On that occasion, 13 of the magistrates voted to authorize the surrender of this ringleader to U.S. authorities. Still, Pérez Chacón asked to reverse that decision after the Court engaged in a debate to ensure that his constitutional rights as a Salvadoran were protected when deciding on the extradition of Edwin Mauricio Rodríguez Torres.

Un reportaje realizado por El Diario de Hoy, publicado en julio de 2021, informaba que a poco más de mes de haber sido impuesto como magistrado de la Sala de lo Constitucional, José Ángel Pérez Chacón tomó protagonismo en la Corte Plena del 10 de junio, cuando se debatió sobre la extradición de dos delincuentes reclamados por Estados Unidos e intentó revertir la votación con la que se había decidido extraditar a uno de ellos.
Según el reportaje, se trataba de las peticiones de extradición de Armando Eliú Melgar Díaz, el “Blue” o “Cliper”, reclamado por el Tribunal del Distrito Este de Virginia, donde está acusado de intentar asesinar a una salvadoreña.
En esa ocasión, 13 de los magistrados votaron para autorizar la entrega de este cabecilla a las autoridades estadounidenses, pero Pérez Chacón pidió revertir esa decisión luego de que a la hora de decidir la extradición de Edwin Mauricio Rodríguez Torres, la Corte se enfrascó en un debate para asegurar, según ellos, que se le protegieran derechos constitucionales como salvadoreño.
