“The justice system has failed us so much… (we have suffered) false accusations and revenge from police officers who should be serving the population, they have left us with nothing,” says Hélmer Arsenio Corleto, 48, a farmer from Ahuachapán who was arrested on April 20, 2022 under the state of exception accused of being a gang member. Four months later, after proving that the accusation was false, he was able to leave the Mariona prison in San Salvador.
The farmer claims that his arrest was revenge by police officers from the Ahuachapán headquarters whom he sued for the theft of $675 in 2018, and that to date has led him to jail three times.
The problems for Arsenio and his family began on August 24 of that year, when several police officers arrived at their home, after allegedly receiving a report that Arsenio had an illegal weapon. They claim that during the search of the house, the police found $675 and stole it, in addition to arresting Arsenio and accusing him of shooting in the street, which they claim was false. After paying a bond, he was released 72 hours later.
“My husband had a revolver for protection because at that time the area was dangerous, but it was not registered so he handed over the weapon, but it was not enough for them and they stole money from us and told lies, because my husband was found working with eight other people, not shooting in the street as they said,”

The couple sued the police officers for the theft of the money and the false accusations; during the judicial process, the crimes were proven and the officers had to return the money they had taken.
Arsenio and Olga believed that their problems had been solved, but it was quite the opposite, since from that day on the harassment and revenge of the police began. On December 30 of the same year, a group of officers again broke into their home and arrested the farmer.
“That day they accused him of making homemade weapons to give to gang members, and they planted a weapon on him that was not his. My daughter recorded the death threats that night and we presented them as evidence. He was in jail for four days. We had to pay bail again to get him out of jail and we filed a new lawsuit,” says Olga.
In this case, the judicial process initiated in 2018 against four police officers has not yet concluded, since the trial has been suspended three times, and they have learned that one of the accused has left the country.
The family’s nightmare was repeated on April 20, 2023, already within the framework of the state of exception, when police officers took Arsenio off a minibus and arrested him for illicit groups; this time his detention lasted four months.
Currently, the family faces a difficult economic situation due to the expenses they incurred for Arsenio to regain his freedom, their crops were lost and the cows they owned were sold one by one to pay off loans and support the family.
During his last confinement, Arsenio even lost his health and lost at least 50 pounds.
“After being a plump man, he came out like a sack of bones, without hair and emaciated,” recalls Olga.
For now, the couple continues to wait for justice to be done and to be compensated for the damages caused by the arbitrary arrests and false accusations. They claim to live in fear for their safety and that of their family as they continue to receive threats.

“El sistema judicial nos ha quedado debiendo tanto… (hemos sufrido) acusaciones falsas y venganza de policías que deberían de estar al servicio de la población, nos han dejado sin nada”, afirma Hélmer Arsenio Corleto, de 48 años, un agricultor de Ahuachapán que fue capturado el 20 de abril de 2022 bajo el régimen de excepción acusado de ser pandillero. Cuatro meses después, al demostrar que la acusación no era cierta, pudo salir del penal de Mariona, en San Salvador.
El agricultor asevera que su arresto se trató de una venganza de policías de la sede de Ahuachapán a quienes demandó por el hurto de $675, en 2018, y que hasta la fecha lo ha llevado tres veces a la cárcel.
Los problemas para Arsenio y su familia iniciaron el 24 de agosto del citado año, cuando varios policías llegaron a su casa, luego de supuestamente recibir una denuncia de que Arsenio tenía un arma ilegal. Aseguran que en el registro a la vivienda los policías encontraron $675 y se los robaron, además detuvieron a Arsenio y lo acusaron de disparar en la calle, lo cual afirman era falso. Tras el pago de una fianza salió libre 72 horas después.
“Mi esposo tenía un revólver para protección porque en ese tiempo la zona era peligrosa, pero no estaba registrado por lo que les entregó el arma, pero no les bastó y nos robaron dinero y dijeron mentiras, porque a mi esposo lo encontraron trabajando junto a ocho personas más, no disparando en la calle como ellos dijeron”
Asegura Olga Galicia, esposa de Arsenio.
La pareja demandó a los policías por el hurto del dinero y las falsas acusaciones, durante el proceso judicial se comprobaron los delitos y los agentes tuvieron que devolver el dinero que se habían llevado.
Arsenio y Olga creyeron que sus problemas se habían resuelto, pero fue todo lo contrario, ya que desde ese día comenzó el acoso y la venganza de los policías. El 30 de diciembre del mismo año, un grupo de agentes volvió a irrumpir en su hogar y detuvo al agricultor.
“Ese día lo acusaron de fabricar armas hechizas para dárselas a los pandilleros, y le pusieron un arma que no era de él. Mi hija grabó las amenazas a muerte de esa noche y las presentamos como prueba. Estuvo cuatro días preso. Nos tocó pagar fianza nuevamente para sacarlo de la cárcel e interpusimos una nueva demanda” relata Olga.
En este caso, el proceso judicial iniciado en 2018 contra cuatro policías aún no ha concluido, ya que el juicio ha sido suspendido en tres ocasiones, y se han enterado que uno de los acusados se fue del país.
La pesadilla para la familia se repitió el 20 de abril de 2023, ya en el marco del régimen de excepción, cuando policías bajaron a Arsenio de un microbús, y lo capturaron por agrupaciones ilícitas; está vez su detención se extendió por cuatro meses.
Actualmente, la familia enfrenta una difícil situación económica debido a los gastos en que incurrieron para que Arsenio recuperara su libertad, sus cultivos se perdieron y las vacas que poseían fueron vendidas una a una para saldar prestamos y mantener a la familia.
Durante su último encierro, Arsenio perdió hasta la salud y rebajó al menos 50 libras de peso.
“Después de ser un hombre rollizo salió hecho un costal de huesos, sin pelo y demacrado”, recuerda Olga.
Por ahora, la pareja sigue a la espera de que se les haga justicia y se les indemnice por los daños y perjuicios que las detenciones arbitrarias y falsas acusaciones les han causado. Afirman, vivir con temer por su seguridad y la de su familia ya que siguen recibiendo amenazas.
