During Thursday night, several properties of former president Alfredo Cristiani were raided and seized by the Attorney General’s Office (FGR). This was announced by President Nayib Bukele during his four-year government speech, and without specifying details about the judicial processes and crimes attributed to him.
Bukele said that the operation is being carried out in three properties of the former president, two of them located in Lake Coatepeque and in Santa Elena, Antiguo Cuscatlán. Also in a drugstore in the capital.
Without guarantees of due process, Bukele said that the Prosecutor’s Office would undertake the expropriation of the properties of the former leader of the ARENA party, who held the presidential mandate from 1989 to 1994, after the signing of the Peace Accords.
In his speech in the Assembly, Bukele announced a “war against corruption”, but did not mention the officials of his government who are on the Engel List of Corrupt and Anti-Democratic Actors. Bukele also spoke of “building a jail for the corrupt,” just as they have built the penal center for gang members.
The Attorney General, Rodolfo Delgado, pointed out that the extinguishment of ownership is a first phase in the process against former president Cristiani, and that in a second phase the search and prosecution mechanisms against him will be activated.
He added that a total of 156 properties, 42 vehicles and 15 financial products are being seized. The total amount of assets to be seized is $10,620,210.24, added the Prosecutor’s Office.
Delgado said that he will also proceed against a financial institution that he did not identify and that would have provided Cristiani with funds recently.
The Attorney General added that former Defense Minister David Munguía Payés will be charged for the crime of money and asset laundering, since, according to ongoing investigations, he has allegedly committed acts of corruption during the periods in which he held public office.
Regarding Bukele’s announcement, congresswoman Marleni Funes of the FMLN pointed out that it was the opportunity for the president to also announce that the 12 cases of corruption found by the CICIES would be investigated, likewise she said “he would have taken advantage of the fact that he had the officials involved (in possible acts of corruption) to mention them and ask for the investigation”.
“If they really want to eliminate corruption in our country, they should start by making public the execution of public funds, as it should be and not under reserve,” he said.
“Every case of corruption should be investigated without exception. What we see in our country is that acts of corruption are judged when (the officials) have already left power, the question is if this war against corruption that has been announced tonight will apply to all without exception or if it will only apply to some sectors and not to others”, said Claudia Ortiz of the Vamos party.

Durante la noche de este jueves, varias propiedades del expresidente Alfredo Cristiani son allanadas e incautadas por la Fiscalía General de la República (FGR). Así lo anunció el presidente Nayib Bukele durante su discurso de cuatro años de gobierno, y sin precisar detalles sobre los procesos judiciales y delitos que se le atribuyen.
Bukele señaló que el operativo se realiza en tres propiedades del exmandatario, dos de estas ubicadas en el lago de Coatepeque y en Santa Elena, Antiguo Cuscatlán. Así también en una droguería en la capital.
Sin garantías de debido proceso, Bukele dijo que la Fiscalía emprendería extinción de dominio a las propiedades del exdirigente del partido ARENA, quien tuvo el mandato presidencial en el periodo de 1989 a 1994, tras la firma de los Acuerdos de Paz.
En su discurso en la Asamblea, Bukele anunció una “guerra contra la corrupción”, pero no mencionó a los funcionarios de su gobierno señalados en Lista Engel de Actores Corruptos y Antidemocráticos. Bukele también habló de “construir una cárcel para los corruptos”, así como han construido el centro penal para pandilleros.
El Fiscal General, Rodolfo Delgado, señaló que la extinción de dominio es una primera fase en el proceso que se lleva contra el expresidente Cristiani, y que en una segunda fase se activarán los mecanismos de búsqueda y procesamiento penal en su contra.
Agregó que se están incautando un total de 156 propiedades, 42 vehículos y 15 productos financieros. El total de los bienes a materializar asciende a un monto de $10,620,210.24, agregó la Fiscalía.
Delgado dijo que procederá también contra una institución financiera que no identificó y que le habría facilitado fondos a Cristiani recientemente.
El Fiscal General añadió que se acusará al exministro de Defensa David Munguía Payés por el delito de lavado de dinero y activos, pues, según las investigaciones que se desarrollan, ha cometido presuntamente actos de corrupción durante los periodos en los que ocupó cargos públicos.
Sobre el anuncio de Bukele, la diputada Marleni Funes del FMLN señaló que era la oportunidad para que el presidente también anunciara que se investigarían los 12 casos de corrupción encontrados por la CICIES, así mismo dijo “hubiera aprovechado ya que tenía a los funcionarios involucrados (en posibles actos de corrupción) de mencionarlos y pedir la investigación”.
“Si de verdad quieren eliminar la corrupción en nuestro país debería de empezar por hacer públicos la ejecución de fondos públicos, como debe ser y no bajo reserva”, sentenció.
“Toda caso de corrupción debe investigarse sin excepción. Lo que vemos en nuestro país es que se juzgan actos de corrupción cuando (los funcionarios) ya han salido del poder, la pregunta es si esta guerra contra la corrupción que se ha anunciado esta noche va aplicar a todos sin excepción o solo va aplicar a unos sectores y a otros no”, opinó Claudia Ortiz del partido Vamos.
