Thanks to his effective propaganda strategy, not limited to the national level, Nayib Bukele has managed to transcend borders. Especially countries with severe problems of violence and crime, like Honduras and Colombia, turn their gaze to El Salvador. Far-right politicians from Colombia mention him by name, and some even announce trips to see closely and “learn” from what has been done here. The model implemented by Bukele is simple and familiar: it follows recipes already applied by authoritarian governments of the past. Still, it adds the ingredient of new information technologies, which significantly speed up fake news and amplify its impact. If you want Bukele’s success in security matters, follow the pocket manual of any autocrat. There’s no mystery.
The first thing to guarantee is good social backing. Then, a state of exception is declared to push aside human rights and apply a hard hand. Concurrently, purchase or remove the backward prosecutors and judges who want to apply the law and are guided by democratic principles, replacing them with employees who do not contradict the leader’s will, who are so loyal that they call white to black if he says so. Jail all those who do not serve the ends of the officialdom but do not touch those with whom they reach agreements under the table. Instead, protect them and the officials who negotiate with them.
A media strategy must accompany every action of the security cabinet. Each one, no matter how small, so people believe and defend that it is necessary to violate human rights in exchange for tranquility. Complementarily, hatred is stirred against criminals, stripping them of their human condition so that even the most devout Christians applaud that they are mistreated and exterminated. As an extra advantage, the exception regime will allow checking those who criticize and oppose the regime’s measures; it will be enough to invent a case for them and imprison them. In addition, they manipulate official statistics and deny all information. Do not count as homicides the findings of bones in clandestine graves, those killed in prisons, or those killed in confrontations with law enforcement forces.
In the process, innocent people will be caught. But this will serve to sow fear in the rest of the population, who will prefer to remain silent for fear of being locked up in a prison hell without the right to defense or family visits. The state of exception will be renewed in aeternum. As long as the war against criminals continues, there will be leeway to do whatever you want, as people will be paying attention to the government’s achievements, not its vices and miseries. The granted criticisms of human rights defenders, both from within and outside the country, are answered by accusing their authors of supporting criminals and being enemies of the people. The ruler must demonstrate that he is willing to fight everyone for the good of his country. Although democratic governments will look at him in a bad light, the ordinary people will applaud.
In conclusion, if politicians from other countries come to observe how the officialdom has triumphed, they will discover nothing different from what in other times and regions authoritarian politicians have, except for social networks, which have the power to make a dilapidated hut perceived as a castle.

Instrucciones para autócratas
Gracias a su eficaz estrategia propagandística, no limitada al ámbito nacional, Nayib Bukele ha logrado trascender fronteras. Sobre todo países con serios problemas de violencia y criminalidad, como Honduras y Colombia, vuelven su mirada a El Salvador. Políticos de la ultraderecha de Colombia lo citan con nombre y apellido, y algunos hasta anuncian viajes para ver de cerca y “aprender” de lo hecho acá. Lo cierto es que el modelo implementado por Bukele no es muy complicado ni nuevo: sigue recetas ya aplicadas por gobiernos autoritarios del pasado, pero sumando el ingrediente de las nuevas tecnologías de la información, que imprimen gran velocidad a las noticias falsas y amplifican su impacto. Si se quiere tener el éxito de Bukele en materia de seguridad, basta seguir el manual de bolsillo de cualquier autócrata. No hay misterio.
Lo primero a garantizar es un buen respaldo social. Luego se decreta estado de excepción para hacer a un lado los derechos humanos y aplicar mano dura. Paralelamente, se compra o remueve a los fiscales y jueces retrógrados que quieran aplicar la ley y se guíen por principios democráticos, sustituyéndolos por empleados que no contradigan la voluntad del mandatario, que sean tan leales que llamen negro al blanco si él lo dice. Se mete a la cárcel a todos aquellos que no sirvan para los fines del oficialismo, pero no se toca a aquellos con los que alcancen pactos bajo la mesa. Más bien se les protege, así como a los funcionarios que negocien con ellos.
Cada acción del gabinete de seguridad debe estar acompañada de una estrategia mediática. Cada una, por pequeña que sea, a fin de que la gente crea y defienda que es necesario violar derechos humanos a cambio de tener tranquilidad. Complementariamente, se atiza el odio contra los criminales, despojándolos de su condición humana de modo que hasta el más cristiano aplauda que se les maltrate e incluso extermine. Como ventaja extra, el régimen de excepción permitirá meter en cintura a los que critiquen y adversen las medidas del régimen; bastará inventarles un caso y hacer planear sobre ellos la posibilidad de encarcelarlos. Además, se manipula la estadística oficial y se niega toda información. No se contabilizan como homicidios los hallazgos de osamentas en fosas clandestinas, ni los asesinados en centros penales, ni los muertos en los enfrentamientos con fuerzas del orden.
En el proceso, habrá gente inocente capturada. Pero ello servirá para sembrar miedo en el resto de la población, que preferirá guardar silencio por temor a ser encerrada en un infierno carcelario sin derecho a defensa ni a visita familiar. El estado de excepción se renovará in aeternum. Mientras la guerra contra los criminales siga en marcha, habrá mano libre para hacer lo que venga en gana, pues la gente estará prestando atención a los logros del Gobierno, no a sus vicios y miserias. Las seguras críticas de defensores de derechos humanos, tanto de dentro como fuera del país, se contestan acusando a sus autores de apoyar criminales y ser enemigos del pueblo. El gobernante debe demostrar y dejar claro que por el bien de su país está dispuesto a pelearse con todos. Si bien los Gobiernos democráticos lo verán con malos ojos, la gente de a pie aplaudirá.
En definitiva, si políticos de otros países vienen a observar cómo ha triunfado el oficialismo, no descubrirán nada diferente a lo que en otras épocas y regiones han hecho políticos autoritarios, a excepción de las redes sociales, que tienen el poder de hacer que una cabaña desvencijada se perciba como un castillo.
