“There is a situation of fear, it’s normal, we all have that feeling,” said the magistrate of the Supreme Electoral Tribunal (TSE), Julio Olivo, referring to some situations that could be conditioning the judgment, reasoning, and votes on the part of the magistrates of the collegiate body.
Olivo explained that many of the TSE officials do not speak publicly about various situations for fear of reprisals.
“As an official, I am harassed. I go to any institution, for example, the Treasury, you go to ask for a solvency certificate, but they see that it’s Julio Olivo, and they can’t give it to me when I don’t owe taxes,” he hypothetically exemplifies.
He assured that he does not mention real and more serious situations because he prefers to reserve the right to avoid things being taken out of context.
In that sense, Olivo assured that this Supreme Electoral Tribunal might be reasoning its votes, regarding accepting presidential candidacies, with fear. “One must have the courage to say that, too many things happen here,” he said.
Doubts about the vote abroad
The magistrate also referred to the process for voting abroad. He claims that the main fear is that double votes will be cast, meaning that with the reforms that allow voting with expired DUIs (Unique Identity Documents) and passports, people might vote twice.
“This lends itself to people being able to vote with their passport abroad, and with their DUI inside the country,” he asserted. However, he emphasized that it is the responsibility of the company and the computer system, in charge of this process, to ensure that this does not happen.
Moreover, according to Olivo, the collegiate institution has had to carry out a purge with a large number of passports issued by the General Directorate of Migration and Foreigners (DGME) because they presented many inconsistencies, among which he mentioned the following:
- Passports without DUI backing (it is unknown whether they are adults or children).
- Passports with a DUI number that does not exist in the National Registry of Natural Persons.
- Passports without personal data.
- Passports of deceased persons.
- Passports of incarcerated individuals.
Magistrado Julio Olivo asegura que hay miedo en el TSE al momento de emitir votos
“Hay una situación de miedo, es normal, todos tenemos ese sentimientos”. Así lo aseguró el magistrado del Tribunal Supremos Electoral (TSE), Julio Olivo, al referirse sobre algunas situaciones que podrían estar condicionando el juicio, razonamiento y votos por parte de los magistrados del ente colegiado.
Olivo explicó que muchos de los funcionarios del TSE no hablan públicamente sobre diversas situaciones por temor a represalias.
“Yo como funcionario soy acosado. Llego a cualquier institución, por ejemplo Hacienda, usted llega a pedir una solvencia, pero ven que es Julio Olivo, y no me la pueden dar cuando yo no debo impuestos”, ejemplifica hipotéticamente el magistrado.
Aseguró que no menciona situaciones reales y de mayor gravedad, ya que prefiere reservarse el derecho para evitar que las cosas se salgan de contexto.
En ese sentido, Olivo aseguró que este Tribunal Supremo Electoral puede estar razonando sus votos, en cuanto a aceptar candidaturas presidenciales, con temor. “Hay que tener la valía para decir eso, aquí suceden demasiadas cosas”, dijo.
Dudas con el voto en el exterior
El magistrado también se refirió al proceso para realizar el voto en el exterior. Asegura que el principal miedo que existe es que se emitan dobles votos, es decir, que con las reformas que permiten votar con DUI y pasaportes vencidos, las personas puedan votar en dos ocasiones.
“Esto se presta a que las personas puedan votar con su pasaporte en el exterior, y con su DUI dentro del país”, aseveró. Sin embargo, enfatizó que es responsabilidad de la empresa y el sistema informático, encargados de este proceso, garantizar que eso no suceda.
Además, según Olivo, por parte de la institución colegiada han tenido que realizar una depuración con gran cantidad de pasaportes emitidos por la Dirección General de Migración y Extranjería (DGME) debido a que presentaban muchas inconsistencias, entre las que mencionó las siguientes:
- Pasaportes sin respaldo de DUI (no se sabe si son adultos o niños).
- Pasaportes con número de DUI que no existe en el Registro Nacional de las Personas Naturales.
- Pasaportes sin datos personales.
- Pasaportes de personas fallecidas.
- Pasaportes de privados de libertad.
