Attorney and electoral issues expert, Ruth Eleonora López, questioned the recent announcement of President Nayib Bukele about reducing the number of municipalities in the country from 262 to 44 and the number of deputies from 84 to 60.
The head of the anti-corruption unit at Cristosal also pointed out that this measure “has a strictly electoral connotation,” something that, according to the expert, is part of the President’s agenda given the municipal and deputies elections next year.
“Firstly, we must determine that the reduction of municipalities has a strong impact on the citizenry, but also has a strong impact on the electoral process, which has already started, and changing electoral rules, amid a process, brings implications and breaches of rights,” López explained through a video published on her social networks.
Although the president did not explain the implications of this decision on the 2024 electoral event, he did ask the deputies that the reduction of municipalities and deputies be approved before the elections so that this policy would influence the electoral process.
Because of this, which could be considered as a change to the electoral rules (fewer mayors and fewer deputies to vote for), the lawyer points out that even people who were already registered to participate in the process are having their rights violated “because the rules were changed halfway.”
In this sense, López also points out that “it is important to note that these rules were changed to benefit one of the competitors. We are facing a dishonest player who wants to change the rules to benefit himself in the middle of the electoral process.”
Similarly, according to the expert, the reduction in the number of deputies is due to President Bukele’s intentions to concentrate power. She also believes that “in both reforms, it is evident that there is fear on the part of the president and his ruling party that, with the current rules, they will not get the same results they obtained in the 2021 elections.”
On the other hand, regarding the announcement of the fight against corruption, Ruth Eleonora López points out that “the president uses this only as an election campaign resource,” so in the end, “it will end up being more of the same, as there is no commitment to fight against corruption and promote transparency” in the country.
The above is because several officials and former officials close to the president have been accused of corruption and have even appeared on the List of Corrupt and Anti-Democratic Actors, known as the Engel List, prepared by the United States Department of State.
This list includes his Presidential Commissioner, Carolina Recinos; Legal Secretary, Conan Castro; Minister of Labor, Rolando Castro; Director of Penal Centers, Osiris Luna; former Minister of Security, Rogelio Rivas and former Minister of Agriculture, Pablo Anliker.
In response to this, international relations expert Napoléon Campos also expressed that the president’s announcement is unnecessary in the context of the country: “It doesn’t matter whether there are 262 municipalities or 44 if El Salvador is being led by Mr. Bukele and his deputies of Nuevas Ideas to ruin and hunger; it doesn’t matter if they continue to dismantle democracy and violate the Constitution and Human Rights,” he wrote.

La abogada y experta en temas electorales, Ruth Eleonora López, cuestionó el reciente anuncio del presidente Nayib Bukele acerca de reducir la cantidad de municipios en el país a 44, de 262, y también el número de diputados de 84 a 60.
La también jefa de la unidad anticorrupción de Cristosal señaló que esta medida “tiene una connotación estrictamente electoral”, algo que según la experta forma parte de la agenda del Presidente de cara a las elecciones municipales y de diputados del próximo año.
“En primer lugar hay que determinar que la reducción de municipios tiene un fuerte impacto sobre la ciudadanía, pero además tiene un fuerte impacto sobre el proceso electoral, que ya inició, y la modificación de reglas electorales, en medio de un proceso, trae implicaciones y vulneraciones de derechos”, explicó López a través de un vídeo publicado en sus redes sociales.
Aunque el mandatario no explicó cuáles serán las implicaciones de esta decisión en el evento electoral de 2024, sí solicitó a los diputados que la reducción de municipios y diputados se apruebe antes de los comicios, por lo que esta política sí tendría influencia en el proceso electoral.
Debido a esto, que podría considerarse como una modificación a las reglas electorales (menos alcaldes y menos diputados por los que votar), la abogada señala que incluso a las personas que ya estaban inscritas para participar en el proceso se les están violando sus derechos “porque a medio camino les cambiaron las reglas”.
En este sentido, López también apunta que “es importante anotar que estas reglas fueron cambiadas para favorecer a uno de los competidores. Estamos frente a un jugador tramposo que en medio del proceso electoral quiere cambiar las reglas para favorecerse”.
Asimismo, la reducción del número de diputados, según la experta, obedece a las intenciones del presidente Bukele por concentrar el poder, y también considera que “en ambas reformas se evidencia cómo hay temor por parte del presidente y su partido de gobierno de que, con las reglas actuales, no obtengan los mismos resultados que obtuvieron en las elecciones de 2021”.
Por otro lado, con respecto al anuncio del combate a la corrupción, Ruth Eleonora López señala que “el presidente utiliza esto únicamente como recurso de campaña electoral”, por lo que “al final terminará siendo más de lo mismo, pues no hay un compromiso para combate a la corrupción y de favorecer la transparencia” en el país.
Lo anterior debido a que varios funcionarios y exfuncionarios cercanos al presidente han sido señalados por actos de corrupción e, incluso han aparecido en la Lista de Actores Corruptos y Anti Democráticos, conocida como Lista Engel, y que es elaborada por el Departamento de Estado de los Estados Unidos.
En esta lista han aparecido su Comisionada Presidencial, Carolina Recinos, el Secretario Jurídico, Conan Castro, el Ministro de Trabajo, Rolando Castro, el Director de Centros Penales, Osiris Luna, el exministro de Seguridad, Rogelio Rivas y el exministro de Agricultura, Pablo Anliker.
Ante esto, el experto en relaciones internacionales, Napoléon Campos, también expresó que el anuncio del mantadario es innecesario en el contexto del país: “Da igual 262 municipios o 44 si El Salvador es llevado por el Sr. Bukele y sus diputados de Nuevas Ideas a la ruina y al hambre; da igual si siguen desmantelando la democracia, y violando la Constitución y los Derechos Humanos”, escribió.
