El Salvador will once again submit to the scrutiny of the Committee against Torture of the United Nations (UN) after more than ten years since its last report. It will do so in the context of a regime of exception that has been in place in the country for eight months and has generated multiple complaints of human rights violations, according to complaints from social organizations and defenders.
The Committee is currently holding its 75th session in Geneva, Switzerland, headquarters of the UN. According to its calendar, the review of the report of the Salvadoran State will take place on November 17 and 18. For those days, the members of the Committee will hear representatives of civil society organizations and governmental representation. However, the latter has already informed us that it will not attend in person but will appear online.
Janeth Martinez, a lawyer of Cristosal, said that they would also put on the table the problems generated by the exception regime, with the more than 56,000 captured so far and the deaths of prisoners.
“The officials have only cataloged them (the deaths) as collateral damage or margins of error, without explaining to the families or carrying out a real investigation into the causes of the deaths,” said Martinez, who emphasized the denunciations they have received about many deaths that have occurred after the inmates were tortured.

El Salvador volverá a someterse al escrutinio del Comité contra la Tortura de la Organización de las Naciones Unidas (ONU) después de más de 10 años de haber brindado su último informe. Lo hará en el marco de un régimen de excepción que ya lleva ocho meses en el país y que ha generado múltiples denuncias de vulneraciones a derechos humanos, según denuncias de organizaciones sociales y defensores.
El Comité realiza actualmente su sesión número 75 en Ginebra, Suiza, sede de la ONU, y según su calendario la revisión del informe del Estado salvadoreño se realizará los días 17 y 18 de noviembre. Para esos días los miembros del Comité escucharán a representantes de organizaciones de la sociedad civil y a la representación gubernamental, aunque esta última ya informó que no acudirá presencialmente, sino que comparecerá en línea.
Janeth Martínez, abogada de Cristosal, dijo que también pondrán sobre la mesa la problemática generada por el régimen de excepción, con las más de 56,000 capturadas hasta el momento y las muertes de privados de libertad.
“Los funcionarios únicamente lo han catalogado (las muertes) como daños colaterales o márgenes de error, sin explicar a las familias ni hacer una investigación real sobre las causas de las muertes”, expuso Martínez, quien hizo hincapié en las denuncias que han recibido sobre muchas muertes que han sucedido después que los reos fueron torturados.
