As of May 1, 2024, in El Salvador, there will no longer be 262 municipalities, but only 44, after the regrouping of municipalities and districts in the territory. For Guadalupe Centeno, secretary of the Federation of Municipal Workers’ Unions of El Salvador (FESITRAMES), there will be a “massive layoff” of employees in the various municipalities as a consequence of this reorganization.
FESITRAMES is in charge of 15 unions at the national level, where they make regular follow-up visits to workers in Cuscatancingo, Mejicanos, Atuquizaya, Ahuachapán, Nueva Concepción, Sonsonate, or Juayúa, among others.
In a conversation on the YouTube platform with Franklin Martínez, social communicator, Centeno reiterated that they are worried about a wave of layoffs in the new 44 municipalities; and said that “the president (Bukele) says no, that only trust positions will be removed, which are management positions, there will no longer be so many council members and mayors, all that money supposedly we are going to save”.
Indeed, in June 2023, when Nayib Bukele announced the plan that will now materialize to reorganize municipalities, he stated that “we are not proposing either the dismissal of municipal employees, those who are leaving are the trust positions”.
For Centeno, many of these management and senior positions have proven their inability in the municipalities they governed between 2021 and 2024, so “if the above is fulfilled, “if they have this notion that they are going to remove all those incapable management and senior positions, then welcome”, she expressed.
Centeno added that “the law says that all trust positions are the ones that will be removed, and administrative and operational workers are the ones who have to stay at work, according to our logic. But in practice, the same senior positions are telling workers ‘you’re going to leave, you’re going to be fired, those of us who are staying are us'”.
That’s why it would be unfair for Centeno if, in practice, municipal employees are dismissed and the same management and senior positions that have not worked or, in many cases, hold their positions “for cronyism, for white-collar connections”, are maintained.
“The one who collects the trash is not the solid waste manager, it’s the worker, the one who runs behind the truck. Who sweeps? It’s not the sweeping supervisor, the one sweeping is just another worker. Who cleans the faces of the mayors? It’s the workers. It’s not the managers, who spend their time locked up with air conditioning, smoking little papers. The same goes for senior positions,” she argued.
“They (Nuevas Ideas’ management and senior positions) have come to learn about municipalism, the one who has been there for years is the worker,” she insisted.
The union leader added that they are aware that new mayors will increase their salaries, with the argument that they will now administer larger territories, as integrated municipalities.
Regarding the work of the Federation, she said that “honestly, with these Nuevas Ideas administrations, we have not been able to establish any dialogue tables in this past period, at the national level. Instead, everyone perhaps agreed and did not give benefits to the workers. Among them, uniforms, shoes, tools, covers. The poor workers had to wear bags to cover themselves from the rain, especially the garbage collectors. The same worker had to take money from their own pocket to buy a rake, a broom, or a pack of bags”.
In contrast to the above, Centeno pointed out that “officials increased per diems and salaries, council members remained silent because they were also increased. In these past three years, these administrations did nothing, neither in favor of the worker nor for the taxpayers”, she said, criticizing the Nuevas Ideas-run municipalities.
The union leader also went back to May 1, 2021, when the current municipal administrations began, and narrated how “they started firing workers, even though they had promised not to do so. Fifteen days after taking power, they started firing workers. From that time to 3 years, judges have already given their final verdict, where these administrations are being demanded to reinstate them and pay their lost wages, and there is another ruling where it says that they must reinstate them and that municipal councils pay their lost wages because all those layoffs were arbitrary”.
She also denounced that many members of the Metropolitan Agents Corps (CAM) carry out practically bodyguard duties for council members and mayors, even providing security services at their homes or beach ranches, a task that has nothing to do with the safeguarding of municipal assets.
“Habrá despido masivo” de trabajadores en nuevas alcaldías, alerta organización sindical
A partir del 1 de mayo de 2024, en El Salvador ya no habrá 262 alcaldías, sino solamente 44, tras la reagrupación de municipios y distritos en el territorio. Para Guadalupe Centeno, secretaria de la Federación Sindical de Trabajadores Municipales de El Salvador (FESITRAMES), habrá un “despido masivo” de empleados en las diversas alcaldías, como consecuencia de esta reorganización.
FESITRAMES tiene a su cargo 15 sindicatos a nivel nacional, donde hacen constantes visitas de seguimiento a trabajadores de Cuscatancingo, Mejicanos, Atuquizaya, Ahuachapán, Nueva Concepción, Sonsonate o Juayúa, entre otros.
