junta de la Carrera Docente and been resolved in court.
“I want to say this to you, I will not be intimidated by abolishing the position, you won’t silence me, if you think this will quiet me, you don’t know what I’m made of, so the struggle continues. We will continue defending workers’ rights,” she stated.
In her view, her dismissal is a measure by the Education authorities “for not being submissive, for not being a unionist who kneels, who is intimidated.” “We will not be conditioned,” she continued.
The million-dollar cut in the Education and Health budget announced for the 2025 period has united the education and health sectors, Zúniga explains; however, she points out that it is not just a budgetary issue, which increases the precarity in these systems, but also “all the abuses being committed against the working class” by the Government.
Maestra y líder sindical denuncia que continúan los despidos en sector Educación
Idalia Zúniga, docente y secretaria general del Frente Magisterial Salvadoreño (FMS), quien denunció el lunes que fue despedida por el Ministerio de Educación de su plaza como maestra en el Complejo Educativo República del Perú, confirmó que las arbitrariedades en contra de sindicalistas del sector Educación han continuado.
“Hoy (martes) en la mañana han despedido a cuatro sindicalistas del Instituto Salvadoreño de Bienestar Magisterial”, señaló Zúniga a El Diario de Hoy.
“Sobre estos casos se darán a conocer más detalles porque se siguen dando los despidos”, agregó la maestra, quien el lunes en horas de la tarde recibió la visita de representantes de la Dirección Departamental de San Salvador del Ministerio de Educación, quienes le notificaron que su “plaza como maestra 2 ya no es necesaria”.
“Dentro del proceso de reestructuración del Ministerio de Educación, Ciencia y Tecnología se ha valorado que la plaza de docente nivel dos (…) que ostenta ya no es necesaria para el servicio público, por lo que se ha decidido suprimirla a partir de este día veintiuno de octubre del corriente año”, se lee en el documento.
“Es un atropello más de parte del señor Ronal Josibe Monterrosa (Director departamental) por órdenes del Ministro de Educación (José Mauricio Pineda) y la Comisionada Presidencial (Carolina Recinos). Es así como actúa este gobierno, de manera prepotente cuando alzamos la voz; solo por pedir que no se esté recortando el presupuesto para Educación”, denunció la docente.
El pasado 18 de octubre, la representante sindical participó de una reunión con las autoridades de esta cartera de Estado, reunión que -según señala- tenía como finalidad detener la marcha del 19 de octubre. No obstante, el FMS no accedió a desistir de esta acción organizada en defensa de los derechos de la clase trabajadora, explicó.
La representante sindical dijo el martes que ya ha iniciado las diligencias para denunciar su caso ante las instancias correspondientes, y no descarta escalar el caso a instancias internacionales.
Durante la entrevista en Diálogo 21, Bases Magisteriales y Andes 21 de Junio condenaron el despido de Zúniga y exigieron a las autoridades actuar apegados a derecho ante cualquier decisión que afecte a los maestros.
“Nosotros como profesores, como colegas, condenamos este acto (…). Con este acto lo que se ha hecho es mandarle un mensaje a la población demasiado crudo de que en este país no se va a permitir el disentimiento. Y ese acto está cargado de violaciones a principios constitucionales como es la libertad de expresión y la libertad de organización”, dijo Paz Zetino, de Bases Magisteriales.
“Andes 21 de Junio exige que todas las acciones en contra de todo profesor sean apegadas a derecho y a los principios constitucionales, como el principio de legalidad, del debido proceso y el principio de audiencia y la presunción de inocencia, eso se está violentando”, expuso por su parte Israel Montano, secretario general.
“Persecución sindical”
Zúniga ha venido denunciando persecución de parte del Gobierno. En agosto pasado, la docente fue suspendida de su cargo como directora de este mismo Complejo Educativo, acusada de incumplir sus funciones como directora.
La maestra ha sostenido que esas acusaciones son falsas y señala que no se ha seguido el debido proceso, pues antes el caso debió pasar por la Junta de la Carrera Docente y ser vencida en juicio.
“Yo les quiero, a mí no me van a amedrentar con suprimir la plaza, no me van a callar, si creen que con esto van a silenciarme, ustedes no saben de qué estoy hecha, así que la lucha continúa. Continuaremos defendiendo los derechos de los trabajadores”, expuso.
A su juicio, su despido responde a una medida de las autoridades de Educación “por no ser sumisa, por no ser una sindicalista que se arrodilla, que se atemoriza”. “No nos van a condicionar”, continuó.
El recorte millonario en el presupuesto de Educación y Salud anunciado para el periodo 2025 ha unido a los sectores educación y salud, expone Zúniga; no obstante, señala que no solo se trata de un tema presupuestario, el cual viene a incrementar la precariedad en estos sistemas, sino también “todos los atropellos que se están cometiendo en contra de la clase trabajadora” por parte del Gobierno.
