The reforms to the Directorate of Municipal Works (DOM) promoted by Nayib Bukele’s government gives this entity the power to go into debt without any limit. Among the regulations that were received in the last plenary session is a proposed amendment to the Law of Creation of the DOM. The justification given for this action is that it will expand the financial capacity of the institution so that it can fulfill the objective of “being the State authority responsible for the execution of investment projects”.

Economist Rafael Lemus said that beyond the DOM, he thinks that “the Government has been leaving this type of institutions like this, like aircraft carriers, where they perform their function and add competences to them and today they even end up adding the power to issue bonds, finance, etc. and the entity falls into this scheme”.

The specialist remarked that since the pandemic “Bukele’s government has been looking to open financing drawers (bitcoin, international organizations and debt) and it can be seen that it is a monster that gets into debt and never quenches its thirst”.

Expertos señalan: Obras municipales peligran si la DOM se endeuda sin límites

Las reformas a la Dirección de Obras Municipales (DOM) impulsadas por el gobierno de Nayib Bukele dan la facultad a dicha entidad para que pueda endeudarse sin ningún límite. Entre las normativas que fueron recibidas en la última sesión plenaria se incluye una propuesta de enmienda a la Ley de Creación de la DOM con la justificación de que ampliará la capacidad financiera de la institución para que pueda cumplir con el objetivo de “ser la autoridad del Estado responsable de la ejecución de proyectos de inversión”.

El economista Rafael Lemus dijo que más allá de la DOM, él aprecia que “el Gobierno ha estado dejando así este tipo de instituciones, tipo portaaviones, donde hacen su función y les agrega competencias y hoy termina hasta metiendo la facultad de hasta emitir bonos, financiar, etc. y la entidad cae en ese esquema”.

El especialista remarcó que desde la pandemia “el gobierno de Bukele anda buscando abrir gavetas de financiamiento (bitcoin, organismos internacionales y deuda) y se ve que es un monstruo que se endeuda y nunca se le calma la sed”.
