With wiretaps, the prosecutors of the previous administration of the institution built a case against Luna, accusing him of using part of the money illegally. According to Catedral, ten supervisors received disproportionate salaries to deliver cash to Luna. According to the investigation, two of those supervisors were protected under the keys “Sun” and “Moon” and confessed to corruption involving Luna, his mother, and his trusted employee, a GANA militant.
Two former employees of the General Directorate of Penal Centers testified before the Attorney General’s Office (FGR) that they had ghost places and that, for more than a year, they received juicy salaries on the condition that they hand over a part of that money to Director Osiris Luna Meza. The two former employees had been hired as “regional supervisors,” a figure created during the first 19 months of Luna’s administration. These positions did not have any specific function in the operational manuals of that institution, even though they received salaries ranging from $1,526 to $3,333 per month. All of the above was recorded in the Cathedral investigation, carried out by a particular anti-corruption group that operated in 2020, when Raúl Melara was attorney general, before the Assembly controlled by Bukele dismissed him and imposed his replacement on May 1, 2021.

Dos de esos supervisores, consigna la investigación, fueron protegidos bajo las claves “Sol” y “Luna”, y confesaron la corrupción involucrando a Luna, su madre y su empleado de confianza, un militante de GANA.
Dos exempleados de la Dirección General de Centros Penales declararon ante la fiscalía general de la república (FGR) que tenían plazas fantasmas y que, durante más de un año, cobraron jugosos salarios con la condición de entregar una parte de ese dinero al director Osiris Luna Meza. Los dos exempleados habían sido contratados como “supervisores regionales”, una figura creada durante los primeros 19 meses de la gestión de Luna. Esos cargos no tenían ninguna función específica en los manuales operativos de esa institución, pese a que cobraban salarios que oscilaban entre los $1,526 y $3,333 mensuales. Todo lo anterior quedó consignado en la investigación Catedral, realizada por un grupo especial anticorrupción que operó en 2020, cuando Raúl Melara era fiscal general, antes de que el 1 de mayo de 2021 la Asamblea controlada por Bukele lo destituyera e impusiera a su sustituto.
