Representatives from the U.S. State Department, the National Security Council, and the Special Adviser to the Vice President for the Western Hemisphere met with the human rights organization Cristosal to get detailed information about their latest report on the state of exception in El Salvador entitled “Silence is Not an Option.”
According to the official account of the State Department, they gathered “to discuss their latest report ‘Silence is Not an Option’ on the State of Exception in El Salvador. An informative and important debate on how to ensure fair trial guarantees and civil liberties as part of a sustainable citizen security strategy,” as published on the social media platform X.
The meeting included Catherine Newling, Director of the Office of Democracy, Human Rights, and Labor; Russell Porter, Director of the National Security Council for Central America and Cuba; Enrique Roig, Deputy Assistant Secretary of the Office of Democracy, Human Rights, and Labor; and Scott Winton, Special Adviser to the Vice President for the Western Hemisphere, who met with Noah Bullock, Executive Director of Cristosal, among others.
On July 10, 2024, the organization Cristosal presented this report, documenting human rights violations during the state of exception. The report revealed the deaths of 261 individuals deprived of liberty (including 4 infants) during the state of exception in El Salvador, concluding that 75% of them, or at least 7 out of 10, died in the Izalco Penitentiary Center in Sonsonate.
Additionally, the report disclosed that individuals detained under the state of exception are accused of the crime of illicit associations, but in no case are they attributed crimes such as homicide, extortion, or rape, which are linked to gangs; this is based on a sample of 1,178 cases analyzed by the organization.

Representantes del Departamento de Estado de Estados Unidos (EUA), el Consejo de Seguridad Nacional y Asesor Especial del Vicepresidente para el Hemisferio Occidental, se reunieron con la organización de derechos humanos, Cristosal, para conocer en detalle su último informe acerca del régimen de excepción en El Salvador titulado “El Silencio no es Opción”.
Según lo expuesto por la cuenta oficial del Departamento de Estado, se reunieron “para discutir su último informe ‘El Silencio no es opción’ sobre el Estado de Excepción en El Salvador. Debate informativo e importante sobre cómo garantizar las garantías de un juicio justo y las libertades civiles como parte de una estrategia sostenible de seguridad ciudadana”, de acuerdo a lo publicado en la red social X.
En la reunión estuvieron Catherine Newling, directora Oficina de Democracia, Derechos Humanos y Trabajo; Russell Porter, Director del Consejo de Seguridad Nacional para Centroamérica y Cuba; Enrique Roig, Subsecretario Adjunto de la Oficina de Democracia, Derechos Humanos y Trabajo; Scott Winton, Asesor Especial del Vicepresidente para el Hemisferio Occidental, quienes se reunieron con Noah Bullock, director ejecutivo de Cristosal, entre otros.
El 10 de julio de este 2024, la organización Cristosal presentó dicho informe en el que documentó las vulneraciones a los derechos humanos durante el régimen de excepción. En dicho informe expusieron la muerte de 261 personas privadas de libertad (más 4 bebés) durante el régimen de excepción en El Salvador y concluyó que el 75 % de ellas, es decir, al menos 7 de cada 10, murieron en el Centro Penitenciario de Izalco, Sonsonate.
Además, el reporte dio a conocer que las personas capturadas en el régimen de excepción son acusadas por el delito de agrupaciones ilícitas, pero en ningún caso se les atribuyen delitos como homicidio, extorsión o violación, los cuales son vinculados a las pandillas; esto según la muestra de 1,178 casos que analizó la organización.
