According to a statement from the organizations, whistleblowers are people who claim not to be members of criminal groups. The profile of the majority victims are men between 18 and 30 years of age, and there is also another large group of victims between 12 and 18 years of age.
The violations they have reported the most are arbitrary detention, in more than 70% of cases, followed by house search, injuries, theft, and even the death of a detained person.
The violations have been committed mainly by agents of the National Civil Police; however, there is also a record that the perpetrators have been members of the Armed Forces, “even though they do not have the constitutional power to perform public security tasks unless it is through joint teams with the police,” the organizations point out.
The organizations report that most of the complaints received come from the metropolitan area of San Salvador and the paracentral area of the country; however, they have registered at least one case in each department.

Las organizaciones reportan que la mayoría de las denuncias recibidas provienen del área metropolitana de San Salvador y zona paracentral del país; sin embargo, han registrado al menos un caso en cada departamento.
