The Education department is joined by Health, which loses 92 million, and Security with 15 million less compared to the previous year. However, the budgets for Defense and the Presidency see their budgets increased by 52 and 27 million respectively. These figures indicate that Education and Health will have 2.2% and 7.3% less compared to the project approved in 2024; meanwhile, Defense and Presidency will see an increase of 20.25% and 24.88% compared to 2024.

However, the negative data for these departments is also reflected when compared to the General Budget of the Nation (PGN) and the Gross Domestic Product (GDP) projected by the Ministry of Finance for 2025. In the first case, Education and Health decline from 17.32% to 15.89% and from 13.92% to 12.1%, respectively. That is, if in 2024, 17.32 dollars were invested for every hundred dollars the State received in Education, today almost 1.5 dollars less will be invested per hundred dollars.

We have to go back to 2019 to find a time when less was invested in Education (14.85%) than what is projected for 2025, and for Health, we would need to return to 2020, before the COVID-19 pandemic that skyrocketed Health expenditures worldwide. In the case of the UES, the decrease in its budget in terms of the PGN is historic, and we would have to go back to the 2003 budget when Francisco Flores only allocated 1.30% of the PGN to the country’s only public university.

In terms of GDP, this will be the smallest budget presented by Bukele and confirms the trend of reducing investment in Education relative to this indicator. It is projected that for 2025 the government will invest 4.07% of GDP in Education, taking investment back to 2019 when 3.71% of GDP was invested. The same case applies to the UES, where we would have to go back to 2018 when its budget was 0.33% of GDP. In the case of Health, investment goes back to 2019.

The data reflect that El Salvador will regress nearly five years in Health and Education investment. This is despite the fact that in 2019 the country’s budget was $6,713.21 million, meaning there is a 33% increase in revenue.

A la cartera de Educación, se une Salud, que pierde 92 millones y Seguridad con 15 millones menos en comparación al año anterior. Sin embargo, los presupuestos de Defensa y Presidencia ven sus presupuestos aumentados en 52 y 27 millones respectivamente. Estos datos reflejan que Educación y Salud tendrán 2.2% y 7.3% menos en comparación al proyecto votado en 2024; mientras que el aumento en Defensa y en Presidencia será del 20.25% y del 24.88% en comparación a 2024.

Sin embargo, los datos negativos para estas carteras también se reflejan si los comparamos en función del Presupuesto General de la Nación (PGN) y el Producto Interno Bruto (PIB) proyectado por Hacienda para 2025. En el primer caso, Educación y Salud retroceden del 17.32% al 15.89% y del 13.92% al 12.1% respectivamente. Es decir, si para 2024 se invertían 17.32 por cada cien dólares que ingresaba el Estado en Educación, hoy se invertirán casi 1.5 dólares menos por cada cien dólares.

Hay que remontarnos a 2019 cuando se invirtió menos en Educación (14.85%) que lo que se proyecta en 2025 y en Salud habría que regresar a 2020, antes de la pandemia del COVID 19 que disparó el gasto de Salud a nivel mundial. En el caso de la UES la disminución de su presupuesto en función del PGN es histórica y habría que remontarse al presupuesto de 2003 cuando Francisco Flores solo dio 1.30% del PGN a la única universidad pública del país.
