Today, the Committee of Relatives of Female and Male Political Prisoners of El Salvador (COFAPPES) denounced that the director general of Penal Centers, Osiris Luna, has not complied with the instructions of the Fifth Sentencing Court of San Salvador, which issued release orders on three occasions for Mauricio Ramírez Landaverde and Ramón Roque.

“Here in the country the law is not enforced, officials do not comply with the Constitution and nobody has guarantees to face a process fairly and with the guarantees that must be in place,” stated Ivania Cruz, spokesperson for COFAPPES.

In September 2021, the Attorney General’s Office of the Republic issued arrest warrants against ten former officials of the administration of Professor Salvador Sánchez Cerén, among them Mauricio Landaverde, former Minister of Justice and Security, and Ramón Roque, former inspector of Penal Centers, for alleged embezzlement and arbitrary acts.

COFAPPES pointed out that on June 11, six months have passed since the Fifth Sentencing Court issued the first of three release orders in favor of the former Minister of Justice and Security and the former director general of Penal Centers.

“It is negligence and arbitrary acts that are happening in the country. Mauricio and Ramón voluntarily surrendered at that time, in other words, there was never a danger of flight or that these people wanted to become fugitives from justice,” said Cruz.

On the other hand, Cruz mentioned that to date, none of the relatives have knowledge of Landaverde’s health, as the last thing that is known is the judicial order issued by the Institute of Legal Medicine, in which a doctor recommended that Landaverde be taken out to be treated externally for a hernia “resulting from the detention.”

“The clinics inside the penal centers do not have the conditions for anyone, not even outside there are medications, let alone in the clinics of the penal centers,” she stated.

Finally, COFAPPES demanded the immediate release of Landaverde and Roque, as the time established by law for provisional detention has concluded. Likewise, that Luna complies with the judicial resolutions which “reaffirm the right to freedom.”

COFAPPES denuncia incumplimiento de órdenes de libertad de “presos políticos”

Este día, el Comité de Familiares de Presas y Presos Políticos de El Salvador (COFAPPES) denunció que el director general de Centros Penales, Osiris Luna, no ha acatado las instrucciones del Tribunal Quinto de Sentencia de San Salvador, el cual emitió en tres ocasiones órdenes de libertad para Mauricio Ramírez Landaverde y Ramón Roque.

“Aquí en el país no se cumple la ley, los funcionarios no cumplen con la Constitución y nadie tiene garantías de enfrentar un proceso de manera justa y con las garantías que se deben de tener”, declaró Ivania Cruz, vocera del COFAPPES.

En septiembre de 2021, la Fiscalía General de la República giró orden de captura en contra de diez ex funcionarios de la administración del profesor Salvador Sánchez Cerén entre los que se encontraban Mauricio Landaverde, ex ministro de Justicia y Seguridad, y Ramón Roque, ex inspector de Centros Penales, por supuesto peculado y actos arbitrarios.

El COFAPPES señaló que el día 11 de junio se cumplen seis meses desde que el Tribunal Quinto de Sentencia emitió la primera de tres órdenes de libertad a favor del exministro de Justicia y Seguridad y del exdirector general de Centros Penales.

“Es una negligencia y actos arbitrarios lo que está sucediendo en el país. Mauricio y Ramón se entregaron voluntariamente en aquel momento, es decir, en ningún momento hubo un peligro de fuga o de que estas personas quisieran ser prófugos de la justicia”, dijo Cruz.

Por otra parte, Cruz mencionó que hasta la fecha, ninguno de los familiares tiene conocimiento de la salud de Landaverde, debido a que lo último que se conoce, es la orden judicial emitida por el Instituto de Medicina Legal en la cual, un doctor recomendaba sacar a Landaverde para poder ser tratado externamente por una hernia “producto de la detención”.

“Las clínicas dentro de los centros penales no gozan de las condiciones para ninguna persona, ni siquiera afuera hay medicamentos, mucho menos en las clínicas de los centros penales”, manifestó.

Finalmente, el COFAPPES exigió la liberación inmediata de Landaverde y Roque, debido a que se concluyó el tiempo que la ley establece para la detención provisional. Asimismo, que Luna acate las resoluciones judiciales las cuales “reafirman el derecho a la libertad”.
