“Form a group of moms and go look for her,” was the response that the National Civil Police (PNC) reportedly gave yesterday to the mother of the minor found dead this Tuesday, in the populous area of La Campanera, in Soyapango.
Residents of this place blame the authorities for refusing to search for the minor, missing since yesterday afternoon, when the mother reported it at the local police station.
“They told the policeman: ‘There, they saw the girl go into that alleyway’, but they did nothing and told her (the policemen): ‘Form a group of moms and go look for her’. I know it’s 72 hours to file a report, but I imagine that’s for an adult, but a child? A child is a helpless minor, they had to act quickly. What was the point of this show? Now the girl is lifeless, perhaps last night they would have found the girl alive, and that criminal who did this,” was the complaint of Elizabeth Tobar, one of the mothers of La Campanera.
Tobar states that she has lived there for 25 years, and despite the previous delinquency, a similar situation had never occurred. She and other mothers from the area are outraged at the murder of a 7-year-old girl, who was previously kidnapped. Neighbors indicate that there are usually soldiers at the entrance, three or four, and policemen at the local station, but they do not patrol.
“People here organized themselves to search for the girl, they asked for support (from the authorities) and did not give it. Today that the situation has occurred everyone comes… they say that childhood is protected, it’s a lie,” this mother reproached.
The search for the minor, identified as Melissa H., began yesterday at 4:00 PM, when she was supposedly left playing on the sidewalk outside her house. “The lady (the girl’s mother) was at the police station and they say that only two policemen went down with her, she and other moms went looking, since she has a son, he and friends went looking, they told her to form a group of moms and with a megaphone they were searching for her,” Carolina told Diario El Mundo, about the finding of the minor.
The neighbors who supported the search for the girl, claim that they went until 3:00 AM in this task, but not until 7:00 AM, was the minor’s body found inside a sack, hands tied, without clothes. The girl was found in the park in the middle of the alleyway, near the house where she lived with her mom and brother.
“We lament because she is a girl, she’s my grandchildren’s classmate, hardworking in school. She’s a good student, got along with all the classmates, she was present in every activity we were in,” expressed Mrs. María Portillo.
Fear
Neighbors point out that given the barbarity occurred with the minor, they prefer to prevent their children from going out on the streets and ask for more surveillance by the authorities “one on each block,” expressed a parent.
They affirm that usually children go out to play in the parks and fields of the area, because the houses are small and there is no space to play, and it’s common for the children of each alleyway to play outside.
“It’s very unfair that they are killing children, I won’t even let mine go out to school anymore…,” noted a resident.
La Campanera has been heavily besieged by the gang Barrio 18, Southern faction. Since the deployment of the Territorial Control Plan and subsequently the state of emergency, it became the authorities’ target to affirm that they have regained control of the territories.
The recent September closed with 11 official murders, about 115 violent deaths so far this year.
Habitantes de La Campanera reclaman que PNC no quiso buscar a menor desaparecida
“Haga un grupo de mamás y vayan a buscarla”, fue la respuesta que la Policía Nacional Civil (PNC) habría dado ayer a la progenitora de la menor encontrada muerta este martes, en el populoso reparto La Campanera, de Soyapango.
Los habitantes de este lugar reclaman a las autoridades haberse negado a buscar a la menor desaparecida desde ayer en la tarde, cuando la madre denunciara en el puesto policial de la zona.
“Le dijeron al policía: ‘Ahí vieron que la niña se metió en ese pasaje’, pero ellos no hicieron nada y le dijeron (los policías): ‘Haga un grupo de mamás y vayan a buscarla’. Yo sé que son 72 horas para dar la denuncia, pero imagino que, a uno de adulto, pero ¿un niño? Un niño es un menor incapaz, tenían que actuar rápido ¿Para qué vienen a hacer ese show? Ya la niña está sin vida, anoche tal vez la habrían encontrado con vida a la niña, y a ese malhechor que hizo eso”, fue el reclamo de Elizabeth Tobar, una de las madres de familia de La Campanera.
Tobar afirma que tiene 25 años de vivir en el lugar, y a pesar de la delincuencia que antes había, una situación similar nunca había ocurrido. Ella y otras madres de familia del lugar están indignadas ante el asesinato de una niña de 7 años, que previamente fue privada de libertad. Los vecinos indican que habitualmente hay militares en la entrada de esta, tres o cuatro, y policías en el puesto del lugar, pero no patrullan.
“Las personas aquí se organizaron para buscar a la niña, pidieron el apoyo (a las autoridades) y no lo dieron. Hoy que ya se dio la situación si viene todo mundo… dicen que la niñez está protegida, es mentira”, reprochó esta madre.
La búsqueda de la menor identificada como Melissa H., empezó ayer a las 4:00 de la tarde, cuando presuntamente se había quedado jugando en la acera de su casa. “La señora (mamá de la niña) estuvo en la policía y dicen que solo dos policías bajaron con ella, ella con otras mamás anduvieron buscando, como tiene un hijo, él y los amigos anduvieron buscando, le dijeron haga un grupo de mamás y con megáfono la andaban buscando”, relató Carolina a Diario El Mundo, ante el hallazgo de la menor.
Los vecinos que apoyaron la búsqueda de la niña, afirman que llegaron hasta las 3:00 de la madrugada en esa labor, pero hasta las 7:00 de la mañana, el cuerpo de la menor fue encontrada al interior de un saco, atada de manos, sin ropa. La niña fue encontrada en el parque en medio del pasaje, cerca de la casa donde vivía con su mamá y su hermano.
“Lamentamos porque es una niña, es compañera de mis nietos, trabajadora en el colegio. Es una buena alumna, se llevaba con todos los compañeritos, en toda actividad que estábamos ahí estaba la niña”, manifestó la señora María Portillo.
Temor
Los vecinos señalan que ante la barbarie ocurrida con la menor prefieren evitar que sus hijos salgan a la calle y piden más vigilancia de las autoridades “uno en cada cuadra”, externó un padre de familia.
Afirman que generalmente los niños salen a jugar a los parques y canchas de la zona, porque las casas son pequeñas y no hay espacio para jugar, y que es habitual que los niños de cada pasaje jueguen afuera.
“Es muy injusto que estén matando a los niños, al mío no lo dejo salir ni a la escuela que vaya ya…”, acotó un habitante.
El Reparto La Campanera ha sido fuertemente asediado por la pandilla Barrio 18, facción Sureños, y desde el despliegue del Plan Control Territorial y posteriormente el régimen de excepción, se convirtió en el blanco de las autoridades para afirmar que han recuperado el control de los territorios.
Septiembre reciente cerró con 11 asesinatos, oficiales, cerca de 115 muertes violentas en lo que va del año.
