Representatives of the Victims of the Regime Movement (MOVIR) held a meeting on Tuesday, April 11, with the Deputy Prosecutor for the Defense of the Rights of Migrant Persons and Citizen Security, Ana Ruth Lara, to whom they requested the report that the Human Rights Defense Office (PDDH) will provide to the vice presidency of the Republic on the situation of those deprived of liberty during the state of exception.
At this meeting, according to MOVIR spokespeople, Lara would have confirmed that the authorities have denied them the required information on the current situation. “They don’t give them all the information they ask for,” said Samuel Ramírez, a movement representative.
The prosecutor also reportedly told them that the human rights defender institution needs to be heard by Public Security authorities. “She (the prosecutor) acknowledged that they are not listened to by the regime’s authorities either,” Ramírez shared.
When asked for the report that the PDDH will prepare on visits to prisons in the country, the official replied that it “has not yet been prepared” and that, for this reason, they could not provide any document. “So we don’t know if it’s true that they have it or if they deny it to us. We can’t be sure of anything,” Ramírez mentioned.
The PDDH press team was asked about the statements made by the MOVIR representatives, but there was no official response at the time of this report.
The Attorney General’s Office posted on its Twitter account about the meeting held with relatives of detainees, in which they explained the internal procedures followed by the institution regarding the complaints received.
MOVIR representatives have also questioned the silence of the current prosecutor, Raquel Caballero de Guevara, on several occasions, regarding the human rights violations of those deprived of liberty.
After her first 100 days in charge of the institution, RamÃrez stated that they do not fully endorse Caballero’s work because they have yet to see “concrete results. He said they had not been informed if they had already visited the penitentiaries, but they are asking for the PDDH to speak out about what they have denounced.
MOVIR has approached different institutions to intercede for the prisoners captured during the regime. In February, they asked the General Directorate of Penitentiaries authorities to enable visits to the prisons. Their latest action was a request for a meeting with the Political Commission of the Legislative Assembly, to which there has yet to be a response.
Procuraduría para la Defensa de Derechos Humanos no recibe información sobre situación en cárceles
Representantes del Movimiento de Víctimas del Régimen (MOVIR) sostuvieron una reunión el martes 11 de abril con la procuradora Adjunta para la Defensa de los Derechos de las Personas Migrantes y Seguridad Ciudadana, Ana Ruth Lara, a quien le solicitaron el informe que la Procuraduría para la Defensa de Derechos Humanos (PDDH) le proporcionará a la vicepresidencia de la República sobre la situación de los privados de libertad durante el régimen de excepción.
En esta reunión, según afirmaron voceros del MOVIR, Lara les habría confirmado que las autoridades les han negado información requerida sobre la situación actual. “No les dan la información que ellos piden en su totalidad”, dijo Samuel Ramírez, representante del movimiento.
La procuradora también les habría comentado que la institución defensora de derechos humanos no es escuchada por autoridades de Seguridad Pública. “Ella (procuradora) reconoció que ellos tampoco son escuchados por las autoridades del régimen”, compartió Ramírez.
Al solicitarle el informe que la PDDH elaborará sobre las visitas a las cárceles en el país, la funcionaria les respondió que este “aún no ha sido elaborado” y que por esa razón no les podían entregar ningún documento. “Entonces no sabemos si es cierto que lo tienen o es que realmente nos lo están negando. No podemos asegurar nada”, mencionó Ramírez.
Se consultó al equipo de prensa de la PDDH sobre las declaraciones brindadas por los representantes del MOVIR, pero al cierre de esta nota no hubo una respuesta oficial.
La Procuraduría publicó en su cuenta de Twitter sobre la reunión sostenida con familiares de privados, en la que explicaron sobre los procedimientos internos que siguen en la institución con respecto a las denuncias recibidas.
Los representantes del MOVIR también han cuestionado en diferentes ocasiones el silencio de la actual procuradora, Raquel Caballero de Guevara, ante las violaciones a los derechos humanos de los privados de libertad.
Tras sus primeros 100 días al frente de la institución, Ramírez afirmó que no avalan al 100% el trabajo de Caballero porque no han visto “resultados concretos”. Dijo que a ellos no les han informado si ya hicieron vistas a lo centros penales, pero lo que piden es que la PDDH se pronuncie respecto a lo que ellos han denunciado.
El MOVIR se ha presentado a diferentes instituciones para interceder por los reos capturados durante el régimen. En febrero solicitaron a las autoridades de la Dirección General de Centros Penales habilitar visitas en las cárceles y la última acción fue la petición de reunión con la Comisión Política de la Asamblea Legislativa, de la cual no hay respuesta.
