Vice President Félix Ulloa claims that many people do not understand the current “democracy” in El Salvador under the “strong leadership” of President Nayib Bukele, characteristic of a “complex democracy of the XXI Century,” said the official.
This is how Ulloa refutes the accusations of different national and international organizations that see in Bukele’s presidential administration a drift towards “dictatorial authoritarianism.”
The ruler controls all the powers of the State and, in May 2021, ordered his deputies to dismiss the Attorney General and the magistrates of the Constitutional Chamber to impose others who enabled his immediate reelection, even though the Constitution prohibits it.
For the last ten months, he has suspended several constitutional rights to maintain El Salvador in a permanent regime of exception that has been denounced as a violation of human rights by international and national entities.
“Many people do not understand what is happening. They qualify it as dictatorial governments when it is about the exercise of democracy, of strong leadership; they are complex democracies of the 21st century”, argued Ulloa in an interview with TCS.
He pointed out that an exhaustive study must be made to understand what is happening in El Salvador because, in Ulloa’s opinion, what Bukele is carrying out is only the mandate given to him by the citizenry when they elected him president on February 28, 2019.
“First, they accused him of being a dictator, authoritarian, and human rights violator; he is exercising the mandate. When the people grant Bukele that supremacy, it is the will of the people, never in a country since 1964 when the proportional representation model came in, had he won the majority in the Assembly.”

However, the other side of the coin was revealed yesterday by Ovidio Mauricio of Tutela Legal and Celia Medrano, an expert in human rights.
“We are facing a police state that promotes fraud, that violates human rights, that is called torture,” said Mauricio in a forum held by Tutela Legal, Dr. Maria Julia Hernandez.
On the other hand, Ulloa also said that it had not been defined if he would propose himself as a candidate for reelection to the position of Vice President since Bukele would have to resign from the post six months before the election due to his interest to be reelected in 2024 and Ulloa would have to assume the presidency.
“As it is an unprecedented case, it is not regulated; the Constitution regulates that the one who must separate from office is the President; for the Vice President, it does not put that condition. The only condition set by the Chamber in 2021 is that the vice president cannot run for the vice presidency if the president is running”, he informed.

Félix Ulloa dice que Bukele es “de una democracia compleja del Siglo XXI”
El vicepresidente Félix Ulloa afirma que mucha gente no comprende la actual “democracia” que se vive en El Salvador, bajo un “liderazgo fuerte” del presidente Nayib Bukele, característico de una “democracia compleja del Siglo XXI”, afirmó el funcionario.
Así intenta rebatir Ulloa los señalamientos de distintas organizaciones nacionales e internacionales que ven en la gestión presidencial de Bukele una deriva hacia el “autoritarismo dictatorial”.
El gobernante controla la totalidad de los poderes del Estado y en mayo de 2021 ordenó a sus diputados que destituyeran al Fiscal General y a los magistrados de la Sala de lo Constitucional, para imponer a otros que habilitaron su reelección inmediata, pese a que la Constitución lo prohíbe.
Desde hace 10 meses ha suspendido varios derechos constitucionales para mantener a El Salvador en un régimen de excepción permanente que ha sido denunciado de violatorio a los derechos humanos por entidades internacionales y nacionales.
“Mucha gente no entiende lo que está pasando. Lo califican de gobiernos dictatoriales cuando se trata del ejercicio democrático, de un liderazgo fuerte, son democracias complejas del siglo XXI”, argumentó Ulloa en entrevista con TCS.
Señaló que se debe hacer un estudio exhaustivo para comprender lo que está pasando en El Salvador, pues a criterio de Ulloa lo que Bukele está realizando es únicamente el mandato que le dio la ciudadanía al elegirlo presidente el 28 de febrero de 2019.
“Primero lo acusaron de dictador, autoritario y violador de derechos humanos, lo que se está es ejerciendo el mandato. Cuando a Bukele el pueblo le otorga esa supremacía, es la voluntad del pueblo, nunca en un país desde 1964 que entró el modelo de representación proporcional, había ganado la mayoría en la Asamblea”

Sin embargo, la otra cara de la moneda la revelaron ayer mismo, Ovidio Mauricio, de Tutela Legal y Celia Medrano, experta en derechos humanos.
“Estamos ante un Estado policíaco que promueve el fraude, que violenta los derechos humanos, eso se llama tortura”, manifestó Mauricio en un Foro realizado por Tutela Legal, Dra. María Julia Hernández.
Por otra parte, Ulloa también dijo que no se ha definido si él se propondrá como candidato a la reelección del cargo de Vicepresidente, ya que Bukele tendría que renunciar al puesto seis meses antes de la elección por su interés de ser reelecto en 2024 y Ulloa tendría que asumir la presidencia.
“Como es un caso inédito no está regulado, la Constitución regula que quien debe separarse del cargo es el Presidente, para el vicepresidente no le pone esa condición. La única condición que puso la Sala en 2021 es que el vicepresidente no se puede presentar como candidato a la vicepresidencia, si el presidente va corriendo”, informó.
