After five months of inactivity, the Committee on Environment and Climate Change met for less than 15 minutes to approve, without reading it, the work report from the Ministry of Environment and Natural Resources. It was a mere formality.
For the FMLN congresswoman, Dina Argueta, the committee could address various environmental issues in the country, but she regretted that it does not meet frequently.
“We cannot be not holding sessions and only have been convened today to review the work report,” said Argueta.
However, for the ruling party congresswoman who chairs the Committee, Sandra Martínez, with less than 15 minutes of session after five months, she boasted that they are working “a lot” on environmental matters.
“It’s regrettable that the Committee on Environment isn’t contributing laws to benefit the population and the environment. We only have this country, and we must take care of it,” lamented the congressman from the ARENA faction, Mauricio Linares.
Secret report approved
On July 26th, the head of the Ministry of Environment delivered the 2022-2023 work report of the institution, and this Thursday it was the legislative Committee’s turn to review the report. However, without this document being made public by the ministry or from the official portal of the Legislative Assembly, its reading and review were omitted. The Nuevas Ideas faction already had a draft approval proposal for the report without even a public reading. Nuevas Ideas agreed on its approval. The read opinion detailed that the work report was approved regarding its format or order.
“It believes that the work report from the Ministry of Environment and Natural Resources meets each of the established requirements; it contains the executive summary, goals, results, work plan, details of the assigned and executed budget, pending tasks, and status of the favored sectors of management,” it was agreed.
“It is very regrettable to see that only central power actions are being automated,” lamented Linares.
Nuevas Ideas avala informe del ministerio de Medio Ambiente sin estudiarlo
Después de cinco meses sin labores la Comisión de Medio Ambiente y Cambio Climático se reunió en menos de 15 minutos para aprobar, sin su respectiva lectura, el informe de labores del ministerio de Medio Ambiente y Recursos Naturales. Fue un mero trámite.
Para la diputada del FMLN, Dina Argueta, hay diversos temas de problemáticas ambientales en el país que la comisión podría tratar, pero lamentó esta no sesione con frecuencia.
“No puede ser que no estemos sesionando y que hoy solo hayamos sido convocados para ver el informe de labores”, dijo Argueta.
Pero para la diputada oficialista que preside la Comisión, Sandra Martínez, con menos de 15 minutos de sesión luego de cinco meses, se jactó asegurando que se está trabajando “mucho” en temas ambientales.
“Es lamentable que la Comisión de Medio Ambiente no esté aportando leyes para el beneficio de la población y el medio ambiente. Solo tenemos este país y tenemos que cuidarlo”, lamentó el diputado de la fracción de ARENA, Mauricio Linares.
Informe clandestino aprobado.
El pasado 26 de julio el titular del ministerio de Medio Ambiente hizo entrega del informe de labores 2022-2023 de la institución, y este jueves correspondía a la Comisión legislativa estudiar dicho informe.
Sin embargo, sin que este documento sea público desde el ministerio o desde el portal oficial de la Asamblea Legislativa, se omitió su lectura y estudio.
La fracción de Nuevas Ideas ya tenía lista una redacción de propuesta de aprobación del informe sin si quiera su lectura pública. Nuevas Ideas acordó su aprobación.
El dictamen que sí fue leído detalló que se aprobaba el informe de labores en tanto a la forma u orden del mismo.
“Considera que el informe de labores del ministerio de Medio Ambiente y Recursos Naturales cumple con cada uno de los requisitos establecidos, el mismo contiene el resumen ejecutivo, metas, resultados, plan de trabajo, detalle del presupuesto asignado y ejecutado, obras pendientes y estado de los sectores favorecidos de la gestión”, se acordó..
“Es muy lamentable que se vea que solamente se está automatizando las acciones del poder central”, lamentó Linares.
