Leonor Arteaga: “We have seen the same recipe of illegitimate reelection in Honduras, Nicaragua, andVenezuela.”
Leonor Arteaga, a Salvadoran lawyer and part of the Due Process Foundation, considers that it is not an original idea of the president of the Republic to seek reelection despite the Constitution prohibiting it.
Leonor Arteaga, a Salvadoran lawyer and director of the Impunity and Serious Human Rights Violations unit of the Due Process of Law Foundation (DPLF), considers that it is not an original idea of the president of the Republic to seek reelection even though the Constitution prohibits it.
This is given the announcement Nayib Bukele made last September 15, when he said he would seek reelection in February 2024, even though the Constitution openly and explicitly prohibits it.
Arteaga argues that this script has been seen before. Likewise, he sees similar characteristics in the rhetoric and caudillismo behavior of Nayib Bukele and the instrumentalization and capture of the justice system.
“Here, the important thing is also to insist that this is not a novel idea of Bukele. This is in addition to other strategies already well known by other dictators or other presidents who have been against the rule of law. We have seen this same recipe of illegitimate reelection in Nicaragua, Honduras, Venezuela, and at the time in,Bolivia and Ecuador. President Bukele is following an authoritarian drift, taking the bad examples of the region,and we already know how that story ends. Many of these presidents at some point have faced national and international justice.”
“Another characteristic is that they usually rely heavily on repression, the idea of force and absolute power. This generally implies a powerful alliance with the armed forces; we have also seen this in the case of El Salvador.
The third characteristic of all these presidents, which is also very clear in the case of Bukele, is a dismantling of the justice system. On the one hand, to armor themselves, and on the other hand, because in this way, they control the population itself. It is the idea that justice will only work for those who dissent from power.”

Leonor Arteaga, abogada salvadoreña y directora de la unidad de Impunidad y Graves Violaciones a Derechos Humanos de la Fundación para el Debido Proceso (DPLF por sus siglas en inglés), considera que no es una idea original del presidente de la República buscar la reelección a pesar de que la Constitución se lo prohíba.
Esto, ante el anuncio hecho por Nayib Bukele el pasado 15 de septiembre, cuando dijo que buscará la reelección en febrero de 2024 a pesar de que la Constitución se lo prohíbe abierta y explícitamente.
Arteaga sostiene que este guión ya se ha visto anteriormente. Asimismo, ve características similares en la retórica y el comportamiento caudillista de Nayib Bukele y la instrumentalización y captura del sistema de justicia.
“Aquí lo importante es que también insistir en que esta no es una idea novedosa de Bukele. Esto se suma a otras estrategias ya muy conocidas por otros dictadores o por otros presidentes que han estado en contra del Estado de Derecho. Hemos visto esta misma receta de reelección ilegítima en Nicaragua, en Honduras, en Venezuela y en su momento en Bolivia, en Ecuador. El presidente Bukele está siguiendo una deriva autoritaria, tomando los malos ejemplos de la región y ya sabemos cómo esa historia termina: muchos de estos presidentes en algún momento han enfrentado la justicia nacional e internacional.”
“Otra característica es que suelen apoyarse mucho en la represión, la idea de la fuerza y el poder absoluto. Esto generalmente implica una alianza muy fuerte con las fuerzas armadas y eso lo hemos visto también en el caso de El Salvador.
Una tercera característica de todos estos presidentes, que también está es muy clara en el caso de Bukele, es un desmantelamiento del sistema de justicia. Por un lado para blindarse y por otro lado, porque de esa manera controlan a la misma población. Es la idea de que la justicia solo va a funcionar para aquellos que disienten del poder.”
