The Legislative Assembly will request from the Executive the same $57.6 million for its 2024 budget as it did for 2023, even though half of the next term will consist of fewer deputies, and consequently, a reduced number of advisers and collaborators.
Ernesto Castro, president of the Legislative Assembly, stated that the 2024 budget request will be “exactly the same as we’ve been working with these past years.” The current budget for 2023 is $57.6 million.
Castro responded to comments about the next budget request, reacting on social media by saying, “the confusion or blatant lie from some is to believe that because there are no longer 24 deputies, the ideal would be to reduce institutional employees’ salaries by 30%,” or to no longer “spend on institutional security.”
The current deputies will conclude their duties in 2024, and the next legislature will only have 60 deputies, i.e., 24 fewer seats, fewer advisors, and fewer party employees; this follows the approval of electoral reforms by the deputies of Nuevas Ideas.
“The deputies of the Assembly earn a little more than $3,000 a month on average, plus amounts from AFP, ISSS, among others. An approximate total of $4,000 each. If we add the $14,000 it costs the institution per legislator for staff, technical assistance, offices, transport, representation expenses, etc., the total is $18,000,” said Castro.
“Now, let’s multiply this by the 24 deputies who won’t be there next year, totaling $432,000 per month. Next year, for 8 months, there will only be 60 deputies (since the reduced Assembly would start in May), so we’d multiply the $432,000 by 8, and the total savings is over $3.4 million, just in 2024,” he added.
However, there was no breakdown of the amounts received according to the Salary Law.
The legislature’s President receives a salary of $3,210.29, plus representation expenses of $1,657.14, and transportation and communication expenses of $914.29.
The Vice President receives a salary of $2,825.15, plus representation expenses of $1,481.71, and transportation and communication expenses of $914.29.
Secretaries receive a salary of $2,562, plus representation expenses of $1,371.43, and transportation and communication expenses of $914.29.
A parliamentary group coordinator’s salary is $2,568.58, plus representation expenses of $1,371.43, and transportation and communication expenses of $914.29.
“Wasn’t reducing the number of deputies meant to save money?”
For Claudia Ortiz, VAMOS deputy, the fact that the Assembly will have the same budget amount next year demonstrates the inconsistency in the government’s discourse. “Wasn’t the reduction in deputies meant to save money?” the opposition deputy asked.
“On one hand, the official narrative was that the reduction in deputies was to save money… now they say the budget will be the same. There’s no coherence, and it becomes evident that the reduction in deputies wasn’t to satisfy the Salvadoran population’s desire to not spend too much public money on the operation of the Legislative Assembly, but rather to limit the diversity of political parties and leave the people without options,” Ortiz pointed out.
Asamblea no se reducirá el presupuesto 2024, pese a que habrá menos diputados
La Asamblea Legislativa requerirá al Ejecutivo para su presupuesto de 2024 los mismos $57.6 millones que pidió para este 2023, esto pese a que la mitad del próximo periodo estará conformado por menos diputados y, por ende, una cantidad reducida de asesores y colaboradores.
El presidente de la Asamblea Legislativa, Ernesto Castro, aseguró que para el presupuesto 2024 solicitarán “exactamente lo mismo con lo que hemos trabajado estos años”. Este 2023 su presupuesto vigente es de $57.6 millones.
Castro se refirió a los comentarios referentes a la solicitud de la próxima petición de presupuesto, a lo que reaccionó en redes sociales diciendo que “la confusión o la mentira burda de algunos es creer que porque ya no hay 24 diputados, lo ideal sería que se le reste un 30 % de salario a los empleados institucionales”, o que ya no “gasten en seguridad institucional”.
Los actuales diputados concluirán sus funciones el próximo 2024 y la próxima legislatura solo tendrá 60 diputados, es decir, 24 curules menos, menos asesores y menos empleados de fracciones; esto tras la aprobación de reformas electorales por parte de los mismos diputados de Nuevas Ideas.
“Los diputados de la Asamblea ganan un poco más de $3,000 al mes en promedio, más los montos de AFP, ISSS, entre otros. Un total aproximado de $4000 por cada uno. Si a eso le sumamos $14,000 que le cuesta administrativa y técnicamente a la institución cada legislador, por su personal, asistencia técnica, oficinas, transporte, gastos de representación, etc. son en total $18,000”, expuso Castro.
“Ahora, multipliquemos esto por 24 diputados, que ya no estarán el próximo año, nos da un total de $432,000 al mes. El otro año, durante 8 meses habrá solo 60 diputados (ya que la nueva Asamblea reducida entraría hasta mayo) por lo que habría que multiplicar esos $432,000 por 8, y el total del ahorro es de más de $3.4 millones, solo en 2024”, añadió.
Sin embargo, no se hizo un detalle de los montos percibidos de acuerdo a la Ley de Salarios.
El Presidente del legislativo devenga un salario de $3,210.29, más gastos de representación por $1,657.14, más el pago de gastos de transporte y comunicación por $914.29.
El o la vicepresidenta recibe un salario de $2,825.15, más gastos de representación por $1481.71, más el pago de gastos de transporte y comunicación por $914.29.
Los secretarios reciben un salario de $2,562, más gastos de representación por $1,371.43 más el pago de gastos de transporte y comunicación por $914.29.
En el caso de un coordinador de grupo parlamentario su salario es de $2568.58, más gastos de representación por $1371.43, más el pago de gastos de transporte y comunicación por $914.29.
“¿Reducir la cantidad de diputados no era para ahorrar?”
Para Claudia Ortiz, diputada de VAMOS, el hecho de que la Asamblea tenga el mismo monto de presupuesto el otro año pone en evidencia que el discurso del oficialismo. “¿Reducir la cantidad de diputados no era para ahorrar?”, se pregunta la legisladora de oposición.
“Por un lado, en la narrativa oficial la reducción de diputados era para ahorrar… ahora se dice que el presupuesto va a ser el mismo. Realmente no hay una coherencia y quedaría en evidencia de que la reducción de diputados no ha sido para complacer un deseo de la población salvadoreña de que no se gaste demasiado dinero público en el funcionamiento de la Asamblea Legislativa, sino que ha sido para que no haya diversidad de partidos políticos y dejar a la gente sin opciones”, señaló Ortiz.
