A student of the National Institute of Santa Ana was beaten and threatened by soldiers who entered to “patrol” inside the educational facilities because the young man had long hair.
The incident was reported last September 28 to the Santa Ana departmental office of the Human Rights Ombudsman’s Office, which after conducting the respective investigations, determined that the events occurred as reported anonymously.
As a result of the above, last Thursday, the head of the police delegation of Santa Ana, commissioner Douglas Vladimir Rivas Hernandez, issued a memorandum to all the sub-delegations of that department to refrain from entering the educational facilities and to refrain from harassing the students of the same.
“Referring to the case, the Santa Ana Human Rights Ombudsman’s Office resolves that the violation of the human right to personal safety by intimidation to the detriment of INSA students is established…” reads in part the document signed by commissioner Rivas Hernandez, dated January 12 of this year.
According to the memorandum, groups of three soldiers “belonging to the Armed Forces” entered the National Institute of Santa Ana daily.
Once they were inside the facilities, they used to stand guard at the doors of the classrooms; then they went to the sector known as “el Industrial,” which is also part of INSA, where on September 28, they took out a student to beat him because he had long hair.
After the beating, they told him they did not want to see him with long hair.
According to the complaint, entry to the educational facilities was a practice that members of the police force also carried out.
Following the investigation of the case by the PDDH, which verified the violation of the human right to personal security due to the intimidation exercised by the military and police, the police chief of Santa Ana has ordered that the army and the police “refrain from continuing with the practice of entering the institute.
Likewise, the police chief has ordered the police and military to refrain from retaliating against the students above when they leave these facilities and from committing any intimidation against INSA’s educational community.
Publicly, the National Civil Police and the Armed Forces have not reported any actions taken against the soldiers responsible for beating the Santana student.
According to reports from human rights organizations, during the emergency regime, there has been an increase in human rights violations by the military and police against the civilian population.

Un alumno del Instituto Nacional de Santa Ana fue golpeado y amenazado por soldados que ingresaban a “patrullar” al interior de las instalaciones educativas, por el hecho de que el joven andaba el cabello largo.
El hecho fue denunciado el pasado 28 de septiembre ante la oficina departamental de Santa Ana, de la Procuraduría para la Defensa de los Derechos Humanos, entidad que luego de realizar las respectivas investigaciones, determinó que los hechos ocurrieron tal como fueron denunciados de manera anónima.
A raíz de lo anterior, el pasado jueves, el jefe de la delegación policial de Santa Ana, comisionado Douglas Vladimir Rivas Hernández, emitió un memorando a todas las subdelegaciones de ese departamento, para que se abstengan de ingresar a las instalaciones educativas y que se abstengan de hostigar a los estudiantes de la misma.
“Referente al caso, la Procuraduría para la Defensa de los Derechos Humanos Santa Ana resuelve que se da por establecida la violacion al derecho humano a la seguridad personal por intimidación en perjuicio de los estudiantes del INSA…”, reza en parte el documento firmado por el comisionado Rivas Hernandez, de fecha 12 de enero de este año.
De acuerdo con la relación del caso que hace el mencionado memorando, grupos de tres soldados “pertenecientes a la Fuerza Armada” ingresaban todos los días al Instituto Nacional de Santa Ana.
Una vez que estaban dentro de las instalaciones, solían montar guardia en las puertas de las aulas de clases, luego se dirigían al sector conocido como “el Industrial”, que también es parte del INSA, donde el 28 de septiembre sacaron a un estudiante para golpearlo porque tenía el cabello largo.
Luego de la golpiza le dijeron que no lo querían ver con el cabello largo.
Según la denuncia, el ingreso a las instalaciones educativas era una práctica que también realizaban miembros de la corporación policial.
A raíz de la investigación del caso por parte de la PDDH, que comprobó la violación del derecho humano a la seguridad personal debido a la intimidación que ejercían militares y policías, el jefe policial de Santa Ana ha ordenado que militares y policías “se abstengan de continuar con lo práctica de ingresar a ese instituto.
Así también, el jefe policial ha ordenado a policías y militares que no vayan a tomar represalias en contra de los referidos estudiantes al salir de esas instalaciones y que se cometa cualquier acto de intimidación contra la comunidad educativa del INSA.
Públicamente, la Policía Nacional Civil y la Fuerza Armada no han informado sobre acciones que han sido tomadas contra los soldados responsables de haber golpeado al estudiante santaneco.
De acuerdo con reportes de organizaciones que velan por los derechos humanos, durante el régimen de excepción se han incrementado la violación de derechos humanos por parte de militares y policías en contra de la población civil.
