Juan Pappier, Deputy Director of the Americas Division at Human Rights Watch (HRW), lamented the statements made by State representatives at the recent public hearing of the Inter-American Commission on Human Rights (IACHR), where they accused civil organizations of instrumentalizing reports of human rights violations.

“I am glad that the Foreign Minister was part of the hearing; I think it is important to have high-level interaction. However, I regret the statements because I believe they are not true. I think what has happened in El Salvador is the very brave work of the Salvadoran civil organization,” Pappier expressed.

The HRW representative explained that organizations do nothing more than document what happens on the ground and expose that reality to make it known to the international community and Salvadorans.

“There is no political effort to instrumentalize or politicize anything here. What we have are serious human rights violations, and it is important for Salvadorans and the international community to be aware of what is happening in the communities,” he added.

At the hearing on Friday, July 12, the Republic’s Foreign Minister, Alexandra Hill Tinoco, rejected the reports of human rights violations in the context of the state of exception, stating that they were “assertions far from reality.”

Additionally, the Salvadoran Foreign Minister indicated that there was political instrumentalization in the reports by human rights organizations.

“I am deeply concerned to learn that the organizations represented at this hearing are promoting political instrumentalization, a harmful malpractice for everyone,” she stated.

On the other hand, the Presidential Commissioner for Human Rights and Freedom of Expression, Andrés Guzmán Caballero, flatly denied that acts of torture are committed in penitentiary centers and that there are violent deaths, as reported by the organizations. Guzmán expressed that this is a “completely false assertion.”

“First, let me reiterate that in El Salvador, there is no torture in the penitentiary centers. No one is murdered here; this is not a political struggle, nor are they concentration camps. That assertion is completely false,” he said during the hearing.

In response, Pappier assured that cases of torture do exist under detentions during the state of exception.

“Torture cases do exist; the evidence is clear, and we are more than willing to share it with the commissioner. Hopefully, instead of denying them, the government will focus on preventing them, ensuring they do not happen again, and investigating those responsible,” declared the Human Rights Watch representative.

Juan Pappier: “Los casos de tortura sí existen, la evidencia está clara”

El subdirector de la División de la Américas de Human Rights Watch (HRW), Juan Pappier, lamentó las declaraciones de los representantes del Estado en la reciente audiencia pública en la Comisión Interamericana de Derechos Humanos (CIDH), en las que señaló a las organizaciones civiles de instrumentalizar las denuncias de violaciones a derechos humanos. 

“Me alegra que la canciller haya formado parte de la audiencia, creo que es importante que haya una interacción de alto nivel, pero lamento las declaraciones, porque me parece que no son ciertas, me parece que lo que ha ocurrido en El Salvador es el trabajo muy valiente de la organización civil salvadoreña”, expresó Pappier. 

El representante de HRW explicó que las organizaciones no hacen más que documentar lo ocurre en el terreno y exponer esa realidad para que sea de conocimiento de la comunidad internacional y sobre todos los salvadoreños. 

“Aquí no hay un esfuerzo político de instrumentalizar, ni politizar nada, aquí lo que hay son violaciones graves de derechos humanos y es importante que los salvadoreños y la comunidad internacional estén atentos a lo que está ocurriendo en las comunidades”, agregó. 

En la audiencia, realizada el viernes 12 de julio, la canciller de la República, Alexandra Hill Tinoco, rechazó las denuncias sobre violaciones a derechos humanos en el contexto del régimen de excepción, realizadas por la sociedad civil señalando que eran “aseveraciones alejadas de la realidad”.  

Además, la canciller salvadoreño indicó que había una instrumentalización política en las denuncias de las organizaciones defensoras de derechos humanos. 

“Me preocupa profundamente conocer que las organizaciones representadas en esta audiencia, están promoviendo una instrumentalización política, una mala práctica, dañina para todos”, manifestó. 

Por otra parte, el comisionado presidencial para los Derechos Humanos y la Libertad de Expresión, Andrés Guzmán Caballero, negó rotundamente que en los centros penales se cometan actos de tortura y que haya muertes violentas, como han denunciado las organizaciones. Guzmán expresó que esa es una “aseveración totalmente falsa”. 

“Lo primero es reiterar que en El Salvador, en los centros penales no hay torturas, aquí no se asesinan a las personas, esto no es una lucha política, ni son centros de concentración, esa aseveración es totalmente falsa”, dijo durante la audiencia.

Ante eso Pappier aseguró que sí existen casos de tortura en las detenciones bajo el régimen de excepción. 

“Los casos de tortura sí existen, la evidencia está clara y con mucho gusto la ponemos a disposición del comisionado, ojalá en lugar de negarlos, el gobierno se encargue de prevenirlos, de evitar que vuelvan a ocurrir y de investigar a los responsables”, declaró el representante de Human Rights Watch.
