Economists consulted on what the Fiscal Transparency figures show pointed out that the Fund for the Economic and Social Development of Municipalities (FODES) increased without an explanation from the Executive. The specialists recalled that the Legislative Assembly approved in 2021, at the government’s request, a new FODES law that reduced the allocation for this fund. From 10 % of the State’s current revenues it went to 1.5 %.
“What was originally budgeted for funding to municipalities ($97.6 million) corresponds to 1.5 % of current revenues. The reality of the municipalities, which have found themselves in financially complicated scenarios, has forced them to modify the amount allocated. So, the modifications show a negative result of having implemented the FODES reform and the lack of planning and articulation between the national government and the local governments”, considered José Luis Magaña, economist and member of the AltavozES collective.
On another note, for the 2023 budget, the Ministry of Finance allocated, and the Assembly approved, $101 million for FODES. This figure is in line with the law, but is below the 2022 antecedent.
The budget execution of the Directorate of Municipal Works (DOM) in 2022, on the other hand, leaves doubts. Not only because the amount that the Treasury transferred to it is less than the amount delivered in FODES, but also because economists agree on the lack of transparency with which the institution operates.

Los especialistas recordaron que la Asamblea Legislativa aprobó en 2021, a petición del gobierno, una nueva ley del FODES que redujo la asignación para este fondo. Del 10 % de los ingresos corrientes del Estado pasó a 1.5 %.
“Lo presupuestado originalmente para financiamiento a municipalidades ($97.6 millones) corresponde al 1.5 % de los ingresos corrientes. La realidad de las alcaldías, que se han visto en panoramas complicados financieramente, ha obligado a ir modificando el monto asignado. Entonces, las modificaciones muestran un resultado negativo de haber implementado la reforma del FODES y la falta de planificación y articulación entre el gobierno nacional y los gobiernos locales”, consideró José Luis Magaña, economista y miembro del colectivo AltavozES.
Por otro lado, para el presupuesto de 2023, el Ministerio de Hacienda asignó, y la Asamblea aprobó, $101 millones para FODES. Dicha cifra responde a la ley, pero está por debajo del antecedente de 2022.
La ejecución presupuestaria de laDirección de Obras Municipales (DOM) en 2022, por otra parte, deja dudas. No solo porque el monto que Hacienda le transfirió es menor al entregado en FODES sino también porque los economistas coinciden en la falta de transparencia con que la institución opera.
