Ernesto Castro, President of the Legislative Assembly, met this weekend with the Chairman of the Foreign Affairs Committee of the State Duma of the Federal Assembly of Russia, Leonid Slutsky, a visit that, according to experts, is “concerning” and will not go unnoticed by the US Government.
According to Ernesto Castro, who reported through his Twitter account, Slutsky’s arrival was to discuss “issues of parliamentary interest and benefit for our people” without further detail.
Slutsky is a controversial figure. He is the leader of the ultra-nationalist Liberal Democratic Party of Russia (LDPR). This party welcomed arms dealer Viktor Bout, known as “the merchant of death,” into its ranks last December.
Bout spent 14 years in prison in the United States on charges of arms trafficking, money laundering, and conspiracy to murder Americans. Although the sentence imposed on him in 2008 was 25 years, Bout was released at the end of 2022 after Russia and the United States agreed on an exchange between him and basketball star Brittney Griner, who was arrested in Moscow on drug trafficking charges. “I want to thank Viktor Anatolievich (Bout) for the decision he has made and welcome him to the ranks of the best political party in present-day Russia,” Slutsky exclaimed last December when handing Bout his new membership card.
Despite its name, the LDPR has shown loyalty to the Kremlin and has demanded since its foundation in 1991 that Russia reconquer the countries that made up the former Soviet Union.
When asked about the visit, international politics expert analyst Napoleon Campos said: “Highlighting the figure that Slutsky is and what he represents makes it very concerning that he was received in the country by none other than the president of the legislative body. I do not doubt that congressmen and governments of democratic countries will take note.”
Ricardo Valencia, assistant professor at California State University, considered that Slutsky’s protocol visit aims to keep Bukele neutral regarding Russia, something that benefits Putin. He also agreed that the Pentagon would note the visit.
“Bukele now presents himself as a militant opponent of the most popular bipartisan policy in the United States, the policy on Russia,” he said. The former ambassador of El Salvador to the United Nations, Rubén Zamora, added that Bukele is trying to cling to countries that show him openness “because the vast majority of the democratic world turns its back on him.” “He is following the manual of the dictators we have in the region: Daniel Ortega, Maduro, Trump,” he added.

Según informó Ernesto Castro a través de su cuenta de Twitter, la llegada de Slutsky fue para conversar sobre “temas de interés parlamentario y de beneficio para nuestros pueblos”, sin mayor detalle.
Slutsky es una figura polémica. Es líder del ultranacionalista Partido Liberal-Demócrata de Rusia (LDPR), una formación que en diciembre pasado, acogió como miembro entre sus filas al traficante de armas Viktor Bout, conocido como “el mercader de la muerte”.

A pesar de su nombre, el LDPR se ha mostrado leal al Kremlin y ha demandado desde su fundación, en 1991, que Rusia reconquiste los países que conformaban la antigua Unión Soviética.
Consultado sobre la visita, el analista experto en política internacional Napoleón Campos, señaló: “Destacar la figura que es Slutsky y lo que representa vuelve muy preocupante que haya sido recibido en el país ni más ni menos que por el presidente del órgano legislativo. No dudo tomen nota los congresistas y gobiernos de países democráticos”.
Ricardo Valencia, profesor asistente de la Universidad Estatal de California, consideró que la visita protocolaria de Slutsky busca que Bukele mantenga su posición neutral sobre Rusia, algo que favorece a Putin. Además, coincidió en que la visita será apuntada por el Pentágono.
“Bukele se muestra hoy como un contrario militante a la política bipartidista más popular en Estados Unidos, la política sobre Rusia”, indicó. El exembajador de El Salvador ante las Naciones Unidas, Rubén Zamora, agregó que Bukele trata de aferrarse a los países que le muestran apertura “porque la gran mayoría del mundo democrático le da la espalda”. “Está siguiendo el manual de los dictadores que tenemos en la región: Daniel Ortega, Maduro, Trump”, agregó.
