The Legislative Assembly approved this September 14 with 64 votes the sixth extension of the exception regime, as requested by the Executive this same day through the Minister of Security, Gustavo Villatoro. The fifth extension of this measure was due to expire on September 20.
In his speech, the Security Minister branded as “clowns” the international politicians who have questioned the Salvadoran government of hiding behind the exception regime to undermine democracy in El Salvador, violating the human rights of people who have been captured “arbitrarily” without due legal process, and who have even died in State custody without proof of their guilt.
“What kind of democracy these international clowns are referring to, the democracy they enjoyed when they chose the magistrates who would preside over the Supreme Court of Justice when they dominated our Attorney General’s Office, is that the kind of democracy they are referring to? Well, they are wrong,” Villatoro said.
The president of the Assembly, Ernesto Castro, was not left behind with his criticisms. The congressman called “cowardly failures” to the NGOs and political parties that criticize the regime of exception as a permanent measure to fight criminality when the government already has penal regulations in force to do so.
They even point out that the Executive promised to end gangs with the Territorial Control Plan to which millions of funds have been destined, but it did not achieve it and did not account for the use of those resources.

La Asamblea Legislativa aprobó este 14 de septiembre con 64 votos la sexta prórroga del régimen de excepción, tal como solicitó el Ejecutivo este mismo día a través del ministro de Seguridad, Gustavo Villatoro. La quinta ampliación de esta medida vencía el 20 de septiembre.
En su discurso, el titular de Seguridad tildó de “payasos” a los políticos internacionales que han cuestionado al gobierno salvadoreño de escudarse en el régimen de excepción para minar la democracia en El Salvador, vulnerando los derechos humanos de personas que han sido capturadas “arbitrariamente”, sin el debido proceso legal, incluso, que han muerto bajo custodia del Estado sin tener pruebas de su culpabilidad.
“A qué tipo de democracia se refieren estos payasos internacionales, la democracia que disfrutaban cuando ellos elegían quienes eran los magistrados que iban a presidir la Corte Suprema de Justicia, cuando tenían dominada nuestra Fiscalía General de la República ¿a ese tipo de democracia se refieren? pues se equivocan”, arremetió Villatoro.
El presidente de la Asamblea, Ernesto Castro, no se quedó atrás con sus críticas. El diputado llamó “cobardes fracasados” a las ONG y partidos políticos que critican que el régimen de excepción se ha vuelto una medida permanente de combate a la criminalidad, cuando el gobierno ya cuenta con normativa penal vigente para hacerlo.
Incluso, señalan que el Ejecutivo prometió acabar con las pandillas con el Plan Control Territorial al cual le han sido destinados millonarios fondos, pero no lo logró y tampoco da cuenta del uso de esos recursos.
