The Municipal Works Directorate (DOM) hired the Mexican company Gallo Hermanos Constructores for $33.6 million to rebuild the San Miguelito market in San Salvador. Still, according to an extensive report published by the digital medium FOCOS, the company has abandoned the work.

According to the investigation, the owner of the Mexican company created a “twin company” in El Salvador with the help of the Secretary of the San Martín City Hall, Marlon Cabrera Lemus, from Nuevas Ideas, which would have been in charge of the works from November 2022 until in February of this year the DOM took the project away from the Mexican company for alleged breach of contract.

“The company did not have enough resources, abandoned the project, and expects to be paid about half a million dollars for the work done on the still unfinished work,” the publication says.

The reconstruction of the San Miguelito market was granted to Gallo Hermanos Constructores after the fire that consumed the important capital supply center in September 2021.

The DOM opened a bid to rebuild the San Miguelito market on August 4, 2022, and even published a notice in Costa Rica in the newspaper La Nación. Still, the mayor of San Salvador, Mario Durán, did not explain why they sought a foreign company for this work.

The fire that ended more than half of the San Miguelito market occurred on September 22, 2021, and, according to the same tender published by the DOM, its works could finish at the beginning of 2024.

According to FOCOS’s investigation for more than three months, “the DOM ignored its law by hiring a company that did not have the capacity or the resources to operate in El Salvador. To circumvent this obstacle, the owner of the Mexican company created a company with a similar name and a Salvadoran partner: the municipal secretary Marlon Cabrera Lemus”.

FOCOS claims that they contacted Francisco Gallo Palmer, Mexican owner of the company Gallo Hermanos Constructores, who confirmed that he won the tender for the work he participated in and his link with Cabrera Lemus but assured FOCOS that “all the process was done in order,” and about the failures to not continue with the project, he pointed to the Directorate of Municipal Works.

It adds that the company “only managed to demolish the structure that survived the September 2021 fire but then abandoned the work due to difficulties accessing more resources”.

The DOM decided that it would pay him for the demolition he did. Gallo Palmer assured me that the agreed amount is $425,000.

The publication records that in Mexico, the company Gallo Hermanos Constructores was questioned for irregularities in constructing a judicial building in 2017 by the Superior Audit of Michoacán.

DOM contrató a empresa mexicana para reconstruir mercado San Miguelito y deja abandonada la obra

La Dirección de Obras Municipales (DOM) contrató por $33.6 millones a la empresa mexicana Gallo Hermanos Constructores para reconstruir el mercado San Miguelito, en San Salvador, pero la empresa ha dejado abandonada la obra, según un amplio reportaje que publicó el medio digital Focos.

De acuerdo a la investigación, el dueño de la mexicana creó una “empresa gemela” en El Salvador con ayuda del secretario de la Alcaldía de San Martín,  Marlon Cabrera Lemus, de Nuevas Ideas, la cual se habría encargado de las obras desde noviembre de 2022 hasta que en febrero de este año la DOM le quitó el proyecto a la empresa mexicana por el presunto incumplimiento de contrato.

“La empresa no contaba con suficientes recursos, abandonó el proyecto y espera que le paguen cerca de medio millón de dólares por los trabajos realizados en la obra aún inconclusa”, dice en la publicación.

La reconstrucción del mercado San Miguelito fue otorgado a Gallo Hermanos Constructores, tras el incendio que consumió el importante centro de abastos capitalino en septiembre de 2021.

La DOM abrió licitación para reconstruir el mercado San Miguelito el 4 de agosto de 2022, e incluso publicó un aviso en Costa Rica en esa fecha, en el periódico La Nación; pero el alcalde de San Salvador, Mario Durán, no explicó por qué buscaron una compañía extranjera para esta obra.

El incendio que acabó con más de la mitad del mercado San Miguelito ocurrió el 22 de septiembre de 2021 y, según la misma licitación publicada por la DOM, sus obras podrían finalizar a inicios de 2024.

De acuerdo a la investigación de Focos por más de tres meses, “la DOM ignoró su propia ley al contratar a una empresa que no contaba con la capacidad ni los recursos suficientes para operar en El Salvador. Para sortear este obstáculo, el dueño de la empresa mexicana creó una empresa con similar nombre junto a un socio salvadoreño: el secretario municipal Marlon Cabrera Lemus”.

El medio afirma que contactó a Francisco Gallo Palmer, dueño mexicano de la compañía Gallo Hermanos Constructores, quien les confirmó que ganó la licitación de la obra en la que participó y su vínculo con Cabrera Lemus, pero aseguró a Focos que “todo el proceso se hizo en orden” y sobre las fallas para no seguir con el proyecto señaló a la Dirección de Obras Municipales.

Agrega que la empresa “únicamente alcanzó a demoler la estructura que sobrevivió el incendio de septiembre de 2021, pero que luego abandonó la obra por dificultades para acceder a más recursos”.

La DOM resolvió que le pagará por la demolición que hizo. Gallo Palmer aseguró que el monto acordado es de $425,000.

La publicación consigna que en México, la empresa Gallo Hermanos Constructores fue cuestionada por irregularidades en la construcción de un edificio judicial en 2017 por la Auditoría Superior de Michoacán.
