The University of El Salvador (UES) continues to juggle to prevent its academic activities from stopping due to the lack of budget the institution “is drowning financially,” warned the rector, Juan Rosa Quintanilla.

Due to the budget debt that the institution has carried since 2022, UES authorities have resorted to the cancellation of programs and fear non-payment of basic services for facilities.

“As a result of the financial situation facing the UES, we have suspended the auxiliary lecture program, affecting outstanding students”, warned Rosa Quintanilla during a televised interview, stating that “if conditions do not change, we will have problems canceling basic services, especially electricity,” he said.

To date, the Ministry of Finance owes a total of $15,262,038.53 corresponding to 2022; followed by $26,934,248.71 that was added to the debt in 2023 and from the budget for the current year, $4,932,145 has already been accumulated. On numerous occasions, the authorities have pointed out the need to settle the debt of $47,128,468.24 for the functioning of the UES.

The rector said “there is a clear approach by the higher council to suspend the development of research projects due to the lack of resources to invest, and this has been the case since 2020, where resources were directed to equipment purchases.”

The lack of budgetary resources affects various aspects of the institutions’ operations since some faculties depend on the mobilization of students to carry out field practices; the lack of funds would lead to the suspension of these, and the laboratories in the Faculty of Chemistry and Pharmacy would also be affected.

Although some faculties have already started classes “there are many that require hiring part-time or temporary teachers, it is necessary to have available resources” to effectively hire personnel.

Taking into account all the mentioned factors, Rosa Quintanilla believes that the “unprecedented critical financial situation of the UES” and to solve these issues “we have proposed to improve the regulations of the financial system of the UES government, and we are preparing a team that will review the content of the regulations,” he said.

Intentions to reform Organic Law

Recently, members of the Critical Thinking Movement of the University of El Salvador (UES) spoke out against alleged intentions to reform the Organic Law. A leaked draft document proposes to reform the Law, cease the functions of the rector, vice-rectors, General University Assembly, and the University Higher Council.

Faced with this situation, the rector said “we have not been summoned to give our opinion on the alleged reform of the organic law, we have not officially been notified of such a proposal,” arguing that the draft was incomplete and could have emerged from “someone’s particular interest.”

There have been no official statements related to the issue so far.

Universidad de El Salvador “se está ahogando financieramente”, señala rector

La Universidad de El Salvador (UES) continúa haciendo malabares para no frenar sus actividades académicas debido a la falta de presupuesto la institución “se está ahogando financieramente”, advirtió el rector, Juan Rosa Quintanilla.

Debido a la deuda presupuestaria que la institución arrastra desde 2022 las autoridades de la UES han recurrido a la cancelación de programas y se teme el impago de los servicios básicos de las instalaciones.

“Producto de la situación financiera que atraviesa la UES  hemos suspendido el programa auxiliar de cátedra en donde los estudiantes sobresalientes han sido afectados”, advirtió Rosa Quintanilla a través de una entrevista televisiva sosteniendo que “si las condiciones no cambian tendremos problema de cancelación de servicios básicos, sobre todo de energía eléctrica”, señaló.

Hasta la fecha el Ministerio de Hacienda adeuda un total de $15,262,038.53 correspondiente al 2022; seguido de $26,934,248.71 que se sumaron a la deuda en 2023 y del presupuesto correspondiente al año en curso ya se ha acumulado $4,932,145. En reiteradas ocasiones las autoridades han señalado la necesidad de saldar la deuda de $47,128,468.24 para el funcionamiento de la UES.

El rector afirmó “hay un planteamiento muy claro desde el Consejo Superior de suspender el desarrollo de proyectos de investigación debido a que no hay recursos para invertir y esto viene desde 2020, donde los recursos se orientaron para compra de equipo”.

La falta de presupuesto afecta en diferentes aspectos el funcionamiento de la institución ya que algunas facultades dependen de la movilización de los estudiantes para hacer sus prácticas de campo, la falta de dinero llevaría a la suspensión de estas, también los laboratorios en la facultad de química y farmacia se verían afectados.

Aunque algunas facultades ya iniciaron clases “hay muchas que requieren la contratación de profesores de horas clases o temporales, se requiere tener la disponibilidad de recursos” para hacer efectivas las contrataciones de personal.

Tomando en cuenta todos los factores mencionados Rosa Quintanilla considera que “situación crítica en términos financieros de la UES no tiene precedente”, para solventar estos temas “hemos planteado mejorar la normativa del sistema financiero, del gobierno de la UES, estamos preparando un equipo que revisará el contenido de la misma”, señaló.

Intenciones de reformar Ley Orgánica

Recientemente integrantes del Movimiento de Pensamiento Crítico de la Universidad de El Salvador (UES) se pronunciaron ante las presuntas intenciones de reformar la Ley Orgánica, un documento filtrado en calidad de borrador plantea reformar la Ley, el cese de las funciones del rector, vicerrectores, Asamblea General Universitaria y el Consejo Superior Universitario.

Ante esta situación el rector afirmó “no hemos sido convocados para dar opinión sobre la supuesta reforma a la ley orgánica, nosotros oficialmente no hemos sido notificados de forma oficial de dicha propuesta” argumentando que el borrador se encontraba incompleto y podría haber surgido por “el interés particular de alguien”.

De forma oficial no han surgido declaraciones relacionadas al tema.
