Citizen Action presented a report demonstrating that, with the reduction of municipalities driven by the Executive, and if the results of the upcoming municipal elections were similar to those of 2021, Nuevas Ideas would obtain 85% of the mayoralties nationwide.
“The new distribution of municipalities would grant the Nuevas Ideas party more than 85% of the total mayoralties, expanding the concentration of power into a single political party,” the report points out.
It adds that “just as with the reduction of seats within the Legislative Assembly, the reduction of municipalities seeks to create the conditions for territorial control; at the same time, it seeks to prevent the loss of municipal power of the ruling party due to the poor management observed in some of its municipalities.”
Eduardo Escobar, executive director of AC, stated that “if the 2021 results occur and Nuevas Ideas wins that percentage of municipalities, it means the party has territorial control of the country. This control would be increased, because it must be acknowledged that the party has the majority of municipalities controlled, but with this change, that percentage of control would increase.”
For Escobar, this increase in control would imply an impact on territorial development. “It would have an impact on the financial management of the municipalities. All of that would be under the control of the ruling party. It already has control of municipal works funds through the DOM (Directorate of Municipal Works). Now the party would expand that control in the municipalities with the results that could occur in 2024 if they are similar to 2021.”
Lastly, Escobar stated that with 85% of municipalities under the control of a single party, a single discourse would be consolidated. “A single discourse could end up being consolidated. The president’s discourse that would be replicated in the municipalities, because the tendency for them to replicate what the government says and completely lose autonomy could be consolidated. They could become sounding boards for the executive to enhance the president’s figure.”
Reducir municipios buscaría concentrar poder del oficialismo
Acción Ciudadana presentó un informe en el que demuestra que, con la reducción de municipios impulsada por el Ejecutivo y si los resultados de las próximas elecciones municipales fueran similares a los de 2021, Nuevas Ideas obtendría el 85 % de alcaldías a nivel nacional.
“La nueva distribución de los municipios le otorgaría al partido Nuevas Ideas más del 85 % del total de las alcaldías, ampliando la concentración de poder en un solo partido político”, apunta el informe.
Agrega que “igual que con la reducción de escaños dentro de la Asamblea Legislativa, la reducción de municipios busca generar las condiciones para el control del territorio; al mismo tiempo que busca evitar la pérdida del poder municipal del partido oficial frente a la mala gestión observada en algunas de sus municipalidades”.
Eduardo Escobar, director ejecutivo de AC afirmó que “si se dan los resultados de 2021 y Nuevas Ideas gana ese porcentaje de municipalidades, significa que el partido tiene el control territorial del país. Se vería incrementado ese control que tienen, porque hay que reconocer que el partido tiene la mayoría de municipalidades controladas, pero con el cambio ese porcentaje de control aumentaría”.
Para Escobar, ese incremento en el control implicaría un impacto en materia de desarrollo territorial. “Tendría un impacto en el manejo financiero de las municipalidades. Todo eso estaría bajo control del partido oficial. Ya tiene control de los fondos de las obras municipales por medio de la DOM (Dirección de Obras Municipales). Ahora el partido ampliaría ese control en los municipios con los resultados que podrían darse en 2024 si son similares a los de 2021”.
Finalmente, Escobar afirmó que con el 85 % de municipalidades bajo control de un mismo partido se consolidaría un discurso único. “Podría terminar de consolidarse un discurso único. El discurso del presidente que se replicaría en las municipalidades, porque podría consolidarse la tendencia a que repliquen lo que dice el gobierno y pierdan completamente la autonomía. Pueden convertirse en cajas de resonancia del ejecutivo para acrecentar la figura del presidente”.