En plática en la plataforma YouTube con Franklin Martínez, comunicador social, Centeno reiteró que les preocupa que ocurra una ola de despidos en las nuevas 44 municipalidades; y dijo que “el presidente (Bukele) dice que no, que solo se quitará las plazas de confianza, que son las gerencias, ya no habrá tanto concejal y tantos alcaldes, todo ese dinero supuestamente lo vamos a ahorrar”.
Efectivamente, en junio de 2023, cuando Nayib Bukele dio a conocer el plan que ahora se concretará de reorganización de municipios, indicó que “no estamos proponiendo tampoco el despido de los empleados municipales, los que se van son los puestos de confianza”.
Para Centeno, muchas de esas jefaturas y gerencias han probado su incapacidad en las alcaldías que gobernaron entre 2021 y 2024, por lo que “de cumplirse lo anterior, “si ellos tienen esa noción de que van a quitar todas esas gerencias y jefaturas incapaces, pues bienvenido sea”, expresó.
Agregó Centeno que “la ley dice que todas las plazas de confianza son las que van a retirar, y los trabajadores administrativos y operativos somos los que tenemos que quedarnos trabajando, según nuestra lógica. Pero en la práctica, las mismas jefaturas le andan diciendo a los trabajadores ‘ustedes se van a ir, van a despedirlos, los que nos vamos a quedar somos nosotros'”.
Por eso para Centeno sería injusto que, ya en la práctica, sean despedidos empleados municipales y se mantengan las mismas gerencias y jefatura que no han funcionado o que, en muchos casos tienen sus cargos “por amiguismo, por cuello blanco”, señaló.
“El que anda recogiendo la basura no es el gerente de desechos sólidos, es el trabajador, el que anda corriendo detrás del camión. ¿Quién anda barriendo? No es el supervisor de barrido, el que anda barriendo es un trabajador más. ¿Quién le limpia la cara a los alcaldes? Son los trabajadores. No son los gerentes, que pasan encerrados con aire acondicionado fumando papelitos. Las jefaturas igual”, argumentó.
“Ellos (jefaturas y gerencias de Nuevas Ideas) han llegado a aprender de municipalismo, quien tiene años de estar ahí es el trabajador”, insistió.
La dirigente sindical agregó que tienen claro que los nuevos alcaldes se van a aumentar el salario, con el argumento de que ahora van a administrar territorios más grandes, al ser municipios integrados.
Sobre el trabajo de la Federación, dijo que “sinceramente, con estas administraciones de Nuevas Ideas, no logramos entablar en este periodo que pasó ninguna mesa de diálogo, a nivel nacional. Sino que todos quizás se pusieron de acuerdo y no dieron prestaciones a los trabajadores. Entre ellas uniformes, calzados, herramientas, capas. Los pobres trabajadores se tenían que poner bolsas para cubrirse de la lluvia, más que todo las personas recolectoras. El mismo trabajador tuvo que poner de su bolsillo para comprar un rastrillo, una escoba, un paquete de bolsas”.
En contraste con lo anterior, Centeno señaló que “los funcionarios se aumentaron dietas y salarios, los concejales se quedaron callados porque también les aumentaron. En estos tres años que pasaron, estas administraciones no hicieron nada, ni en favor del trabajador ni en favor de los contribuyentes”, dijo, en crítica a las alcaldías administradas por Nuevas Ideas.
La dirigente sindical también retrocedió al 1 de mayo de 2021, cuando iniciaron las vigentes administraciones municipales, y narró que “empezaron a despedir a los trabajadores, aunque habían prometido no hacerlo. A los 15 días que estaban en el poder empezaron a despedir trabajadores. De ese tiempo a 3 años, los jueces ya dieron su fallo final, donde se les está exigiendo a esas administraciones que los reinstale y que les cancele sus salarios caídos, y hay otro fallo donde dice que los reinstale y que los concejos municipales paguen sus salarios caídos, porque todos esos despidos fueron arbitrarios”.
Agregó como denuncia que muchos miembros del Cuerpo de Agentes Metropolitanos (CAM) hacen labores prácticamente de guardaespaldas para concejales y alcaldes, donde incluso brindan servicio de seguridad en sus casas o hasta ranchos de playa, una labor que nada tiene que ver con el resguardo de bienes municipales.
